Improving the quality of the COBIT 5 goals cascade as an IT process prioritisation mechanism
COBIT 5 is a commonly used IT Governance Framework. Its first principle is that all IT related activities should support generating value for the enterprise. This principle is put in practice through the COBIT 5 Goals Cascade. In this paper the author has researched this principle's main claimed benefit, i.e. that it allows to prioritise IT related processes based on overall enterprise priorities. The quality of the goals cascade was researched by looking at the accuracy of the published mapping tables, the dependencies between goals in the same goal set and the sensitivity of the Goals Cascade towards input variations. The author concludes that the current Goals Cascade isn't very useable as a prioritisation mechanism for IT processes. The author finally proposes an improvement to the current Goals Cascade, consisting of an additional, limited set of âEnterprise Strategies' that map directly to IT related processes. A prototype solution has been tested, showing promising improvements
Electronic information sharing in local government authorities: Factors influencing the decision-making process

Copyright @ 2013 Elsevier B.V.Local Government Authorities (LGAs) are mainly characterised as information-intensive organisations. To satisfy their information requirements, effective information sharing within and among LGAs is necessary. Nevertheless, the dilemma of Inter-Organisational Information Sharing (IOIS) has been regarded as an inevitable issue for the public sector. Despite a decade of active research and practice, the field lacks a comprehensive framework to examine the factors influencing Electronic Information Sharing (EIS) among LGAs. The research presented in this paper contributes towards resolving this problem by developing a conceptual framework of factors influencing EIS in Government-to-Government (G2G) collaboration. By presenting this model, we attempt to clarify that EIS in LGAs is affected by a combination of environmental, organisational, business process, and technological factors and that it should not be scrutinised merely from a technical perspective. To validate the conceptual rationale, multiple case study based research strategy was selected. From an analysis of the empirical data from two case organisations, this paper exemplifies the importance (i.e. prioritisation) of these factors in influencing EIS by utilising the Analytical Hierarchy Process (AHP) technique. The intent herein is to offer LGA decision-makers with a systematic decision-making process in realising the importance (i.e. from most important to least important) of EIS influential factors. This systematic process will also assist LGA decision-makers in better interpreting EIS and its underlying problems. Managing escalating demand for public services in a time of financial austerity: a case study of family interventions
The UK (along with many other countries) is facing the challenges of financial austerity with little or no growth in public funding for the foreseeable future. This creates particular challenges for public services as economic downturns often increase the demand for public services at a time when resources are constrained. A particular service of this type is the provision of support to âtroubledâ families through what are termed family interventions, in one local authority area, and the impact of financial austerity on those services. It considers the strategic options available for dealing with the dilemma of increasing demand and declining resources, and assesses the implications of implementing these options. It also considers the key factors which inhibit the development and implementation of such approaches, in order to provide a starting point for developing a practical strategy for dealing with the challenges ahead. Finally, it considers how the findings related to family interventions can be applied to other services in a similar situation of increasing demand and decreasing resources
Cause for alarm?: A multi-national, multi-institutional study of student-generated software designs
This paper reports a multi-national, multi-institutional study to investigate Computer Science students' understanding of software design and software design criteria. Students were recruited at two levels: those termed 'first competency' programmers, and those completing their Bachelor degrees. The study, including participants from 21 institutions over the academic year 2003/4, aimed to examine students' ability to generate software designs, to elicit students' understanding and valuation of key design activities, and to examine whether students at different stages in their undergraduate education display different understanding of software design. Differences were found in participants' recognition of ambiguity in requirements; in their use of formal (and semi-formal) design representation and in their prioritisation of design criteria

Inhibitors to optimal project portfolio selection
The selection of projects and programs of work is a key function of both public and private sector organisations. Ideally, projects and programs that are selected to be undertaken are consistent with strategic objectives for the organisation; will provide value for money and return on investment; will be adequately resourced and prioritised; will not compete with general operations for resources and not restrict the ability of operations to provide income to the organisation; will match the capacity and capability of the organisation to deliver; and will produce outputs that are willingly accepted by end users and customers. Unfortunately,this is not always the case. Possible inhibitors to optimal project portfolio selection include: processes that are inconsistent with the needs of the organisation; reluctance to use an approach that may not produce predetermined preferences; loss of control and perceived decision making power; reliance on quantitative methods rather than qualitative methods for justification; ineffective project and program sponsorship; unclear project governance, processes and linkage to business strategies; ignorance, taboos and perceived effectiveness; inadequate education and training about the processes and their importance

An examination of knowledge prioritisation in secondary physical education teacher education courses
A number of terms have been used to describe knowledge needed for teaching, one of which is subject knowledge. How knowledge for teaching is conceptualised in teacher education prioritises some knowledge bases over other knowledge bases. Further, knowledge prioritised by student teachers is influenced by socialisation prior to and during an initial teacher education course and priorities for student teachers as they develop as teachers. Previous research in physical education teacher education points to the pre-eminence of content knowledge above other knowledge bases. The purpose of this study was to look at what knowledge is prioritised by student teachers, school-based mentors and university tutors working on three secondary physical education initial teacher education courses in England. Results showed that content knowledge was seen as having greater importance for student teachers and mentors, but university tutors generally conceptualised subject knowledge more broadly, suggesting that it should be seen as covering a number of knowledge bases needed for teaching. These results are discussed in relation to socialisation processes in education and phases of development. Although there is a clear physical education focus to this work, it is possible that student teachers learning to teach other subjects may also focus excessively on subject content knowledge above other knowledge bases
