    Evidence for an Excess of Soft Photons in Hadronic Decays of Z^0

    Soft photons inside hadronic jets converted in front of the DELPHI main tracker (TPC) in events of qqbar disintegrations of the Z^0 were studied in the kinematic range 0.2 < E_gamma < 1 GeV and transverse momentum with respect to the closest jet direction p_T < 80 MeV/c. A clear excess of photons in the experimental data as compared to the Monte Carlo predictions is observed. This excess (uncorrected for the photon detection efficiency) is (1.17 +/- 0.06 +/- 0.27) x 10^{-3} gamma/jet in the specified kinematic region, while the expected level of the inner hadronic bremsstrahlung (which is not included in the Monte Carlo) is (0.340 +/- 0.001 +/- 0.038) x 10^{-3} gamma/jet. The ratio of the excess to the predicted bremsstrahlung rate is then (3.4 +/- 0.2 +/- 0.8), which is similar in strength to the anomalous soft photon signal observed in fixed target experiments with hadronic beams.Comment: 37 pages, 9 figures, Accepted by Eur.     Categorizing resonances X(1835), X(2120) and X(2370) in the pseudoscalar meson family

    Inspired by the newly observed three resonances X(1835), X(2120) and X(2370), in this work we systematically study the two-body strong decays and double pion decays of η(1295)/η(1475)\eta(1295)/\eta(1475), η(1760)/X(1835)\eta(1760)/X(1835) and X(2120)/X(2370)X(2120)/X(2370) by categorizing η(1295)/η(1475)\eta(1295)/\eta(1475), η(1760)/X(1835)\eta(1760)/X(1835), X(2120) and X(2370) as the radial excitations of η(548)/η(958)\eta(548)/\eta^\prime(958). Our numerical results indicate the followings: (1) The obtained theoretical strong decay widths of three pseudoscalar states η(1295)\eta(1295), η(1475)\eta(1475) and η(1760)\eta(1760) are consistent with the experimental measurements; (2) X(1835) could be the second radial excitation of η(958)\eta^\prime(958); (3) X(2120) and X(2370) can be explained as the third and fourth radial excitations of η(548)/η(958)\eta(548)/\eta^\prime(958), respectively.Comment: 16 pages, 15 figures, 3 tables.     Liberalism, Perfectionism, and Civic Virtue

    This paper explores the question whether perfectionism amounts to a political doctrine that is more attractive than liberalism. I try to show that an egalitarian liberalism that is open to questions of value and that holds a conception of limited neutrality can meet the perfectionist challenge. My thesis is that liberalism can be reconciled easily with perfectionism read as a moral doctrine. Perfectionism as a political doctrine equall stays within the value framework of liberalism. Finally, I try to show that liberalism can give an account of civic virtue that is a sufficient basis for developing the normative guidelines of a rich and meaningful social life

    The Round Table on Women's Issues snapshot project: the status of women in libraries internationally

    This project was commissioned by the Round Table on Women's Issues (RTWI) at the 66th IFLA conference. The Round Table on Women's Issues is a sub-division of IFLA which concerns itself extensively with questions and issues that have special relevance for women in the library profession and in the user community. Further it develops programmes designed to enhance the opportunities and the image of these two groups of women. The Round Table on Women's Issues promotes the collection, research, publication and dissemination of information on the status of women in librarianship. Another concern is to identify discrimination in all forms, and disparities in resources, programmes, and opportunities relating to women in librarianship. At the 66th Conference, members of the Round Table discussed the Association of Research Libraries' Annual Salary Survey, 1999-2000 and noted that the average salary for female directors (USD 132,000) in United States university libraries was slightly higher than the average salary of male directors (USD 125,000) (pp. 16-18). There is now the highest number of women in top administrative positions than there has been before: 54 women out of a total of 111 directorships. This was of course the good news.The bad news was that the overall salary for women in research and academic libraries in the USA was still only 94 percent that of men. During the 19 years that statistics have been gathered women have been gradually closing the earnings gap, as in 1980 they earned only 87 percent, but it is a slow process. Overall, men represent only 35 percent of the workforce among professional librarians. The Round Table felt it would be interesting to discover how this compared with salaries in other countries and other sectors. This could form the basis for some comparative statistics if other members of the group could follow up. Although aware that delegates at IFLA conferences were not representative of the profession as a whole, it was felt that it might be possible to conduct a 'snapshot' project of delegates, women officers and committee members at IFLA's 67th conference to ascertain the status of women librarians internationally. Sandra Parker and Pat Gannon-Leary from the Information Management Research Institute, University of Northumbria School of Information Studies, obtained an IFLA small grant to undertake this work and to report on findings at the 68th IFLA conference

    Trouble at the top: The construction of a tenant identity in the governance of social housing organizations

    The project of citizen governance has transformed the social housing sector in England where 20,000 tenants now sit as directors on the boards of housing associations, but the entrance of social housing tenants to the boardroom has aroused opposition from the chief executives of housing companies and triggered regulatory intervention from government inspectors. This paper investigates the cause of these tensions through a theoretical framework drawn from the work of feminist philosopher Judith Butler. It interprets housing governance as an identificatory project with the power to constitute tenant directors as regulated subjects, and presents evidence to suggest that this project of identity fails to completely enclose its subject, allowing tenant directors to engage in ‘identity work’ that threatens the supposed unity of the board. The paper charts the development of antagonism and political tension in the board rooms of housing companies to present an innovative account of the construction and contestation of identities in housing governance
