    The Divisional Court’s judgment in R (on the application of Arthur) v Blackfriars Crown Court (hereafter ‘Arthur’) is of significance in relation to questions of both criminal procedure and the law of evidence. First, it raised the issue of the proper procedure to be followed for the judicial review of a refusal to state a case for the Crown Court. Second, it is notable as one of the very few reported cases following the Court of Appeal’s landmark judgment on good character evidence in Hunter, and as an example of the contentious case where adverse inferences are drawn from a defendant’s silence in police interview (pursuant to s.34 of the Criminal Justice and Public Order Act 1994) despite the submission of a prepared written statement

    Contribution of the voluntary sector to mental health crisis care in England: protocol for a multimethod study.

    Introduction - Timely access to the right kind of support for people experiencing a mental health crisis can be problematic. The voluntary sector (VS) plays a key role in providing support and enabling access, but there is a knowledge gap concerning its contribution and interface with public services in mental health crisis care. Methods and analysis - This study aims to address this. The study has three empirical elements: (1) a national survey of voluntary sector organisations (VSOs) in England and national stakeholder interviews to develop a typology of organisations and interventions provided by VSOs; (2) detailed mapping of VS services in two regions through interviews and extending the national survey; (3) four case studies, identified from the regional mapping, of VS mental health crisis services and their interface with National Health Service (NHS) and local authority services, at both a system and individual level. Data collection will involve interviews with commissioners; VSO and NHS or local authority providers; and focus groups with people who have experience of VSO crisis support, both service users and carers; and mapping the crisis trajectory of 10 service users in each study site through narrative interviews with service users and informal carers to understand the experience of VSO crisis care and its impact. Ethics and dissemination - The University of Birmingham Humanities and Social Sciences Ethical Review Committee granted ethical approval (reference ERN_16-1183) for the national and regional elements of the study. Ethical review by the Health Research Authority will be required for the case study research once the sites have been identified from the first two elements of the study. A range of methods including a policy seminar, publication in academic journals and a tool kit for commissioners and practitioners will be produced to maximise the impact of the findings on policy and practice

    Real exchange rate and asymmetric shocks in the West African Monetary Zone (WAMZ)

    This paper examines real effective exchange rate (REER) responses to shocks in exchange rate determinants for the West African Monetary Zone (WAMZ) over the period 1980–2015. The analysis is based on a country-by-country VECM, and oil price, supply and demand shocks are identified using long run restrictions in a structural VAR model. We report significant differences in the response of REER to real oil price, productivity (supply) and demand preference shocks across these economies. In addition the relative contribution of these shocks to REER movements in the short and long run appears to be different across economies. Our findings suggest that the WAMZ countries are structurally different, and asymmetric shocks with inadequate adjustment mechanisms imply that a monetary union would be costly

    Report of a CELT project on supporting students through innovation and researchThe aim of the project was to introduce a dedicated ICT package into the fieldwork experience in order to enhance student learning in the field at a range of levels and in a number of subject areas. The field kit consists of a laptop computer, digital camera with multi-card reader, global positioning system (GPS), video camera, portable scanner and printer. The kit is kept in a waterproof portable case specifically for student fieldwork use (Plate 1). A digital microscope and video camera is also separately available. The students have been able to use the equipment in the field in order to produce supporting materials to enhance their fieldwork. For example the IT package has been used in conjunction with a data-logger on mapping equipment allowing maps to be printed in the field for detailed recording of field sites. Also the use of digital and video cameras has allowed students to take responsibility for identifying and recording aspects of fieldwork for their reports

    Novel Method for Improving the Capacity of Optical MIMO System Using MGDM

    In current local area networks, multimode fibers (MMFs), primarily graded index (GI) MMFs, are the main types of fibers employed for data communications. Due to their enormous bandwidth, it is considered that they are the main channel medium that can offer broadband multiservices using optical multiplexing techniques. Amongst these, mode group diversity multiplexing (MGDM) has been proposed as a way to integrate various services over an MMF network by exciting different groups of modes that can be used as independent and parallel communication channels. In this paper, we study optical multiple-input–multiple-output (O-MIMO) systems using MGDM techniques while also optimizing the launching conditions of light at the fiber inputs and the spot size, radial offset, angular offset, wavelength, and the radii of the segment areas of the detectors. We propose a new approach based on the optimization of launching and detection conditions in order to increase the capacity of an O-MIMO link using the MGDM technique. We propose a (3 timestimes 3) O-MIMO system, where our simulation results show significant improvement in GI MMFs' capacity compared with existing O-MIMO systems.     Adjusting bone mass for differences in projected bone area and other confounding variables: an allometric perspective.

    The traditional method of assessing bone mineral density (BMD; given by bone mineral content [BMC] divided by projected bone area [Ap], BMD = BMC/Ap) has come under strong criticism by various authors. Their criticism being that the projected bone "area" (Ap) will systematically underestimate the skeletal bone "volume" of taller subjects. To reduce the confounding effects of bone size, an alternative ratio has been proposed called bone mineral apparent density [BMAD = BMC/(Ap)3/2]. However, bone size is not the only confounding variable associated with BMC. Others include age, sex, body size, and maturation. To assess the dimensional relationship between BMC and projected bone area, independent of other confounding variables, we proposed and fitted a proportional allometric model to the BMC data of the L2-L4 vertebrae from a previously published study. The projected bone area exponents were greater than unity for both boys (1.43) and girls (1.02), but only the boy's fitted exponent was not different from that predicted by geometric similarity (1.5). Based on these exponents, it is not clear whether bone mass acquisition increases in proportion to the projected bone area (Ap) or an estimate of projected bone volume (Ap)3/2. However, by adopting the proposed methods, the analysis will automatically adjust BMC for differences in projected bone size and other confounding variables for the particular population being studied. Hence, the necessity to speculate as to the theoretical value of the exponent of Ap, although interesting, becomes redundant

    Bystanders, parcelling, and an absence of trust in the grooming interactions of wild male chimpanzees

    The evolution of cooperation remains a central issue in socio-biology with the fundamental problem of how individuals minimize the risks of being short-changed (‘cheated’) should their behavioural investment in another not be returned. Economic decisions that individuals make during interactions may depend upon the presence of potential partners nearby, which o ers co operators a temptation to defect from the current partner. The parcelling model posits that donors subdivide services into parcels to force cooperation, and that this is contingent on opportunities for defection; that is, the presence of bystanders. Here we test this model and the e ect of bystander presence using grooming interactions of wild chimpanzees. We found that with more bystanders, initiators gave less grooming at the beginning of the bout and were more likely to abandon a grooming bout, while bouts were less likely to be reciprocated. We also found that the groomer’s initial investment was not higher among frequent groomers or stronger reciprocators, suggesting that contrary to current assumptions, grooming decisions are not based on trust, or bonds, within dyads. Our work highlights the importance of considering immediate social context and the in uence of bystanders for understanding the evolution of the behavioural strategies that produce cooperation

    Occupational cooling practices of emergency first responders in the United States: A survey

Despite extensive documentation directed specifically toward mitigating thermal strain of first responders, we wished to ascertain the degree to which first responders applied cooling strategies, and what opinions are held by the various agencies/departments within the United States. An internet-based survey of first responders was distributed to the International Association of Fire Chiefs, International Association of Fire Firefighters, National Bomb Squad Advisory Board and the USA Interagency Board and their subsequent departments and branches. Individual first responder departments were questioned regarding the use of pre-, concurrent, post-cooling, types of methods employed, and/or reasons why they had not incorporated various methods in first responder deployment. Completed surveys were collected from 119 unique de-identified departments, including those working in law enforcement (29%), as firefighters (29%), EOD (28%) and HAZMAT technicians (15%). One-hundred and eighteen departments (99%) reported heat strain/illness to be a risk to employee safety during occupational duties. The percentage of departments with at least one case of heat illness in the previous year were as follows: fire (39%) HAZMAT (23%), EOD (20%) and law enforcement (18%). Post-cooling was the scheduled cooling method implemented the most (63%). Fire departments were significantly more likely to use post-cooling, as well as combine two types of scheduled cooling compared to other departments. Importantly, 25% of all departments surveyed provided no cooling whatsoever. The greatest barriers to personnel cooling were as follows–availability, cost, logistics, and knowledge. Our findings could aid in a better understanding of current practices and perceptions of heat illness and injury prevention in United States first responders.
