    UK Levelling Up R&D Mission Effects: :A Multi-Region Input-Output Approach

    This paper examines the UK implications for regional and national growth associated with different geographical investment patterns of publicly-funded R&D, in the light of the recommendations of the 2022 Levelling Up White Paper, aimed at balancing the national economy. The White Paper outlines twelve main "missions" focused on science, technology, and education to achieve this goal. One of these missions aims to increase domestic public Research and Development (R&D) by at least 40% outside the Greater South East (GSE) by 2030. We develop three scenarios based on different assumptions about extra R&D allocation. We use data from UKRI and ONS to determine the current distribution of R&D investment in the UK, and then using the multi-regional Socio-Economic Impact Model for the UK we evaluate our three proposed R&D spending scenarios. Our findings suggest that the regional impact varies significantly across the different proposed scenarios. The scenario that allocates more GERD to areas with previously low funding levels yields the largest effect. On average, output, employment and GVA in regions outside GSE increase by 0.33%, 0.37% and 0.34%, respectively, showing a potentially positive effect on the levelling up of R&D in the country. Our analysis of both internal and external multipliers highlights the importance of investing in regional redistribution. We demonstrate that the GSE is more self-sufficient as it has much higher internal multipliers than the rest of the UK. However, we identified a potential obstacle: the capacity to absorb human capital, which could reduce the expected positive results of a more spatially balanced R&D expenditure across the UK

    Offline Signature Verification by Combining Graph Edit Distance and Triplet Networks

    Biometric authentication by means of handwritten signatures is a challenging pattern recognition task, which aims to infer a writer model from only a handful of genuine signatures. In order to make it more difficult for a forger to attack the verification system, a promising strategy is to combine different writer models. In this work, we propose to complement a recent structural approach to offline signature verification based on graph edit distance with a statistical approach based on metric learning with deep neural networks. On the MCYT and GPDS benchmark datasets, we demonstrate that combining the structural and statistical models leads to significant improvements in performance, profiting from their complementary properties

    Secure pseudo-random linear binary sequences generators based on arithmetic polynoms

    We present a new approach to constructing of pseudo-random binary sequences (PRS) generators for the purpose of cryptographic data protection, secured from the perpetrator's attacks, caused by generation of masses of hardware errors and faults. The new method is based on use of linear polynomial arithmetic for the realization of systems of boolean characteristic functions of PRS' generators. "Arithmetizatio" of systems of logic formulas has allowed to apply mathematical apparatus of residue systems for multisequencing of the process of PRS generation and organizing control of computing errors, caused by hardware faults. This has guaranteed high security of PRS generator's functioning and, consequently, security of tools for cryptographic data protection based on those PRSs

    Lexical Crosslinguistic Influence and Study Abroad: Do Learners Use L1-Based Resources Less?

    Research in Crosslinguistic Influence (CLI) has traditionally addressed two broad types of lexical CLI transfer of form and transfer of meaning (Ringbom 1987) which were reconceptualized by Jarvis (2009) as lexemic and lemmatic transfer, respectively. Whereas the former considers the phonological and graphemic structure of words, the latter is related to semantic and syntactic properties. These types of lexical CLI have been analysed in relation to L2 proficiency, but not in relation to factors such as Study Abroad (SA), which the present study aims to investigate. The oral production by 107 Catalan/Spanish learners of English as a Foreign Language (EFL) was analysed in terms of lexical CLI and the amount of input received during their SA. Results show an inverse relationship between the amount of input in SA and lexical CLI; that is, the higher the number of hours abroad, the fewer cases of lexical CLI. Statistical differences were found for lemmatic CLI and for one type of lexemic CLI. In light of these findings, it is suggested that learners that take part in SA programmes do not rely on L1-based resources when gaps in their knowledge arise
