    Unlike the United States with its extensive experience in alternative dispute resolution, this institution is in its infancy in Russia. Russia is only now developing an interest in out-of-court methods of dispute resolution. With economic changes, the number of new legal disputes has increased significantly. Russian courts of general jurisdiction are overloaded by civil cases. Ordinary litigation has become too expensive for the majority of the Russian people. In such conditions Russian society needs less expensive, more flexible alternatives to litigation. The purpose of this paper is to compare the ADR experiences in the United States and the Russian Federation, and to consider some methods for its development in modern Russian society

    Interaction of Higher Education and Employers As a Competitiveness Factor of a University

    The labor market constantly demands qualified personnel and increases the requirements for graduates of educational establishments. In order to train a competitive young professional, universities seek modernization of various kinds and implement it in the educational process. Dual form of education is one of these efforts undertaken by educational institutions. The article presents the results of the semantic analysis of the dual education concept, an analysis of the stakeholders’ roles in the system of higher education with a large emphasis on the role of the employer, statistical data collection, and the main advantages and disadvantages of the dual approach to the educational process organization. The aim of the study is to analyze experience of dual education development in Germany, where it is regulated at the legislative level. The main advantages of dual education are identified: establishing practice-oriented training system, involving motivated employers in the training process and educational programs designing, alternating the theoretical and on-the-job training, and reducing the costs associated with personnel selection and adaptation. The study has developed a generalized process model for the implementation of the project ”Introduction of the dual form of education in an educational organization”. According to the proposed model, the first stage includes developing normative acts regulating dual education training, forming a team of mentors, and selecting students. At the second stage, the authors propose to distribute the contact work as follows: 60% for theoretical training and 40% for production-based. The final stage is devoted to the evaluation of the of the dual education system implementation effectiveness. The model was tested for the Novouralsk Institute of Technology — branch of the National Research Nuclear University MEPhI. The study presents a stage-by-stage description of the model and examines examples of the education dual form positive effects at the university, as well as considers emerging “noises”.     This Article represents recent scholarship in Russian jurisprudence concerning the use of alternative dispute resolution procedures. It was written by a professor who is an active participant in law reform projects addressing the problems of elaborating legislation to articulate the rights and duties of parties involved in economic and other disputes. This Article covers three forms of dispute resolution—negotiations, claims-based dispute resolution, and mediation—and identifies characteristics of these procedures that are peculiar to the Russian context. By reviewing the forms of conflict resolution employed in Soviet-era command economy and exploring the contours of contemporary Russian legal culture, the Article attempts to reconcile new procedural norms dictated by today\u27s market economy with historical patterns of legal consciousness. The purpose of the work is the description of characteristics of a snow cover for the south-east territory of the Western Siberia, which is great importance for many branches of the economy of Siberia. Date of appearance of snow cover, duration of a steady snow cover, thickness were analyzed in present research. The presented results are: the increase in duration of the presence the snow cover is revealed. The reason is the increase in amount of precipitation during the winter period

    THE EFFECT OF DISORDER OF FORMATION OF THE INTESTINAL MICROBIOTA ON THE PROCESS OF HISTAMIN RELEASE AND DEVELOPMENT OF ALLERGIC DISEASES IN CHILDREN

    The destination of the study is to determine the effect of disorder of formation of the intestinal microbiota on the process of histamin release and development of allergic diseases in children. Materials and methods. 110 children are surveyed: 70 – with hereditary predisposition to allergic disorders (the basic group) and 40 without a genetic predisposition (the comparison group). Additionally 30 mothers was conducted microbiological. The release of histamine was determined from 807 intestinal culture of the qualitative methodology. The results of the study – in children with atopic dermatitis registered is first a proliferation of opportunistic bacteria of intestine. It was established that the manifestation of atopic dermatitis in the early stages contribute: pathological of pregnancy, disorder of the microbiota of the mother. This is the ground of congenital reduction of colonization resistance and of disorder of formation of the intestinal microbiota. First detected high intensity production of histamine from aerobic gram-negative bacteria of intestinal on the preclinical stage of atopic dermatitis. The intense of histamin release correlated with severity of disorder of the intestinal microbiota and with severity and stage of the disease. The summary: disorder of formation of the intestinal microbiota cause of the intense release of histamin and а manifestations of atopic dermatitis in the first year of life

    Analysis of bilinear oscillators under harmonic loading using nonlinear output frequency response functions

    In this paper, the new concept of Nonlinear Output Frequency Response Functions (NOFRFs) is extended to the harmonic input case, an input-independent relationship is found between the NOFRFs and the Generalized Frequency Response Functions (GFRFs). This relationship can greatly simplify the application of the NOFRFs. Then, beginning with the demonstration that a bilinear oscillator can be approximated using a polynomial type nonlinear oscillator, the NOFRFs are used to analyze the energy transfer phenomenon of bilinear oscillators in the frequency domain. The analysis provides insight into how new frequency generation can occur using bilinear oscillators and how the sub-resonances occur for the bilinear oscillators, and reveals that it is the resonant frequencies of the NOFRFs that dominate the occurrence of this well-known nonlinear behaviour. The results are of significance for the design and fault diagnosis of mechanical systems and structures which can be described by a bilinear oscillator model
