New Constraints on variations of the fine structure constant from CMB anisotropies
We demonstrate that recent measurements of Cosmic Microwave Background
temperature and polarization anisotropy made by the ACBAR, QUAD and BICEP
experiments substantially improve the cosmological constraints on possible
variations of the fine structure constant in the early universe. This data,
combined with the five year observations from the WMAP mission yield the
constraint alpha/alpha_0 = 0.987 \pm 0.012 at 68% c.l.. The inclusion of the
new HST constraints on the Hubble constant further increases the accuracy to
alpha/alpha_0 = 1.001 \pm 0.007 at 68% c.l., bringing possible deviations from
the current value below the 1% level and improving previous constraints by a

Constraining Variations in the Fine Structure Constant in the presence of Early Dark Energy
We discuss present and future cosmological constraints on variations of the
fine structure constant induced by an early dark energy component
having the simplest allowed (linear) coupling to electromagnetism. We find that
current cosmological data show no variation of the fine structure constant at
recombination respect to the present-day value, with / =
0.975 \pm 0.020 at 95 % c.l., constraining the energy density in early dark
energy to < 0.060 at 95 % c.l.. Moreover, we consider constraints on
the parameter quantifying the strength of the coupling by the scalar field. We
find that current cosmological constraints on the coupling are about 20 times
weaker than those obtainable locally (which come from Equivalence Principle
tests). However forthcoming or future missions, such as Planck Surveyor and
CMBPol, can match and possibly even surpass the sensitivity of current local

The Fine Structure Constant and the CMB Damping Scale
The recent measurements of the Cosmic Microwave Background anisotropies at
arcminute angular scales performed by the ACT and SPT experiments are probing
the damping regime of CMB fluctuations. The analysis of these datasets
unexpectedly suggests that the effective number of relativistic degrees of
freedom is larger than the standard value of Neff = 3.04, and inconsistent with
it at more than two standard deviations. In this paper we study the role of a
mechanism that could affect the shape of the CMB angular fluctuations at those
scales, namely a change in the recombination process through variations in the
fine structure constant. We show that the new CMB data significantly improve
the previous constraints on variations of {\alpha}, with {\alpha}/{\alpha}0 =
0.984 \pm 0.005, i.e. hinting also to a more than two standard deviation from
the current, local, value {\alpha}0. A significant degeneracy is present
between {\alpha} and Neff, and when variations in the latter are allowed the
constraints on {\alpha} are relaxed and again consistent with the standard
value. Deviations of either parameter from their standard values would imply
the presence of new, currently unknown physics.Comment: 4 pages, 1 figur

To overcome the isolation and strengthen their role in our society, the University Botanical Gardens have become promoters of national and European consortiums: examples are the working group "Botanical and Historic Gardens" of the Italian Botanical Society (1) and, on the global level, the Botanic Garden Conservation International (2).
Aims and tasks of the Botanical Gardens in the second millennium have been the topic of a thorough debate, with specific references to the provisions of the United Nations Programme for a sustainable development. In particular, the Action Plan for Botanic Gardens in the European Union (3) identifies the following major assets: scientific research, conservation of plant diversity, public advisory services on it, environmental education related to it. To pursue these objectives, initiatives are constantly needed to enhance the visibility of the institutions involved and help them to perform their functions. in this contest was born FLORINTESA
FLORINTESA is a program agreement, funded by the Italian Ministry of Education (MIUR) with identification code ACPR12_00201, involving as partners ENEA, Plinianum Forum and the Italian Botanical Society, which contributes to bridge the still existing gap between the scientific research, the technical action of conservation and preservation of plant diversity and the public awareness on such themes.
The main objectives of the FLORINTESA can be summarized as follows:
- Establishing an institutional network service for information and dissemination on the flora of Italy, with reference to the role of Botanical Gardens as centers of research and knowledge on the national flora, as well as on the assessment and conservation of its rarest species,;
- Disseminating and publicizing the activities of the University Botanical Gardens for the flora of Italy;
- Increasing the visibility of the Italian Botanical Society and of its working group on "Botanical and Historic Gardens";
- Disseminating the achievements and helpful assistance offered by the Botanical Gardens in the implementation of the National Strategy for Biodiversity (4) and the Natura 2000 Network (5), through initiatives such as the Italian Germplasm Banks Network (6), the International Foundation pro Herbario Mediterraneo (7), the pan-Mediterranean Genmeda network (8), the Horti Mediterranei Educational Network (9).
The flora of Italy will be the leitmotif of the actions envisaged in FLORINTESA, highlighting the unique role of the University Botanical Gardens and their respective institutions as "engines of knowledge" on the national flora heritage, as "engines of awareness" on the important issue of conservation of flora and habitats, as "engines of passion" for the grateful acknowledgement of the role of plants as primary producers not only of resources in the natural ecosystems, but also of inspiring beauty in the human cultures.
The kick-off meeting, open to all members of the Italian Botanical Society, will take place in Rome, at the Auditorium of the Accademia Nazionale dei Lincei, on January 23, 2014
The integrated action framework of Rete Natura 2000 Basilicata
Basilicata Natura 2000 network consists of 50 Sites of Community Importance (SCI) and 17 Special Protection Zones (SPZs), covering alltogether more than 17% of the regional area. This network, partially overlapping other forms of land protection, represents a valuable environmental, agricultural and cultural heritage, in which the safeguard of natural resources and landscapes has to be coupled with the needs of the local population; especially in relation to development and social welfare.
The Natura 2000 project involved a panel of experts belonging to 15 different institutions, to form a steering committee with the following professional and scientific skills: vegetation, landscape, fauna, geology, agriculture, forestry, sea, architecture and planning, territorial analysis and representation. Along the 4 years project, the steering committee designed and coordinated the activities of over 150 professionals, mostly from Basilicata, who carried out field surveys and data analysis aimed at assessing the environmental conditions in the SCI and SPZs, proposing measures and plans, implementing thematic databases.
SCI/SPZ management plans, by themselves, may not be sufficient to fulfill the requirements of an effective environmental policy, which has to go along with the awareness of people, citizens and local administrators about the instances of a sustainable policy. For this reason, the activities of surveying and management have been coupled with a communication project that involves all the experts and a relevant part of professionals who participated to the Natura 2000 project. The communication activity implies the use and the creation of several tools (publishing, video, websites, meetings, photo contests, social networks ...) targeted to different groups: policy makers (local, regional, national, European ), organizations, citizens, schools, farmers, small and medium enterprises (www.natura2000basilicata.it).
A further goal is to feature the environmental highlights of Basilicata which are linked to a specific and often surprising integration of an ancient human presence with the natural elements, and the role performed by the traditional farming activities in the maintenance of ecosystem dynamics and services (in particular with agriculture). In fact, a good number of Natura 2000 sites can be considered High Nature Value Farmlands (HNVF, sensu E. Andersen, 2003), in which a virtuous relationship was established a long time ago between traditional practices and the environment itself. In this context, it combines the convergence between the activities carried on the Natura 2000 network and the project Agrival (http://utagri.enea.it/projects/agrival), a research project led by ENEA in Val d'Agri, in order to experimentally contribute to the methodology for the identification of the High Nature Value Farmlands and make them cohabit with the other economic activities in the local context.
The process started with the project Basilicata Natura 2000 Network is therefore an interesting methodological model that, in coherence with the financial planning of the European Community for the period 2014-2020 (Brussels, 12.12.2011, COMM. 874) puts together projects on environmental issues to boost the meeting of agricultural, environmental, cultural and productive policies, fostered by the EC, and enhancing the implementation of the "Prioritized Actions Frameworks" (PAF), pointed out by the European Commission as the optimal tools for the management of Natura 2000 networks
The clustering of galaxies in the SDSS-III Baryon Oscillation Spectroscopic Survey: constraints on the time variation of fundamental constants from the large-scale two-point correlation function
We obtain constraints on the variation of the fundamental constants from the
full shape of the redshift-space correlation function of a sample of luminous
galaxies drawn from the Data Release 9 of the Baryonic Oscillations
Spectroscopic Survey. We combine this information with data from recent CMB,
BAO and H_0 measurements. We focus on possible variations of the fine structure
constant \alpha and the electron mass m_e in the early universe, and study the
degeneracies between these constants and other cosmological parameters, such as
the dark energy equation of state parameter w_DE, the massive neutrinos
fraction f_\nu, the effective number of relativistic species N_eff, and the
primordial helium abundance Y_He. When only one of the fundamental constants is
varied, our final bounds are \alpha / \alpha_0 = 0.9957_{-0.0042}^{+0.0041} and
m_e /(m_e)_0 = 1.006_{-0.013}^{+0.014}. For their joint variation, our results
are \alpha / \alpha_0 = 0.9901_{-0.0054}^{+0.0055} and m_e /(m_e)_0 = 1.028 +/-
0.019. Although when m_e is allowed to vary our constraints on w_DE are
consistent with a cosmological constant, when \alpha is treated as a free
parameter we find w_DE = -1.20 +/- 0.13; more than 1 \sigma away from its
standard value. When f_\nu and \alpha are allowed to vary simultaneously, we
find f_\nu < 0.043 (95% CL), implying a limit of \sum m_\nu < 0.46 eV (95% CL),
while for m_e variation, we obtain f_nu < 0.086 (95% CL), which implies \sum
m_\nu < 1.1 eV (95% CL). When N_eff or Y_He are considered as free parameters,
their simultaneous variation with \alpha provides constraints close to their
standard values (when the H_0 prior is not included in the analysis), while
when m_e is allowed to vary, their preferred values are significantly higher.
In all cases, our results are consistent with no variations of \alpha or m_e at
