Through selective activism towards greater resilience: the Czech Constitutional Court's interventions into high politics in the age of populism

With technocratic populist Andrej Babiš leading the Czech government coalition, the country has experienced some democratic backsliding. In contrast to its Hungarian and Polish counterparts, however, the Czech Constitutional Court has been spared from executive capture. This article argues that resilient constitutional courts may act as one of the key safeguards against illiberal populism. We demonstrate that resilient constitutional courts are products of an institutional framework, which prevents court-packing by loyal allies of populist leaders, and of courts’ activities that increase their reputation with the public, thus making political attacks against them overly costly. We argue that the Czech Constitutional Court has exercised an approach of selective judicial activism that focuses on keeping political competition fair while avoiding involvement in controversial socially transformative judicial decision-making which would outrage large parts of the population. The bachelor thesis deals with the study of anticorrosive protection of aluminum with a thin organic coating. The thesis is divided into the theoretical and the practical part. The theoretical part deals with the study of the properties of aluminum and its alloys and also with the possibilities and determinativ of suitable surface treatment using paint systems. The experimental part includes an assessment of the adhesion of the paint system to the dusty surface of the aluminum material with different types of dust. The theoretical part also includes the basic division and introduction of some of the technologies, materials, and use in 3D printing. The practical part deals with the evaluation of the mechanical properties of composite material with glass balls. The samples are printed with Selective Laser Sintering technology with different orientations. Subsequently, these samples are analyzed with a tensile test. An Apartment House - heating

Bakalářská práce se skládá z částí teoretické a početní. V teoretické částí se zabývám různými způsoby vytápění v bytových domech. Početní část se zabývá návrhem jednotlivých částí otopné soustavy v bytovém domě. Pro vytápění bytového domu bylo zvoleno ústřední vytápění s centrálním ohřevem teplé vody. Jako zdroj tepla byla zvolena plynová tepelná čerpadla v kombinaci s kondenzačními kotli.Bachelor work consists of theoretical and numerical part. In the theoretical part deals with various methods of heating in apartment buildings. The numerical part deals with individual part of the heating system in the apartment building. For heating the apartment building was chosen central heating system with indirect hot water. As the heat source was chosen gas heat pumps in combination with condensing boilers.

Analysis and Design of Modifications at the Intersection of Roads II/324, II/32226 and III/34030 in Drazkovice

Jakub Novák. Tato bakalářská práce řeší problematiku křižovatky silnic II/324, III/32226 a III/34030 v Dražkovicích. Součástí práce bylo provedení a vyhodnocení dopravních průzkumů na základě kterých byly zjištěny všechny potřebné dopravně-inženýrské charakteristiky a určena prognóza dopravy ve výhledovém roce. Stávající stav byl kapacitně posouzen pro stávající i výhledové intenzity dopravní poptávky a pro oba stavy dopravní poptávky byly vytvořeny mikro simulační dopravní modely v programu PTV VISSIM. Za účelem zlepšení bezpečnosti a plynulosti dopravy byl proveden variantní návrh úprav. Všechny návrhy obsahují výkresovou dokumentaci dle rozsahu úprav. Navržené varianty byly posouzeny z hlediska průjezdnosti a rozhledových poměrů. Všechny návrhy byly kapacitně posouzeny pro výhledové intenzity dopravy a byly vytvořeny mikro simulační dopravní modely v programu PTV VISSIM. Cílem této práce je navrhnout takové řešení, které zlepší bezpečnost a plynulost provozu na křižovatce.This Bachelor thesis solves the issue of road intersection II/324, III/32226 and III/34030 in Dražkovice. Part of the work involved carrying out and evaluating traffic surveys based on which all the necessary traffic-engineering characteristics were identified and the traffic forecast determined in the year ahead. The status quo has been assessed at capacity for existing and prospective traffic demand intensities, and micro simulation transport models have been developed for both traffic demand states in the PTV VISSIM programme. In order to improve the safety and fluidity of traffic, a variant design of modifications has been implemented. All designs include drawing specs according to the range of modifications. The proposed variants were assessed in terms of throughput and viewing ratios. All proposals have been assessed at capacity for prospective traffic intensities and micro simulation transport models have been developed in the PTV VISSIM programme. Casuistics of physiotherapy care for patient diagnosed with cerebellar lesion after a brain hypoxia

Název práce: Kazuistika fyzioterapeutické péče o pacienta s diagnózou léze cerebela po mozkové hypoxii Cíle: Cílem této bakalářské práce je získání a zpracování teoretických informací o mozečkové ischemii a vypracování kazuistiky u pacienta s mozečkovou hypoxií po srdeční zástavě. Souhrn: Tato bakalářská práce se zabývá hypoxií mozečku po prodělání zástavy srdce následkem infarktu myokardu. Práce je dělena do dvou částí. První část práce, teoretická část, popisuje anatomickou a funkční strukturu mozečku, ischemickou srdeční chorobu a její možnosti léčby. Dále tato část obsahuje popis rehabilitačních metod využívaných u pacientů s mozečkovým syndromem. Druhá část, praktická část, je zaměřena na přesný popis práce s pacientem po prodělání mozečkové hypoxie, se kterým jsem spolupracoval na lůžkové rehabilitaci v Oblastní nemocnici Kladno od 5. ledna do 22. ledna 2016. Praktická část obsahuje metodiku práce, výsledky vstupního a výstupního vyšetření a popisu jednotlivých terapeutických jednotek (využívané metody, průběh terapie a úspěšnost léčby). Summary: My thesis deals with cerebellar hypoxia after leaving sufferd from loss of heart as a result of heart attack. Thesis is divided in to parts. The first part, a theoretical one, describes anatomical and functional structure of the cerebellum, a brief description of ISCH and treatment options. This part also contains a description of rehabilitation methods used in patients with cerebellar syndrome. The second part of my thesis, a practical one, is focused on a precise description of the work with the patient after having suffered from loss of cerebellar hypoxia, I have collaborated with on inpatient department of regional hospital in Kladno from January 5th to January 22nd, 2016. The practical part contains results of patient's examination in time of admision to hospital and in time of release from hospital and a description of individual therapautical units (used methods, the progress of the therapy and the success of treatment). Navržený objekt má dvě nadzemní a jedno podzemní podlaží. Jako zdroj tepla bude sloužit kondenzační kotel. Ohřev teplé vody bude zajištěn v nepřímotopném zásobníku teplé vody, který bude ohříván přes kondenzační kotel.The aim of this dissertationis to propose building a training center in Valašske Klobouky. Part of the project documentation, the design of the building, heating and ventilation (cooling). The propose dbuilding has two floors and a basement. As a source of heat will serve condensing boiler. Proporcionálně či jinak? Problém ústavního přezkumu zásahů do sociálních práv

Je aplikace testu proporcionality při zkoumání ústavnosti zásahu do sociálních práv možná a vhodná? Za tímto účelem se nejprve zaměřím na historická a teoretická východiska nastíněného problému. Poté provedu analýzu, srovnání a zhodnocení judikatury dvou ústavních soudů z oblasti střední a východní Evropy – a to českého a lotyšského ústavního soudu. Tyto ústavní soudy byly ke srovnání vybrány z několika důvodů. Jednak oba tyto soudy působí v kontextu relativně nových ústavních systémů se srovnatelnou historií, do nichž byly cca před dvaceti lety vtěleny moderní katalogy sociálních práv včetně extenzivní úpravy práv sociálních. Zároveň jsou však záruky sociálních práv formulovány odlišným jazykem (k tomu srov. podrobněji druhou část). Zatímco česká úprava zakotvuje ve vztahu k sociálním právům široce formulované výhrady zákona, lotyšská úprava je formulačně mnohem podobnější klasickým základním právům. Navíc oba soudy zpřístupňují svou judikaturu v rozsahu více než dostatečném k provedení relevantního srovnání. V neposlední řadě je výběr těchto soudů odůvodněn tím, jak ovšem ukáže až následující text, že jsou reprezentanty velmi rozdílných přístupů k řešení nastíněného problému
