    Size matters: the value of small populations for wintering waterbirds

    Protecting systematically selected areas of land is a major step towards biodiversity conservation worldwide. Indeed, the identification and designation of protected areas more often than not forms a core component of both national and international conservation policies. In this paper we provide an overview of those Special Protection Areas and Ramsar Sites that have been classified in Great Britain as of 1998/99 for a selection of wintering waterbird species, using bird count data from the Wetland Bird Survey. The performance of this network of sites is remarkable, particularly in comparison with published analyses of networks elsewhere in the world. Nevertheless, the current site-based approach, whilst having the great benefit of simplicity, is deliberately biased towards aggregating species at the expense of the more dispersed distribution species. To ensure that the network continues successfully to protect nationally and internationally important waterbird populations, efforts now need to concentrate on the derivation of species-specific representation targets and, in particular, the ways in which these can be incorporated into the site selection process. Although these analyses concern the performance of protected areas for waterbirds in Great Britain, the results have wide-ranging importance for conservation planning in general and the design of protected area networks

    Metode penelitian ini adalah kualitatif dengan pendekatan deskriptif.Metode yang digunakan dalam penelitian ini adalah survey dengan menggunakan metode wawancara secara mendalam.Penelitian ini bertujuan untuk mengetahui tentang penerapan fungsi manajemen di puskesmas.Ada 4 aspek dalam penerapan fungsi manajemen yaitu perencanaan, meliputi pemilihan dan penentuan tujuan organisasi dan penyusunan strategi.Organisasi meliputi penentuan sumber daya dan kegiatan yang di butuhkan.Pengarahan, motivasi, komunikasi.Pengawasan, penetapan standar, dan pengukuran.Informan dalam penelitian adalah informan yang disesuaikan dengan posisi dan jabatan dan bidang masing-masing dengan jumlah informan 8 responden. Hasil penelitian menjelaskan bahwa perencanaan dimulai dan penetapan tujuan kegiatan sebelum melakukan langkah-langkah kegiatan dan strategi. Pengelompokkan dilakukan dalam pembagian tugas dan wewenang yang akan dilakukan. Koordinasi dan pengarahan berjalan bersama dari tercapainya tujuan yang ditetapkan.Serta penilaian yang menjadi tolak ukur dan pelaksanaan kegiatan.Saran yang diberikan adalah agar melakukan evaluasi secara berkala terhadap kegiatan yang telah dikerjakan untuk kedepannya dapat lebih efektif lagi dalam hal penyusunan perencanaan dan pencapaian tujuannya.Senantiasa melakukan perbaikan secara terus-menerus dengan melakukan pelatihan dan pendidikan yang berkelanjutan. Menjalin hubungan yg harmonis antara atasan dan bawahan sehingga tercipta kerja sama yang baik

    Priority sites for wildfowl conservation in Mexico

    A set of priority sites for wildfowl conservation in Mexico was determined using contemporary count data (1991–2000) from the U.S. Fish & Wildlife Service mid-winter surveys. We used a complementarity approach implemented through linear integer programming that addresses particular conservation concerns for every species included in the analysis and large fluctuations in numbers through time. A set of 31 priority sites was identified, which held more than 69% of the mid-winter count total in Mexico during all surveyed years. Six sites were in the northern highlands, 12 in the central highlands, six on the Gulf of Mexico coast and seven on the upper Pacific coast. Twenty-two sites from the priority set have previously been identified as qualifying for designation as wetlands of international importance under the Ramsar Convention and 20 sites are classified as Important Areas for Bird Conservation in Mexico. The information presented here provides an accountable, spatially-explicit, numerical basis for ongoing conservation planning efforts in Mexico, which can be used to improve existing wildfowl conservation networks in the country and can also be useful for conservation planning exercises elsewhere

    Protected areas and freshwater biodiversity: a novel systematic review distils eight lessons for effective conservation

    Protected areas are a global cornerstone of biodiversity conservation and restoration. Yet freshwater biodiversity is continuing to decline rapidly. To date there has been no formal review of the effectiveness of protected areas for conserving or restoring biodiversity in rivers, lakes, and wetlands. We present the first assessment using a systematic review of the published scientific evidence of the effectiveness of freshwater protected areas. Systematic searches returned 2,586 separate publications, of which 44 provided quantitative evidence comprising 75 case studies. Of these, 38 reported positive, 25 neutral, and 12 negative outcomes for freshwater biodiversity conservation. Analysis revealed variable relationships between conservation effectiveness and factors such as taxa assessed, protected area size and characteristics, International Union for Conservation of Nature (IUCN) protected area category, and ecoregion. Lack of effectiveness was attributed to many anthropogenic factors, including fishing (often with a lack of law enforcement), water management (abstraction, dams, and flow regulation), habitat degradation, and invasive non‐native species. Drawing on the review and wider literature we distil eight lessons to enhance the effectiveness of protected areas for freshwater biodiversity conservation. We urge policymakers, protected area managers, and those who fund them to invest in well‐designed research and monitoring programs and publication of evidence of protected area effectiveness

    Social Value of Marine and Coastal Protected Areas in England and Wales.

    The U.K. government is committed to establishing a coherent network of marine protected areas by 2012 and the recentMarine and Coastal Access Act, 2009 will designate marine conservation zones and provide wider access rights to the coast. To fulfill these goals, this article argues the need for a clearer, shared understanding of the social value of protected areas in creating new designations and managing existing ones. Although marine and coastal environments attract many people and are vitally important in terms of realized and potential social value, the majority of the public in the United Kingdom lacks understanding and awareness regarding them. Combined with this, the social value of marine and coastal protected areas (MCPAs) have been largely ignored relative to conservation and economics, with the latter invariably taking precedence in environmental policymaking. Social value reflects the complex, individual responses that people experience in a given place. Many reasons determine why one area is valued above another, and this research investigates the social value of MCPAs from a practitioner’s perspective through a series of interviews. Understanding why we “socially” value MCPAs will ultimately equip managers with an informed understanding of these spaces, influence management decisions, and, potentially, policymaking. This article defines social value in the context of MCPAs in England and Wales from a practitioner perspective, explores key concepts, and suggests possible improvements in decision-making

    A review of Ireland's waterbirds, with emphasis on wintering migrants and reference to H5N1 avian influenza

    Ireland is characterised by its diversity and large abundance of wetlands, making it attractive to a wide variety of waterbirds throughout the year. This paper presents an overview of Ireland's waterbirds, including ecological factors relevant to the potential introduction, maintenance, transmission and spread of infectious agents, including the H5N1 avian influenza virus, in Ireland. Particular emphasis is placed on five groups of wintering migrants (dabbling and sieving wildfowl, grazing wildfowl, diving wildfowl, waders and gulls), noting that the H5N1 avian influenza virus has mainly been isolated from this subset of waterbirds. Ireland's wetlands are visited during the spring and summer months by hundreds of thousands of waterbirds which come to breed, predominantly from southern latitudes, and during the autumn and winter by waterbirds which come from a variety of origins (predominantly northern latitudes), and which are widely distributed and often congregate in mixed-species flocks. The distribution, feeding habits and social interactions of the five groups of wintering migrants are considered in detail. Throughout Ireland, there is interaction between different waterbird populations (breeding migrants, the wintering migrants and resident waterbird populations). There is also a regular and complex pattern of movement between feeding and roosting areas, and between wetlands and farmland. These interactions are likely to facilitate the rapid transmission and spread of the H5N1 avian influenza virus, if it were present in Ireland

    Terrestrial Reserve Networks Do Not Adequately Represent Aquatic Ecosystems

    Las áreas protegidas son una piedra angular de la conservación y han sido diseñadas principalmente alrededor de atributos terrestres. Las especies y ecosistemas dulceacuícolas se encuentran en peligro, pero la efectividad de las áreas protegidas existentes para representar las características dulceacuícolas es poco conocida. Utilizando las aguas interiores de Michigan como un caso de prueba, cuantificamos la cobertura de cuatro atributos dulceacuícolas clave (humedales, zonas ribereñas, recarga de agua subterránea y especies raras) en las tierras conservadas y las comparamos con la representación de los atributos terrestres. Los humedales estaban incluidos en las áreas protegidas más a menudo que lo esperado por azar, pero las zonas ribereñas estuvieron insuficientemente representadas en todas las tierras protegidas (GAP1–3), particularmente en manantiales y ríos grandes. Sin embargo, las zonas ribereñas estuvieron bien representadas en las tierras con protección estricta (GAP 1–2) debido a la contribución del Programa Nacional de Ríos Silvestres y Escénicos.     Conservation status of oyster reef ecosystem of Southern and Eastern Australia

    Reef ecosystems all over the world are in decline and managers urgently need information that can assess management interventions and set national conservation targets. We assess the conservation status and risk of ecosystem collapse for the Oyster Reef Ecosystem of Southern and Eastern Australia, which comprises two community sub-types established by Saccostrea glomerata (Sydney rock oyster) and Ostrea angasi (Australian flat oyster), consistent with the IUCN Red List of Ecosystems risk assessment process. We established: (i) key aspects of the ecosystem including: ecological description, biological characteristics, condition and collapse thresholds, natural and threatening processes; (ii) previous and current extent of occurrence and current area of occupancy; and (iii) its likelihood of collapse within the next 50e100 years. The most severe risk rating occurred for Criterion A: Reduction in Extent (since 1750) and Criterion D: Disruption of biotic processes (since 1750), although assessment varied from Least Concern to Critically Endangered amongst the four criteria assessed. Our overall assessment ranks the risk of collapse for the ecosystem (including both community sub-types) as Critically Endangered with a high degree of confidence. Our results suggest the need for rapid intervention to protect remaining reefs and undertake restoration at suitable sites. Several restoration projects have already demonstrated this is feasible, and Australia is well equipped with government policies and regulatory mechanisms to support the future conservation and recovery of temperate oyster ecosystems
