    Protecting the Next Small Thing: Nanotechnology and the Reverse Doctrine of Equivalents

    If even a fraction of the predictions about nanotechnology are realized, our society will be a dramatically different and better place than it is today. Yet, due to the infancy of the field, it is still unclear how traditional patent doctrine will be applied to nanotechnology. As it stands, the creators of nanoscale versions of traditional products might face infringement claims from traditional patent holders. The reverse doctrine of equivalents serves as a possible mechanism to equitably excuse the literal infringement of traditional patents by nanotech inventors in a way that encourages the progress of science

    Biologics are complex medicines which are often genetically engineered, and which are sure to play an important role in curing some of humankind\u27s worst diseases. Not surprisingly, generic companies want a part of the biologic market. The FDA believes that it has the authority to approve off-patent versions of biologics that were originally regulated under the Food, Drug & Cosmetic Act, but in order to effectively do so the FDA would have to rely on findings based on data produced by the brand name companies. This iBrief examines whether the FDA\u27s reliance on previous findings would give rise to a valid claim under the Takings Clause of the U.S. Constitution. In the end, it concludes that the FDA\u27s proposed action likely would not constitute a taking

    At a time of increasing interest and advocacy in integrated and policy-oriented research, this paper offers an empirically-based view of the intellectual and practical challenges of undertaking such research. It analyses the experience of a long-standing university research and postgraduate training centre from 1973-2004: the Centre for Resource and Environmental Studies at The Australian National University. The paper discusses staff development issues, cross-disciplinary understanding, organisational requirements for collaborative research, postgraduate and early career considerations, a range of integrative frameworks, and the tensions that arise for interdisciplinary research in the political and economic operating environments of modern universities

    Tektites: Origin as melts produced by the impact of small projectiles onto dry targets

    The formation of tektites in general and layered tektites in particular seems to require a very special kind of cratering event. Evidence for the formation of pools of melt free of unmelted clasts has not been reported for the well-studied terrestrial craters such as Manicouagan or Ries. It is suggested that large amounts of relict-free melt were produced only when a sizeable fraction of the cratered target consisted of dry, high-porosity materials such as aeolian sediments. Since dry, high-porosity target materials are always confined to the outer 100 to 200 m of the Earth, the fraction of melt produced melt is probably higher in small (radius 50 to 500 m) craters than in large (r greater than 1 km) craters. Another reason to infer that the Southeast Asian tektites were produced in a multitude of small craters is the wide distribution of layered tektites. The file spans at least 1200 km, which would require ballistic ejection at velocities greater than 2 km s(-1) if all melt was generated in a single crater. It seems impossible to devise a scenario that would lead to the deposition of primary melt as a crystal-free pool at a distance of 600 km from the crater

    Hardware Based Projection onto The Parity Polytope and Probability Simplex

    This paper is concerned with the adaptation to hardware of methods for Euclidean norm projections onto the parity polytope and probability simplex. We first refine recent efforts to develop efficient methods of projection onto the parity polytope. Our resulting algorithm can be configured to have either average computational complexity O(d)\mathcal{O}\left(d\right) or worst case complexity O(dlogd)\mathcal{O}\left(d\log{d}\right) on a serial processor where dd is the dimension of projection space. We show how to adapt our projection routine to hardware. Our projection method uses a sub-routine that involves another Euclidean projection; onto the probability simplex. We therefore explain how to adapt to hardware a well know simplex projection algorithm. The hardware implementations of both projection algorithms achieve area scalings of O(d(logd)2)\mathcal{O}(d\left(\log{d}\right)^2) at a delay of O((logd)2)\mathcal{O}(\left(\log{d}\right)^2). Finally, we present numerical results in which we evaluate the fixed-point accuracy and resource scaling of these algorithms when targeting a modern FPGA
