    The purpose of this paper is to highlight the various factors related to learners’ performance which should be considered in a framework of evaluation for an open distance learning institution such as Open University Malaysia. Evaluation of learners’ performance is an integral part of any educational setting. It is important that the Institutions of Higher Learning to have a comprehensive framework of evaluation which among other factors can ensure the development of effective professional and competent graduates to meet the demand of the job market. Open University Malaysia (OUM) is an institution which provides life-long and distance learning education. The current practice in OUM’s delivery system is the flexible blended mode of learning, a combination of Face to Face mode, On-line mode, and Self-study mode. OUM’s learners are from different levels of community sectors and different educational backgrounds with most of them are still working. The three main aspects to be considered in the evaluation framework are the social context of the learners, the educational environment, and the course goals. These three aspects will make the evaluation system more comprehensive, and will ensure the credibility, validity, reliability and quality of the evaluation processes. (Authors' abstract

Open University Malaysia as a pioneer in open and distance education has a role in promoting life long learning in Malaysia. This paper highlights the key features of the university i.e. blended learning mode and e-learning platform which offers various benefits that could provide supports for creating an innovative society. In the context of science and technology, creating an innovative society means creating manpower with good foundation in basic science knowledge and science skills, a sense of appreciation of contributions and innovations in science and technology, positive attitudes and awareness on ethical issues.     A review of electrostatic monitoring technology: The state of the art and future research directions

    Electrostatic monitoring technology is a useful tool for monitoring and detecting component faults and degradation, which is necessary for system health management. It encompasses three key research areas: sensor technology; signal detection, processing and feature extraction; and verification experimentation. It has received considerable recent attention for condition monitoring due to its ability to provide warning information and non-obstructive measurements on-line. A number of papers in recent years have covered specific aspects of the technology, including sensor design optimization, sensor characteristic analysis, signal de-noising and practical applications of the technology. This paper provides a review of the recent research and of the development of electrostatic monitoring technology, with a primary emphasis on its application for the aero-engine gas path. The paper also presents a summary of some of the current applications of electrostatic monitoring technology in other industries, before concluding with a brief discussion of the current research situation and possible future challenges and research gaps in this field. The aim of this paper is to promote further research into this promising technology by increasing awareness of both the potential benefits of the technology and the current research gaps
