    Implementation of Abuja II accord and post-conflict security in Liberia

    In this thesis, I show that ECOWAS and the international community, in a bid to secure an end to Liberia's intractable civil war, acceded to a power sharing arrangement among the warlords. This arrangement, which granted the warlords political legitimacy and considerable influence and control over the transition process, led to the unsustainable warlord peace of 1997. The preoccupation of the warlord dominated Council, ECOWAS, and the international community with the 1997 elections as a means of resolving the conflict resulted in the failure to restructure the security forces before the inauguration of the post-election government as stipulated by the Abuja Agreement. The failure to restructure the security forces offered the post-war Taylor government the opportunity to carry out a bogus exercise inconsistent with the Abuja Agreement, which he readily seized. The exercise resulted in the selective demobilization and gradual marginalization of the Krahn ethnic group dominated Armed Forces of Liberia (AFL), and the creation of several new armed units dominated by former National Patriotic Front of Liberia (NPFL) militias.     Prevalence of bacteria isolates in water and some biota of Lapai-Agaie Dam, Nigeria

    Lapai-Agaie dam play a pivotal role as primary source of domestic water supply, agricultural (irrigation and fisheries) activities to the host communities. Therefore, this study assessed the prevalence of bacterial isolates in water and on some biota (macrophytes and fishes) in order to provide basic information on bacterial diversity of the dam. The water pH and temperature of the identified sample sites were determined. Water sample for bacteria isolation was collected across water surface at each sites into 500ml sterile container. Macrophytes from the sampling sites were wholly collected with forceps into a sterilized plastic container; while fish samples were obtained from the landing site and placed in sterilized polythene bag for subsequent analyses. The standard procedures for bacteria sampling and identification were employed using phenotypic identification techniques. Water pH was significantly different (p<0.05) between sampling sites. Six bacteria isolates were identified from the two water sampling sites. Site A recorded the highest average bacterial colony count of 0.96x22x108 cfu/ml with Escherichia coli (12(29 %)) as the most frequent isolate. A total number of seventeen (17) genera of fishes where eleven bacteria were isolated. The fish coded FS3 recorded the highest distribution bacteria isolates. Three species of macrophytes were identified in the dam, with the highest bacteria population of 1.85±0.24x107cfu/ml in the stem of Leerisia havedra as it had the highest bacterial population of 16.42±0.43x107 cfu/ml. Twelve (12) bacteria isolates where identified from the macrophytes with Klebsiella pneumonia recording the highest frequency of 8(16 %). However, the distribution of pathogenic bacteria in water was lower than that on the fishes and macrophytes. An indication that the biota may act as causative agent of epidemic disease. Therefore, the existence of these isolates pose challenges to human health, if proper hygiene and implementation of aquatic water policy and regulations are not properly enforced to discourage anthropogenic pollution.Keywords: Lentic, Biodiversity, Fish, Macrophytes, Bacteri

    Effect of β2-adrenergic receptor stimulation on lung fluid in stable heart failure patients

    Introduction: The purpose of this study was to determine 1) if stable heart-failure patients with reduced ejection fraction (HFrEF) have elevated extravascular lung water (EVLW) versus healthy control subjects, and 2) the effect of acute β2AR agonist inhalation on lung fluid balance. Methods: Twenty-two stable HFrEF patients and 18 age- and sex-matched healthy subjects were studied. Lung diffusing capacity for carbon monoxide (DLCO), alveolar-capillary conductance (DmCO), pulmonary capillary blood volume (Vc) (via rebreathe) and lung tissue volume (Vtis) (via computed tomography) were assessed before and within 30 min of administration of nebulized albuterol. EVLW was derived as Vtis – Vc. Results: Pre-albuterol, Vtis and EVLW were greater in HFrEF vs. control (998 ± 200 vs. 884 ± 123 ml, P = 0.041; 943 ± 202 vs. 802 ± 133 ml, P = 0.015, respectively). Albuterol decreased Vtis and EVLW in HFrEF (−4.6 ± 7.8%, P = 0.010; −4.6 ± 8.8%, P = 0.018) and control (−2.8 ± 4.9%, P = 0.029; −3.0 ± 5.7%, P = 0.045). There was an inverse relationship between pre-albuterol values and the pre- to post-albuterol change for EVLW (r2 = −0.264, P = 0.015) and DmCO (r2 = −0.343, P = 0.004) in HFrEF only. Conclusion: Lung fluid is elevated in stable HFrEF patients relative to healthy subjects. Stimulation of the β2ARs may cause fluid removal in HFrEF, especially in patients who exhibit greater evidence for increased lung water at baseline

    The reinforcing property of ethanol in the rhesus monkey

    Rhesus monkeys received intravenous injections of ethanol during daily sessions contingent on their presses on an available lever. Under the standard conditions, when each response on the lever during a 3-h period each day resulted in an i.v. injection of 0.1 g/kg ethanol, the monkeys made between 30 and 50 responses/session and developed blood ethanol levels of approximately 400 mg%. Under this and other conditions of response-contingent delivery of ethanol, a negatively accelerated pattern of self-injection within sessions was demonstrated. Variations in the dose per injection (0.05–0.2 g/kg/injection) resulted in changes in the rate of lever-pressing; the number of self-injections was inversely related to dose. Ethanol intake increased only slightly with increased dose per injection. Noncontingent administration of various doses of i.v. ethanol immediately prior to a daily session decreased the number of responses; the total amount of ethanol administered (contingent plus noncontingent), however, remained constant over a pretreatment dose range of 1 to 3 g/kg. When access time to ethanol was increased from 3 to 6 h/day, the total amount of ethanol taken increased slightly. However, the blood ethanol levels at the end of a 6-h session closely approximated those obtained following 3-h sessions, indicating that during the last 3–4 h of the 6-h sessions, the rate of ethanol intake closely matched the rate of ethanol elimination.Peer Reviewedhttp://deepblue.lib.umich.edu/bitstream/2027.42/46404/1/213_2004_Article_BF00426785.pd

    Experimental assessment of pro-lymphangiogenic growth factors in the treatment of post-surgical lymphedema following lymphadenectomy

    Introduction: Lymphedema is a frequent consequence of lymph node excision during breast cancer surgery. Current treatment options are limited mainly to external compression therapies to limit edema development. We investigated previously, postsurgical lymphedema in a sheep model following the removal of a single lymph node and determined that autologous lymph node transplantation has the potential to reduce or prevent edema development. In this report, we examine the potential of lymphangiogenic therapy to restore lymphatic function and reduce postsurgical lymphedema. Methods: Lymphangiogenic growth factors (vascular endothelial growth factor C (VEGF-C)) and angiopoietin-2 (ANG-2) were loaded into a gel-based drug delivery system (HAMC; a blend of hyaluronan and methylcellulose). Drug release rates and lymphangiogenic signaling in target endothelial cells were assessed in vitro and vascular permeability biocompatibility tests were examined in vivo. Following, the removal of a single popliteal lymph node, HAMC with the growth factors was injected into the excision site. Six weeks later, lymphatic functionality was assessed by injecting 125Iodine radiolabeled bovine serum albumin (125I-BSA) into prenodal vessels and measuring its recovery in plasma. Circumferential leg measurements were plotted over time and areas under the curves used to quantify edema formation. Results: The growth factors were released over a two-week period in vitro by diffusion from HAMC, with 50% being released in the first 24 hr. The system induced lymphangiogenic signaling in target endothelial cells, while inducing only a minimal inflammatory response in sheep. Removal of the node significantly reduced lymphatic functionality (nodectomy 1.9 ± 0.9, HAMC alone 1.7 ± 0.8) compared with intact groups (3.2 ± 0.7). In contrast, there was no significant difference between the growth factor treatment group (2.3 ± 0.73) and the intact group indicating improved function with the molecular factors. An increase in the number of regenerated lymphatic vessels at treatment sites was observed with fluoroscopy. Groups receiving HAMC plus growth factors displayed significantly reduced edema (107.4 ± 51.3) compared with nontreated groups (nodectomy 219.8 ± 118.7 and HAMC alone 162.6 ± 141). Conclusions: Growth factor therapy has the potential to increase lymphatic function and reduce edema magnitude in an animal model of lymphedema. The application of this concept to lymphedema patients warrants further examination

    Integrating hydrological modelling and ecosystem functioning for environmental flows in climate change scenarios in the Zambezi River (Zambezi Region, Namibia)

    The Zambezi-Chobe wetlands in Namibia are of great international importance for trans-boundary water management because of their remarkable ecological characteristics and the variety and magnitude of the ecosystem services provided. The main objective of this study is to establish the hydro-ecological baseline for the application of environmental flow regimes (EFR). The specific objectives are: (i) the assessment of environmental flow components (EFC) in the current near-natural hydrological conditions; (ii) the generation of future scenarios for climatic and socioeconomic changes; (iii) the estimation of the area duration curves and estimated annual habitat during the inundation of the critical habitats for fisheries (mulapos), under the existing conditions and future scenarios; and (iv) to provide a framework for the future application of EFRs, based on hydrological and ecological processes. To make a sound analysis of the ecological implications, first we develop a conceptual framework of the linkages between the hydrological and biological processes concerning fish communities, because of the critical role of fisheries in the region. The EFCs in near-natural hydrological conditions provide the basis for developing interim EFRs in the region, within the framework of an adaptive management of water resources. The future scenarios indicate a mitigation of the flow variability; and, in the worst-case scenario, the reduction of the maximum flow and inundated area of the mulapos would result in a reduction of the estimated annual habitat of 22%. This means a reduction in the spawning habitats for quiet-water species, in the food resources for fry and juvenile fish and a consequent reduction in fish stocks. Furthermore, the habitat loss during low events is similar and greater under both scenarios, at ca. 35%. Here we corroborate that the EFCs and their variability may become the building blocks of flow-ecology models that lead to environmental flow recommendations, monitoring and research programmes and flow protection activities.This research was part of the research project CERPA (Certification of Protected Areas), funded by the German Federal Ministry of Education and Research (BMBF), and focused on the evaluation of new market-based instruments for biodiversity conservation and their socioeconomic implications.
