    Measuring Trust in Government: A Hong Kong Perspective

    Trust and legitimacy occupy a central position in contemporary discourse surrounding the process of environmental reform in late-modern societies. This study examines dimensions of trust from stakeholders and uses a group process to enrich the data describing and explaining the reasons behind a possible ‘trust deficit’ in the context of environmental governance and policy making in Hong Kong. Results from focus groups indicate that trust in government with regard to environmental issues is generally very low. Factors include poor leadership, a rather out-dated mindset of the government, inflexible government structures, inconsistent governance, misplaced knowledge and expertise in the government and its reluctance to create dialogue or communication. Stakeholders suggested that to enhance public trust in the government, the government needed to develop stronger leadership, reform government structure, improve communication on environmental issues to the public, take input from the community more seriously and make better use of regulation and provide incentives for environmental protection

    Investigating the Goban Spur rifted continental margin, offshore Ireland, through integration of new seismic reflection and potential field data

    The Goban Spur, offshore Ireland, is a magma-poor rifted continental margin conjugate to the well-studied Newfoundland margin, offshore Canada. Published studies demonstrated that a 70-km-wide zone of exhumed serpentinized mantle lies between oceanic crust and stretched continental crust at the seaward limit of Goban Spur. However, the along-strike extent of this serpentinized zone has, until now, been unknown due to insufficient data coverage. The crustal architecture of the margin is complicated due to its multi-staged tectonic history. Here, six newly acquired multi-channel seismic reflection lines are processed and interpreted, along with vintage seismic profiles, to characterize its structure and evolution. These seismic profiles reveal significant along-strike structural variations along the Goban Spur margin, and allow us to delimit five distinct crustal zones related to different rifting stages and their regional extents. The geometries of each crustal domain are variable along the margin strike, probably suggestive of different extension rates during the evolution of the margin or inherited variations in crustal composition and rheology. The transitional zone between oceanic crust and stretched continental crust consists of both shallow peridotite ridges and deeper exhumed serpentinized mantle, much like the conjugate Iberian and Newfoundland margins. Above the top basement in the exhumed domain, the syn-exhumed sediments show strikingly weak reflectivity, rarely seen at other magma-poor margins. Magmatic events occur coincident with each rifting stage, and the volume of magmatic accretions increases from NW to SE, more than previously interpreted. Plate reconstruction of the Goban Spur and its possible conjugate – the Flemish Cap, shows asymmetry in the crustal architectures, likely due to rift evolution involving more 3-D complexity than can be explained by simple 2-D extensional kinematics

    The Formation of [TiO(H2O)n]+ Cluster Ions

    Gas phase [TiO(H2O)n]+ clusters are produced by laser induced plasma reactions of titanium and water, and studied using a triple quadrupole mass spectrometer. More than 60 water molecules cluster onto TiO+; but, no [Ti(H2O)n]+ clusters are observed. The cluster size distributions of [TiO(H2O)n]+ can be fit to log-normal curves. Considered in the context of other data reported herein for cluster distributions of [NbO(H2O)n]+, it is concluded that the cluster formation and growth proceed via a coalescence mechanism between [TiO(H2O)n]+ and water molecule(s), which may lead to the formation of solvation shells. Ab initio calculations were employed to gain insight into the structures and energetics of small [TiO(H2O)n]+ clusters with n = 1–3. A charge donation from the water ligand to the TiO+ ion is found, which indicates the existence of high binding energies between water and TiO+.     Incorporation of oxygen into the succinate co-product of iron(II) and 2-oxoglutarate dependent oxygenases from bacteria, plants and humans.

    The ferrous iron and 2-oxoglutarate (2OG) dependent oxygenases catalyse two electron oxidation reactions by coupling the oxidation of substrate to the oxidative decarboxylation of 2OG, giving succinate and carbon dioxide coproducts. The evidence available on the level of incorporation of one atom from dioxygen into succinate is inconclusive. Here, we demonstrate that five members of the 2OG oxygenase family, AlkB from&nbsp;Escherichia coli, anthocyanidin synthase and flavonol synthase from&nbsp;Arabidopsis thaliana, and prolyl hydroxylase domain enzyme 2 and factor inhibiting hypoxia-inducible factor-1 from&nbsp;Homo sapiens&nbsp;all incorporate a single oxygen atom, almost exclusively derived from dioxygen, into the succinate co-product.<br /

    Plasma neurofilament light, glial fibrillary acidic protein and lysosphingolipid biomarkers for pharmacodynamics and disease monitoring of GM2 and GM1 gangliosidoses patients

    GM2 and GM1 gangliosidoses are genetic, neurodegenerative lysosomal sphingolipid storage disorders. The earlier the age of onset, the more severe the clinical presentation and progression, with infantile, juvenile and late-onset presentations broadly delineated into separate phenotypic subtypes. Gene and substrate reduction therapies, both of which act directly on sphingolipidosis are entering clinical trials for treatment of these disorders. Simple to use biomarkers for disease monitoring are urgently required to support and expedite these clinical trials. Here, lysosphingolipid and protein biomarkers of sphingolipidosis and neuropathology respectively, were assessed in plasma samples from 33 GM2 gangliosidosis patients, 13 GM1 gangliosidosis patients, and compared to 66 controls. LysoGM2 and lysoGM1 were detectable in 31/33 GM2 gangliosidosis and 12/13 GM1 gangliosidosis patient samples respectively, but not in any controls. Levels of the axonal damage marker Neurofilament light (NF-L) were highly elevated in both GM2 and GM1 gangliosidosis patient plasma samples, with no overlap with controls. Levels of the astrocytosis biomarker Glial fibrillary acidic protein (GFAP) were also elevated in samples from both patient populations, albeit with some overlap with controls. In GM2 gangliosidosis patient plasma NF-L, Tau, GFAP and lysoGM2 were all most highly elevated in infantile onset patients, indicating a relationship to severity and phenotype. Plasma NF-L and liver lysoGM2 were also elevated in a GM2 gangliosidosis mouse model, and were lowered by treatment with a drug that slowed disease progression. These results indicate that lysosphingolipids and NF-L/GFAP have potential to monitor pharmacodynamics and pathogenic processes respectively in GM2 and GM1 gangliosidoses patients

    Identification of a New Chemical Class of Antimalarials

    The increasing spread of drug-resistant malaria strains underscores the need for new antimalarial agents with novel modes of action (MOAs). Here, we describe a compound representative of a new class of antimalarials. This molecule, ACT-213615, potently inhibits in vitro erythrocytic growth of all tested Plasmodium falciparum strains, irrespective of their drug resistance properties, with half-maximal inhibitory concentration (IC50) values in the low single-digit nanomolar range. Like the clinically used artemisinins, the compound equally and very rapidly affects all 3 asexual erythrocytic parasite stages. In contrast, microarray studies suggest that the MOA of ACT-213615 is different from that of the artemisinins and other known antimalarials. ACT-213615 is orally bioavailable in mice, exhibits activity in the murine Plasmodium berghei model and efficacy comparable to that of the reference drug chloroquine in the recently established P. falciparum SCID mouse model. ACT-213615 represents a new class of potent antimalarials that merits further investigation for its clinical potentia

    Examining the Link between Strategic Corporate Social Responsibility and Company Performance: An Analysis of the Best Corporate Citizens

    Using KLD data on the performance of 188 companies over a three‐year period in seven areas of corporate social responsibility (CSR) – environment, community, corporate governance, diversity, employee relations, human rights, and product quality – this study examines whether CSR initiatives have a greater impact on company performance (CP) if the company prioritizes the CSR issues that matter most to it and approaches CSR initiatives in a strategic way, than if it approaches them based on generic rationale unrelated to the company's strategy. The results show that when a company pursues CSR initiatives that are linked to stakeholder preferences and allocates resources to these initiatives in a strategic way, the positive effect of its CSR initiatives on CP strengthens in terms of both market‐based and accounting‐based measures of performance. However, this relationship was not observed across the board for all of the seven areas of CSR. The main conclusion of this study is that companies need to link their CSR initiatives to the likely preferences of their stakeholders and undertake the corporate social actions that are relevant to the company's strategy.
