    Evaluating the sustainability of Vilnius city residential areas

    The objective of this article is to propose a methodology that would enable to rank residential areas according to the indices of sustainable development and to establish the rank of their priorities. The task was framed basing on the survey performed by RAIT (Market analysis and group of survey) for evaluation of the most desirable residential area in Vilnius city. Vilnius residents took part in this survey. Only Vilnius city residential areas and their characteristic indices were sorted out from the survey performed by RAIT. A system of 22 indices defining the sustainability aspects was compiled. Residential areas were evaluated for their facilities, residential and business environment. On the basis of the surveys performed by experts, the significances of indices were determined. Application of multipurpose evaluation method COPRAS (Complex Proportional Assessment) led to establishment of the rank of priorities of residential areas in respect of their sustainability. Vilniaus miesto gyvenamųjų rajonų darnos vertinimas Santrauka Straipsnio tikslas – pasiūlyti metodiką, kaip surikiuoti gyvenamuosius rajonus pagal darnios plėtros rodiklius ir sudaryti jų prioritetų eilutę. Suformuluotas uždavinys remiantis Vilniaus miesto RAIT atlikta apklausa patraukliausiam rajonui įvertinti. Šioje apklausoje dalyvavo Vilniaus miesto gyventojai. Iš apklausos buvo atrinkti tik Vilniaus miesto gyvenamieji rajonai (mikrorajonai) ir juos apibūdinantys rodikliai. Buvo sudaryta 22 rodiklių sistema, charakterizuojanti darnos aspektus. Gyvenamieji rajonai vertinami pagal infrastruktūrą, gyvenamąją bei verslo aplinką. Remiantis ekspertų apklausomis, nustatyta rodiklių reikšmė. Taikant daugiatikslio vertinimo metodą COPRAS (Complex Proportional Assessment), sudaryta gyvenamųjų rajonų pagal jų darną prioritetų eilutė.     Achieving sustainable construction within Private Finance Initiative (PFI) road projects in the UK

    The construction industry is facing the challenge of increasing demands of its sustainability performance. The construction and maintenance of the built environment has substantial impact on the sustainability of the environment. Whist, public sector clients are increasingly asking for a sustainable approach in their specification and procurement decisions, sustainability is still seen as a novel concept within the construction industry in many parts of the world without a settled definition. The premise of this study is that the interaction between road projects realized by the private finance initiative and their delivery in the UK improve sustainability. The paper, based on case study research, explains the sustainability implementation in a PFI road project and demonstrates that the PFI mechanism facilitates sustainable implementation to a far greater extent than is achievable using traditional procurement methods

    Comparative analysis of MCDM methods for the assessment of sustainable housing affordability

    While affordability is traditionally assessed in economic terms, this paper tests a new assessment method that draws closer links with sustainability by considering economic, social and environmental criteria that impact on a household's quality of life. The paper presents an empirical application and comparison of six different multiple criteria decision making (MCDM) approaches for the purpose of assessing sustainable housing affordability.The comparative performance of the weighted product model (WPM), the weighted sum model (WSM), the revised AHP, TOPSIS and COPRAS, is investigated. The purpose of the comparative analysis is to determine how different MCDM methods compare when used for a sustainable housing affordability assessment model. 20 Evaluative criteria and 10 alternative are as in Liverpool, England, were considered. The applicability of different MCDM methods for the focused decision problem was investigated. The paper discusses the similarities in MCDM methods, evaluates their robustness and contrasts the resulting rankings

    Evaluation model of construction companies' personnel safety and health system

    Regardless to the fact that there is a sufficient legal base for health and safety at work, the dynamics of accidents at work is negative. The article presents statistics on accidents at work in the construction sector in 2000, 2001 and 2002. Analyzing reasons for the accidents at work in construction companies, it was determined that 60 percent of them occur due to the inadequately organized works at height when requirements of framework legislation are not complied. The article discusses on issues involving management of system of safety at work in construction companies focusing on the assessment of systematic state in the company treating it as a base for effective work of the whole system. This work also suggests models of methodology intended for the assessment of systematic state formed using the concept of multipurpose assessment, also including heuristic methods for object examination. In order to investigate the accident, determining organizational and technical reasons of accidents in the construction site algorithm of seven stages is applied. In order to assess the system of safety at work in a construction company, it is suggested to use less than ten indicators. Each of them must be equally significant. The system of safety at work in the particular company should be assessed comparing it with the ideal case, i.e. with the case when the system is in full compliance with requirements for the safety at work. Applying the suggested model, the system of safety at work in construction companies is assessed using elements of SAW (simple additive weighing), ideal point and conjuctive method, while the received result of assessment reveals, how much is the state of the system of safety at work in the particular company is worse than ideal, when the ideal case receives 100 points

    Multi‐objective evaluation of microclimate in dwelling

    When the customers’ demands grow, it becomes topical to evaluate peculiarities of inside climate of a building. This article describes building's indoor microclimate research. The results are commented and compared to valid hygienic standards. Deflections from standards are explained and there is an information on how to avoid them. Multi‐objective analysis is done to get rational variant using gained results of research. These researches are necessary to get to know about the condition of inside climate of a building. Straipsnyje aprašyti patalpų mikroklimato tyrimai. Pakomentuoti gauti rezultatai, kurie palyginti su galiojančiomis higienos normomis. Paaiškinta, dėl kokių priežasčių yra nukrypimų nuo normų ir kokių priemonių reikėtų imtis, siekiant to išvengti. Pagal gautus tyrimo rezultatus atlikta mikroklimato daugiatikslė analizė, išrenkant racionalų variantą. Šiais tyrimais norima parodyti esamą pastatų vidaus klimato būklę.     To develop knowledge, advanced technology and skilled labor-based economy in Lithuania, it is necessary to make an effective business interaction and practical training, and preparation of specialists to ensure the ability to compete in European labor markets, and general capacity building. Common started training for professionals is to consider raising questions as to develop people in constantly changing global context. Several years of the research done in Lithuania, Latvia and Estonia transport sectors, has allowed the evaluating of the general competencies of these area specialists, and showed that specialists working in transport/logistics area are faced with lack of practical skills. The eliminating of these lacks requires close cooperation between the educational institutions and transport and/or logistics sector cooperation. Tačiau šiuolaikiniai ekonomistai vis dažniau pradeda kalbėti apie „žmogiškąjį kapitalą“, kuris labai artimai susijęs su darbo jėgos ir verslumo veiksniais. Ši sąvoka suprantama kaip teorinis ir praktinis išsilavinimas, didinantis darbo pajėgumą. Todėl specialisto gebėjimai ir kompetencija yra vienas iš svarbiausių veiksnių, užtikrinančių įmonės sėkmę rinkoje. Keletą metų iš eilės atliekami tyrimai Lietuvoje, Latvijoje ir Estijoje leido įvertinti transporto vadybos specialistų bendrąsias kompetencijas, parodė, kaip šios srities specialistai darbo rinkoje susiduria su praktinių įgūdžių stoka. Norint šalinti šiuos trūkumus būtinas glaudus mokymo institucijų ir transporto ir (ar) logistikos sektoriaus bendradarbiavimas.
