    Holistic assessment of sustainable urban development

    Introducing the SUE-MoT (metrics, models and toolkits for whole-life sustainable urban development) series, this paper highlights some of the barriers that need to be addressed if the vision for holistic assessment is to be realised. The complexities of sustainability assessment raised in this paper will be further discussed in detail in the SUE-MoT series of papers that will be published in forthcoming issues of this journal. This paper highlights the priorities to address when assessment tools are presented to decision makers of urban development projects. This discussion is limited to the issues, values and solutions in the UK context

    A new integral management model and evaluation method to enhance sustainability of renewable energy projects for energy and sanitation services

    Autonomous systems based on the use of renewable energy (RE) have proven suitable for providing energy and sanitation services to isolated communities. However, most of these projects fail due to managerial weaknesses. Designing an appropriate management model is a key issue for sustainability and it is especially complex when includes different RE technologies. This paper is aimed at developing a novel management model for RE projects to provide energy and sanitation services with any kind of technology. Moreover, a new method to evaluate the sustainability is proposed regarding technical, economic, social/ethical, environmental and institutional/organisational dimensions. The case study of Pucara (Peru) is presented, in which a RE project with six different technologies was implemented and the integral community management model was designed in 2011. The project sustainability was evaluated in 2013 and results showed that the management model has succeeded to strengthen sustainability, especially in the institutional/organisational aspects.The authors would like to thank the anonymous reviewers for their valuable comments, which have helped to enhance this paper.     Towards a new index for environmental sustainability based on a DALY weighting approach

    International audienceComposite indicators are synthetic indices that are used to rank country performances in specific policy areas. Many do, however, suffer from methodological difficulties. Specific difficulties linked to indices for environmental sustainability are analyzed through the illustration of several sets. The most critical issues are linked with a poor analytical framework and a lack of common unit for the aggregation. Some measure directly the state of the environment while other use proxies such as pressure or response indicators or even a mix of these. A new composite index for environmental sustainability was developed in the EU project EPSILON, which aimed at assessing European regional sustainability for policy decision making related to the improvement of regional sustainability. Indicators are expressed according to a coherent framework issuing from the ‘driving force–pressure–state–impact–response' approach with an innovative weighting scheme derived from human health impact assessment based on disability adjusted life years (DALYs). Results are compared with a more conventional aggregation technique based on an equal weighting coupled to various normalization technique
