    Systems Analysis by Graph-theoretic Techniques: Assessment of Institutional Linkages in the Agricultural Innovation System of Azerbaijan

    This paper develops a quantitative, graph-theoretic method for analysing systems of institutions. With an application to the agricultural innovation system of Azerbaijan, the method is illustrated in detail. An assessment of existing institutional linkages in the system suggests that efforts should be placed on the development of intermediary institutions to facilitate quick and effective flow of knowledge between the public and the private components of the system.     A labor supply model is used to examine the relationship between farm ownership and operators' participation in the off-farm labor market for the Northeast region. The results indicate that ownership significantly influences operators' off-farm employment participation. In particular, part-owners significantly allocate labor services to off-farm activities. The results also show that the participation rate among part-owner operators is high partly because the availability of other income sources accelerates the process of acquiring assets to become full-owner operators.Labor and Human Capital,

    SEARCH THEORY RISK PREFERENCE AND FARMLAND PRESERVATION

    This paper uses search theory to examine the role that risk preference (RP) plays in farmland preservation. Assuming that the distribution of the offer price is fixed, the analysis indicates that risk-averse agents have lower reservation prices than risk-neutral agents, and that agricultural land held by the former exits farming at a faster rate. The results also show that farmland preservation policies which increase reservation prices have a greater capitalization effect if agents are risk-loving, and that such policies, while effectively protecting the interest of land speculators, may be less effective in serving the needs of farming and farm-held open space.Risk and Uncertainty,

    Nutrient exchange fluxes between the Aegean and Black Seas through the Marmara Sea

    Long-term data obtained in the Turkish Strait System (TSS) including the Sea of Marmara, the Dardanelles and Bosphorus straits, during 1990-2000, have permitted us to calculate seasonal and annual fluxes of water and nutrients (nitrate, phosphate) exchanged between the Aegean and Black Seas through the TSS. Two-layer flow regimes in the TSS introduce the brackish waters of the Black Sea into the Aegean basin of the northeastern Mediterranean throughout the year. A counter flow in the TSS carries the salty Mediterranean water into the Black Sea via the Marmara deep basin. The annual volume influx from the Black Sea to the Marmara upper layer is nearly two-fold the salty water exported from the Marmara to the Black Sea via the Bosphorus underflow. The brackish Black Sea inflow is relatively rich in nitrate and phosphate in winter, decreasing to the lowest levels in late summer and autumn. Biologically labile nutrients of Black Sea origin are utilized in photosynthetic processes in the Marmara Sea and are partly exported to the Marmara lower layer. Eventually, the brackish Black Sea waters reach the Dardanelles Strait, with modified bio-chemical properties. On the other hand, the salty Mediterranean waters with low concentrations of nutrients enter the Marmara deep basin. During threir 6-7 year sojourn in the Marmara basin, the salty waters become enriched in nitrate (DIN) and phosphate (DIP), due to oxidation of planktonic particles sinking from the Marmara surface layer. The annual nutrient inputs from the Black Sea to the Marmara basin were estimated as 8.17x108 moles of DIN and 4.25x107 moles of DIP, which are much less than the importation from the Marmara lower layer via the Bosphorus undercurrent. The salty Aegean water introduces nearly 6.13x108 moles of DIN and 2.79x107 moles of DIP into the Marmara lower layer. The estimated DIP outflux from the Aegean Sea is nearly 2 times less than the importation from the Marmara Sea via the Dardanelles Strait

    Developing an integrated technology roadmapping process to meet regional technology planning needs: the e-bike pilot study

    Smart grid is a promising class of new technologies offering many potential benefits for electric utility systems, including possibilities for smart appliances which can communicate with power systems and help to better match supply and demand. Additional services include the ability to\ud better integrate growing supplies of renewable energy and perform a variety of value-added services on the grid. However, a number of challenges exist in order to achieving these benefits.\ud Many utility systems have substantial regulatory structures that make business processes and technology innovation substantially different than in other industries. Due to complex histories regarding regulatory and deregulatory efforts, and due to what some economists consider natural monopoly characteristics in the industry, such regulatory structures are unlikely to change in the immediate future. Therefore, innovation within these industries, including the development of\ud smart grid, will require an understanding of such regulatory and policy frameworks, development of appropriate business models, and adaptation of technologies to fit these emerging requirements. Technology Roadmapping may be a useful method of planning this type of future development within the smart grid sector, but such technology roadmaps would require a high level of integrated thinking regarding technology, business, and regulatory and policy considerations. This research provides an initial examination of the process for creating such a type of integrated technology roadmapping and assessment process. This research proposes to build upon previous research in the Pacific Northwest and create a more robust technology planning process that will allow key variables to be tested and different pathways to be explored

    Targeted high-throughput sequencing for genetic diagnostics of hemophagocytic lymphohistiocytosis

    Background: Hemophagocytic lymphohistiocytosis (HLH) is a rapid-onset, potentially fatal hyperinflammatory syndrome. A prompt molecular diagnosis is crucial for appropriate clinical management. Here, we validated and prospectively evaluated a targeted high-throughput sequencing approach for HLH diagnostics. Methods: A high-throughput sequencing strategy of 12 genes linked to HLH was validated in 13 patients with previously identified HLH-associated mutations and prospectively evaluated in 58 HLH patients. Moreover, 2504 healthy individuals from the 1000 Genomes project were analyzed in silico for variants in the same genes. Results: Analyses revealed a mutation detection sensitivity of 97.3 %, an average coverage per gene of 98.0 %, and adequate coverage over 98.6 % of sites previously reported as mutated in these genes. In the prospective cohort, we achieved a diagnosis in 22 out of 58 patients (38 %). Genetically undiagnosed HLH patients had a later age at onset and manifested higher frequencies of known secondary HLH triggers. Rare, putatively pathogenic monoallelic variants were identified in nine patients. However, such monoallelic variants were not enriched compared with healthy individuals. Conclusions: We have established a comprehensive high-throughput platform for genetic screening of patients with HLH. Almost all cases with reduced natural killer cell function received a diagnosis, but the majority of the prospective cases remain genetically unexplained, highlighting genetic heterogeneity and environmental impact within HLH. Moreover, in silico analyses of the genetic variation affecting HLH-related genes in the general population suggest caution with respect to interpreting causality between monoallelic mutations and HLH. A complete understanding of the genetic susceptibility to HLH thus requires further in-depth investigations, including genome sequencing and detailed immunological characterization.Peer reviewe

    Energy metabolites as biomarkers in ischemic and dilated cardiomyopathy

    With more than 25 million people affected, heart failure (HF) is a global threat. As energy production pathways are known to play a pivotal role in HF, we sought here to identify key metabolic changes in ischemic- and non-ischemic HF by using a multi-OMICS approach. Serum metabolites and mRNAseq and epigenetic DNA methylation profiles were analyzed from blood and left ventricular heart biopsy specimens of the same individuals. In total we collected serum from n = 82 patients with Dilated Cardiomyopathy (DCM) and n = 51 controls in the screening stage. We identified several metabolites involved in glycolysis and citric acid cycle to be elevated up to 5.7-fold in DCM (p = 1.7 × 10(-6)). Interestingly, cardiac mRNA and epigenetic changes of genes encoding rate-limiting enzymes of these pathways could also be found and validated in our second stage of metabolite assessment in n = 52 DCM, n = 39 ischemic HF and n = 57 controls. In conclusion, we identified a new set of metabolomic biomarkers for HF. We were able to identify underlying biological cascades that potentially represent suitable intervention targets

    A Criterion for Brittle Failure of Rocks Using the Theory of Critical Distances

    This paper presents a new analytical criterion for brittle failure of rocks and heavily overconsolidated soils. Griffith’s model of a randomly oriented defect under a biaxial stress state is used to keep the criterion simple. The Griffith’s criterion is improved because the maximum tensile strength is not evaluated at the boundary of the defect but at a certain distance from the boundary, known as the critical distance. This fracture criterion is known as the Point Method, and is part of the Theory of Critical Distances, which is utilized in fracture mechanics. The proposed failure criterion has two parameters: the inherent tensile strength, ó0, and the ratio of the half-length of the initial crack/flaw to the critical distance, a/L. These parameters are difficult to measure but they may be correlated with the uniaxial compressive and tensile strengths, óc and ót. The proposed criterion is able to reproduce the common range of strength ratios for rocks and heavily overconsolidated soils (óc/ót=3-50) and the influence of several microstructural rock properties, such as texture and porosity. Good agreement with laboratory tests reported in the literature is found for tensile and low confining stresses.The work presented was initiated during a research project on “Structural integrity assessments of notch-type defects", for the Spanish Ministry of Science and Innovation (Ref.: MAT2010-15721)
