    Some effects of Hurricane Agnes on water quality in the Patuxent River Estuary

    A post-Agnes study that emphasized environmental factors was carried out on the Patuxent River estuary with weekly sampling at eight stations from 28 June t o 30 August 1972. Spatial and temporal changes in the distribution of many factors , e.g., salinity , dissolved oxygen, seston, particulate carbon and nitrogen, inorganic and organic fractions of dissolved nitrogen and phosphorus, and chlorophyll a were studied and compared t o extensive earlier records. Patterns shown by the present data were compared especially with a local heavy storm that occurred in the Patuxent drainage basin during July 1969. Estimates were made of the amounts of material contributed via upland drainage. A first approximation indicated that 14.8 x l0 (3) metric tons of seston were contributed t o the head of the estuary between 21 and 24 June. (PDF contains 46 pages

    Wrongful Discharge: Historical Evolution, Current Developments and a Proposed Legislative Solution

    Employment-at-will means that the worker serves at the employer\u27s pleasure, and dismissal is held to be the unilateral privilege of the employer. This Article examines the employment-at-will doctrine and the emergence of a competing doctrine that permits employees to pursue wrongful discharge actions against their employers. The authors propose a legislative solution to the uncertainty in the wrongful discharge area and explore some of the issues that they find likely to be confronted in the 1990s. They document the struggle to reach an appropriate accommodation between the sound policies that underlie the employment-at-will doctrine and the circumstances that have prompted recognition of the wrongful discharge action

    The Effectiveness of a Personal Computer Aviation Training Device (PCATD), a Flight Training Device (FTD), and an Airplane in Conducting Instrument Proficiency Checks

    This project evaluated the effectiveness of a personal computer aviation training device (PCATD), a flight training device (FTD) and an airplane for conducting an instrument proficiency check (IPC). The study compared the performance of pilots receiving an IPC in a PCATD, in a FTD and in an airplane (IPC #1) with performance on a later IPC in an airplane (IPC #2). Chi-square tests were used to analyze the IPC #1 and IPC #2 data to determine whether the treatment (assignment to group) had an effect on the pass/fail ratio for the IPC #1 and IPC #2 flights respectively. The treatment effect on the IPC #1 and IPC #2 pass/fail ratios were not statistically significant. A series of planned-comparison tests were performed both between the experimental groups and between subjects within each experimental group. The PCATD group was compared to the Airplane group and to the FTD group, the Airplane group to the FTD group. None of these comparisons showed statistically significant (a \u3c .05) differences between groups. These findings provide compelling evidence for permitting the use of PCATDs to give IPCs

    Advanced Terahertz Data Processing for NDE Applications

    Recently terahertz technology (THz) has emerged as a very powerful NDE tool for inspecting and characterizing dielectric materials. Due to its exceptional longitudinal and lateral resolutions, time-domain pulsed THz scan is particularly effective for inspecting thin layered dielectric media. This pulsed scanning produces multi-dimensional data for which advanced processing techniques are needed to extract and analyze the ample information within. In this presentation we conduct a comparable study of several renowned data processing techniques to determine their applicability and performance in processing THz data. These data processing techniques include an outlier detection algorithm based on minimum covariance determinant estimator, the popular partial least squares method in the field of chemometrics and a Bayesian classifier also known as probabilistic neural network in the fields of pattern recognition/machine learning. We will present the results on common simulated data as well as interface data obtained from fiber glass composites

    Impact of Disease on the Survival of Three Commercially Fished Species

    Recent increases in emergent infectious diseases have raised concerns about the sustainability of some marine species. The complexity and expense of studying diseases in marine systems often dictate that conservation and management decisions are made without quantitative data on population-level impacts of disease. Mark-recapture is a powerful, underutilized, tool for calculating impacts of disease on population size and structure, even in the absence of etiological information. We applied logistic regression models to mark-recapture data to obtain estimates of disease-associated mortality rates in three commercially important marine species: snow crab (Chionoecetes opilio) in Newfoundland, Canada, that experience sporadic epizootics of bitter crab disease; striped bass (Morone saxatilis) in the Chesapeake Bay, USA, that experience chronic dermal and visceral mycobacteriosis; and American lobster (Homarus americanus) in the Southern New England stock, that experience chronic epizootic shell disease. All three diseases decreased survival of diseased hosts. Survival of diseased adult male crabs was 1% (0.003-0.022, 95% CI) that of uninfected crabs indicating nearly complete mortality of infected crabs in this life stage. Survival of moderately and severely diseased striped bass (which comprised 15% and 11% of the population, respectively) was 84% (70-100%, 95% CI), and 54% (42-68%, 95% CI) that of healthy striped bass. The disease-adjusted yearly natural mortality rate for striped bass was 0.29, nearly double the previously accepted value, which did not include disease. Survival of moderately and severely diseased lobsters was 30% (15-60%, 95% CI) that of healthy lobsters and survival of mildly diseased lobsters was 45% (27-75%, 95% CI) that of healthy lobsters. High disease mortality in ovigerous females may explain the poor recruitment and rapid declines observed in this population. Stock assessments should account for disease-related mortality when resource management options are evaluated. © 2017 by the Ecological Society of America

    Computer-aided assessment of diagnostic images for epidemiological research

    <p>Abstract</p> <p>Background</p> <p>Diagnostic images are often assessed for clinical outcomes using subjective methods, which are limited by the skill of the reviewer. Computer-aided diagnosis (CAD) algorithms that assist reviewers in their decisions concerning outcomes have been developed to increase sensitivity and specificity in the clinical setting. However, these systems have not been well utilized in research settings to improve the measurement of clinical endpoints. Reductions in bias through their use could have important implications for etiologic research.</p> <p>Methods</p> <p>Using the example of cortical cataract detection, we developed an algorithm for assisting a reviewer in evaluating digital images for the presence and severity of lesions. Available image processing and statistical methods that were easily implementable were used as the basis for the CAD algorithm. The performance of the system was compared to the subjective assessment of five reviewers using 60 simulated images. Cortical cataract severity scores from 0 to 16 were assigned to the images by the reviewers and the CAD system, with each image assessed twice to obtain a measure of variability. Image characteristics that affected reviewer bias were also assessed by systematically varying the appearance of the simulated images.</p> <p>Results</p> <p>The algorithm yielded severity scores with smaller bias on images where cataract severity was mild to moderate (approximately ≤ 6/16<sup><it>ths</it></sup>). On high severity images, the bias of the CAD system exceeded that of the reviewers. The variability of the CAD system was zero on repeated images but ranged from 0.48 to 1.22 for the reviewers. The direction and magnitude of the bias exhibited by the reviewers was a function of the number of cataract opacities, the shape and the contrast of the lesions in the simulated images.</p> <p>Conclusion</p> <p>CAD systems are feasible to implement with available software and can be valuable when medical images contain exposure or outcome information for etiologic research. Our results indicate that such systems have the potential to decrease bias and discriminate very small changes in disease severity. Simulated images are a tool that can be used to assess performance of a CAD system when a gold standard is not available.</p

    60°N was +2.0°C, relative to the 1981–2010 average value (Fig. 5.1). This marks a new high for the record. The average annual surface air temperature (SAT) anomaly for 2016 for land stations north of starting in 1900, and is a significant increase over the previous highest value of +1.2°C, which was observed in 2007, 2011, and 2015. Average global annual temperatures also showed record values in 2015 and 2016. Currently, the Arctic is warming at more than twice the rate of lower latitudes
