Globalization and health equity: The impact of structural adjustment programs on developing countries
Abstract Among the many drivers of health inequities, this article focuses on important, yet insufficiently understood, international-level determinants: economic globalization and the organizations that spread market-oriented policies to the developing world. One such organization is the International Monetary Fund (IMF), which provides financial assistance to countries in economic trouble in exchange for policy reforms. Through its 'structural adjustment programs,' countries around the world have liberalized and deregulated their economies. We examine how policy reforms prescribed in structural adjustment programs explain variation in health equity between nationsâapproximated by health system access and neonatal mortality. Our empirical analysis uses an original dataset of IMF-mandated policy reforms for a panel of up to 137 developing countries between 1980 and 2014. We employ regression analysis to evaluate the relationship between these reforms and health equity, taking into account the non-random selection and design of IMF programs. We find that structural adjustment reforms lower health system access and increase neonatal mortality. Additional analyses show that labor market reforms drive these deleterious effects. Overall, our evidence suggests that structural adjustment programs endanger the attainment of Sustainable Development Goals in developing countries

Spreading the Washington Consensus into Food and Agriculture Sectors: The Case of the International Monetary Fund
The mandate and competence of the International Monetary Fund (IMF) do not cover food and agriculture policies. Yet, signs indicate that IMF enages in these policies. Scholars lack a systematic empirical foundation to monitor the extent and impact of IMFâs operations on these sectors. Based on a combination of machine and human coding, we present a comprehensive database on IMFâs policy interventions in food and agriculture. Using new data on IMF conditionality between 1980 and 2014, we assess to what extent the IMF targets these sectors through its âconditionalitiesââpolicies that governments need to implement to access IMF credit. The analysis evaluates the agricultural content and ideological orientation of each condition according to whether it promotes a developmental state, a night-watchman state, or neither. The analysis identifies that about 2% of all IMF conditions (1,105 of 58,406) directly target food and agriculture issues. These conditions are available in 43% of all IMF programs (332 of 781). They affect 100 countries of all the 131 countries in which the IMF had any agreements since the 1980s. In addition, the analysis reveals that 59.2% of these conditions embody policy measures in line with a night-watchman state, 40.1% are model-neutral, and 0.7% are developmental. Within the model-neutral category, 23.9% are conditions oriented towards building state capacity; 2.7% have a poverty reduction content; and 2.9% contain pro- environmental policies. The article discusses potential mechanisms driving the IMF to intervene into agriculture and theorizes about possible effects of these conditions on peopleâs livelihoods
Detection of a strongly negative surface potential at Saturn's moon Hyperion
On 26 September 2005, Cassini conducted its only close targeted flyby of Saturn's small, irregularly shaped moon Hyperion. Approximately 6âmin before the closest approach, the electron spectrometer (ELS), part of the Cassini Plasma Spectrometer (CAPS) detected a field-aligned electron population originating from the direction of the moon's surface. Plasma wave activity detected by the Radio and Plasma Wave instrument suggests electron beam activity. A dropout in energetic electrons was observed by both CAPS-ELS and the Magnetospheric Imaging Instrument Low-Energy Magnetospheric Measurement System, indicating that the moon and the spacecraft were magnetically connected when the field-aligned electron population was observed. We show that this constitutes a remote detection of a strongly negative (~ââ200âV) surface potential on Hyperion, consistent with the predicted surface potential in regions near the solar terminator
A Strategy for Finding Near Earth Objects with the SDSS Telescope
We present a detailed observational strategy for finding Near Earth Objects
(NEOs) with the Sloan Digital Sky Survey (SDSS) telescope. We investigate
strategies in normal, unbinned mode as well as binning the CCDs 2x2 or 3x3,
which affects the sky coverage rate and the limiting apparent magnitude. We
present results from 1 month, 3 year and 10 year simulations of such surveys.
For each cadence and binning mode, we evaluate the possibility of achieving the
Spaceguard goal of detecting 90% of 1 km NEOs (absolute magnitude H <= 18 for
an albedo of 0.1). We find that an unbinned survey is most effective at
detecting H <= 20 NEOs in our sample. However, a 3x3 binned survey reaches the
Spaceguard Goal after only seven years of operation. As the proposed large
survey telescopes (PanStarss; LSST) are at least 5-10 years from operation, an
SDSS NEO survey could make a significant contribution to the detection and

Hubble Space Telescope and Ground-Based Observations of Type Ia Supernovae at Redshift 0.5: Cosmological Implications
We present observations of the Type Ia supernovae (SNe) 1999M, 1999N, 1999Q,
1999S, and 1999U, at redshift z~0.5. They were discovered in early 1999 with
the 4.0~m Blanco telescope at Cerro Tololo Inter-American Observatory by the
High-z Supernova Search Team (HZT) and subsequently followed with many
ground-based telescopes. SNe 1999Q and 1999U were also observed with the Hubble
Space Telescope. We computed luminosity distances to the new SNe using two
methods, and added them to the high-z Hubble diagram that the HZT has been
constructing since 1995.
The new distance moduli confirm the results of previous work. At z~0.5,
luminosity distances are larger than those expected for an empty universe,
implying that a ``Cosmological Constant,'' or another form of ``dark energy,''
has been increasing the expansion rate of the Universe during the last few

23 High Redshift Supernovae from the IfA Deep Survey: Doubling the SN Sample at z>0.7
We present photometric and spectroscopic observations of 23 high redshift
supernovae spanning a range of z=0.34-1.03, 9 of which are unambiguously
classified as Type Ia. These supernovae were discovered during the IfA Deep
Survey, which began in September 2001 and observed a total of 2.5 square
degrees to a depth of approximately m=25-26 in RIZ over 9-17 visits, typically
every 1-3 weeks for nearly 5 months, with additional observations continuing
until April 2002. We give a brief description of the survey motivations,
observational strategy, and reduction process. This sample of 23 high-redshift
supernovae includes 15 at z>0.7, doubling the published number of objects at
these redshifts, and indicates that the evidence for acceleration of the
universe is not due to a systematic effect proportional to redshift. In
combination with the recent compilation of Tonry et al. (2003), we calculate
cosmological parameter density contours which are consistent with the flat
universe indicated by the CMB (Spergel et al. 2003). Adopting the constraint
that Omega_total = 1.0, we obtain best-fit values of (Omega_m,
Omega_Lambda)=(0.33, 0.67) using 22 SNe from this survey augmented by the
literature compilation. We show that using the empty-beam model for
gravitational lensing does not eliminate the need for Omega_Lambda > 0.
Experience from this survey indicates great potential for similar large-scale
surveys while also revealing the limitations of performing surveys for z>1 SNe

Swift follow-up observations of candidate gravitational-wave transient events
We present the first multi-wavelength follow-up observations of two candidate
gravitational-wave (GW) transient events recorded by LIGO and Virgo in their
2009-2010 science run. The events were selected with low latency by the network
of GW detectors and their candidate sky locations were observed by the Swift
observatory. Image transient detection was used to analyze the collected
electromagnetic data, which were found to be consistent with background.
Off-line analysis of the GW data alone has also established that the selected
GW events show no evidence of an astrophysical origin; one of them is
consistent with background and the other one was a test, part of a "blind
injection challenge". With this work we demonstrate the feasibility of rapid
follow-ups of GW transients and establish the sensitivity improvement joint
electromagnetic and GW observations could bring. This is a first step toward an
electromagnetic follow-up program in the regime of routine detections with the
advanced GW instruments expected within this decade. In that regime
multi-wavelength observations will play a significant role in completing the
astrophysical identification of GW sources. We present the methods and results
from this first combined analysis and discuss its implications in terms of
