    Wielding the sword: President Xi’s new anti-corruption campaign

    A state achieves legitimacy through multiple sources, one of which is the effectiveness of its governance. Generations of scholars since Hobbes have identified the maintenance of peace and order as core functions of a legitimate state. In the modern world, economic prosperity, social stability and effective control of corruption often provide adequate compensation for a deficit of democracy. Corruption closely correlates with legitimacy. While a perceived pervasive, endemic corruption undermines the legitimacy of a regime, a successful anti-corruption campaign can allow a regime to recover from a crisis of legitimacy (Gilley 2009; Seligson and Booth 2009). This is the rationale behind the periodical campaigns against corruption that have been conducted by the Chinese Communist Party (‘Party’ or ‘CCP’) (Manion 2004; Wedeman 2012). Political leaders in China have found it expedient to use anti-corruption campaigns to remove their political foes, to rein in the bureaucracy and to restore public confidence in their ability to rule. Through anti-corruption campaigns, emerging political leaders consolidate their political power, secure loyalty from political factions and regional political forces, and enhance their legitimacy in the eyes of the general public. In an authoritarian state that experiences a high level of corruption, an anti-corruption campaign is a delicate political battle that addresses two significant concerns. The first concern is to orchestrate the campaign so that it is regime-reinforcing instead of regime-undermining.     School Dropouts and Conditional Cash Transfers: Evidence from a Randomized Controlled Trial in Rural China's Junior High Schools

    Recent anecdotal reports suggest that dropout rates may be higher and actually increasing over time in poor rural areas. There are many reasons not to be surprised that there is a dropout problem, given the fact that China has a high level of poverty among the rural population, a highly competitive education system and rapidly increasing wages for unskilled workers. The overall goal of this study is to examine if there is a dropout problem in rural China and to explore the effectiveness that a Conditional Cash Transfer (CCT) program could have on dropouts (and mechanism by which the CCT might affect drop outs). To meet this objective, we conducted a randomized controlled trial (RCT) of a CCT using a sample of 300 junior high school students in a nationally-designated poor county in Northwest China. Using our data, we found that the annual dropout rate in the study county was high, about 7.0%. We find, however, that a CCT program reduces drop outs by 60%; the dropout rate is 13.3% in the control group and 5.3 % in the treatment group. The program is most effective in the case of girls, younger students and the poorest perfirming students

    The gathering storm: AIDS policy in China

    This article offers an overview of the AIDS situation in China and analyses the Chinese official responses to the AIDS threat since 1985. It decomposes China's AIDS policy into two phases: a period with institutional inertia featured during the initial phase; and a recent period when the official stance on AIDS demonstrates stronger political will and commitment. The article particularly examines an unusual mode of HIV transmission in China, i.e. through unsafe, unregulated blood collection, to highlight the point that vulnerability to HIV/AIDS has been aggravated in a wider context of transition and worsening inequality. The article also compares policies for tacking AIDS with those for tackling SARS, and suggests lessons that can be learnt. It argues that despite recent positive developments, AIDS needs to be confronted more forcefully through an integrated approach that incorporates broader and fundamental development issues
