A statistical analysis of level distributions allows breaking down the environmental noise into its constituent noise sources. This procedure works well for simple cases as the studied carried out here. Nevertheless, it is so restrictive that its use, for the moment, cannot be extended to more general problems.[ES] Se estudia el impacto acústico producido por un aeropuerto en presencia de otras fuentes de ruido con características análogas, tanto temporales como espectrales. Para ello se realiza un análisis basado en la distribución de niveles de ruido ambiente, desglosándolo en las distribuciones de los ruidos componentes. Development of an experimental telemetry system

This article presents the design and implementation of a communications system to receive information about the status, height, speed, temperature or any other type of variable of interest from vehicles such as balloons or experimental rockets. In a first iteration, the system was designed to achieve transmission distances in the order of dozens kilometers but leaving some margin to extend the operating range to up to 100 km in line of sight. At the beginning of the project different factors such as the use of a frequency band suitable for this type of applications, the modulation scheme to use and a data protocol were analyzed. Subsequently, the most appropriate commercial devices to implement each of the system blocks were selected. With these components a first prototype of the telemetry board was built and the necessary tests to verify the correct performance of it were conducted. Finally, the design and implementation of the flight hardware was carried out and the final tests that fully validated the proposed design were performed.Facultad de Ingenierí

On the Political Determinants of Intergovernmental Grants in Decentralized Countries: The Case of Spain

This paper studies the effect of political variables on the gains obtained by Spanish regions in periodical bargaining of the intergovernmental financing agreements and on the regional distribution of discretional earmarked grants over the period 1987-2008. First, we find that the relationship between gains in transferred revenues and on regional public debt stocks depends on the period and the specific issues discussed in the corresponding negotiation, aside from political affinity. Second, we show that the most discretional program of earmarked grants is strongly driven by electoral strategy. National incumbents tend to allocate intergovernmental transfers where there are competitive regional elections. We also show that earmarked grants are allocated in those regions where the incumbent performs better in national elections and, especially, in those where there are more seats to be won. El carácter autónomo del derecho a la verdad como condición necesaria para garantizar efectivamente la reparación integral en eventos de violaciones graves a los derechos humanos : análisis a la jurisprudencia de la Corte Interamericana de Derechos Humanos

124 páginasEl derecho a la verdad a través de su historia ha Sido objeto de un importante desarrollo doctrinal y jurisprudencial dentro del escenario de la responsabilidad internacional del los Estados por graves violaciones a derechos humanos y por lo tanto guarda una estrecha relación con la reparación integral de dichos daños. Como consecuencia de ello, a nivel regional, la Corte IDH ha tratado la verdad dentro de su jurisprudencia como un elemento accesorio a la vulneración de los derechos de garantías judiciales y libre acceso a la administración de justicia, consagrados en los artículos 8 y 25 de la Convención americana, subsumiendo así el derecho a la verdad y quitándole todo rastro de autonomía. Por tales razones dotar de autonomía al derecho a la verdad se torna en una tarea necesaria dentro de la jurisprudencia de la Corte IDH, puesto a que así se cubrirían una serie de eventos dañosos ajenos a los artículos 8 y 25 que se están invisibilizando por dicha subsunción y que por tal razón está afectando de manera directa la reparación integral de las víctimas de las mentadas graves violaciones a DD.HH.In the recent history, the Right to know the truth had an important development and impact in the scenario of the trials of lnternational responsability of the States by serious violations to the human rights, what makes it clase with the figure of integral reparation of that kind of damages. A consecuense of the previous idea is that in a regional level, the desicions of the lnteramerican Human Rights Court have used the Right to know the truth as a accsesory element of the violations of the Right to the access toJustice and the judicialy guarantees that are consecrated in the lnteramerican Convention of Human Rights, and taking away from it, every single sign of autonomy. Thats why giving autonomy to the right to know the truth turns in a necesary task in the pronunciations of the lnteramerican Human Rights Court, because in this way the Right to know the truth would include different kinds of events, diveres yo those that are content in the articles 8 and 25 of the San José Pact.Magíster en DerechoMaestrí

Cuentística de Julio Cortázar y el psicoanálisis freudiano

Julio Cortázar indagó y estudió las teorías freudianas. Hecho determinante para que el autor argentino obtenga el conocimiento psicológico necesario y cree varios cuentos que están en la línea psicoanalítica. En esta disertación nos acercaremos a cuatro cuentos, que no son los más conocidos de la literatura cortazariana: «Usted se tendió a tu lado», «Deshoras», «La señorita Cora» e «Historias que me cuento». Luego de haber leído desde hace varios años los «Cuentos completos» de Cortázar, caí en la cuenta de que se repetía el patrón: el autor introducía, en una segunda etapa cuentística, al igual que en sus relatos fantásticos, un elemento extraño que contaba una historia diferente o paralela de la que desarrolla a simple vista. Creó niveles semánticos que dan razón a los niveles de conciencia freudianos y los ocultó tras la polisemántica que permite el lenguaje literario
