Desafios para a pesquisa sobre as dimensões humanas das mudanças ambientais globais: um olhar latino-americano

The environmental field has developed slowly within social sciences in Latin America. However, the last two decades have been marked by the expansion of research and teaching activities in the environmental area. In this sense, the likely impact of global environmental changes have rapidly penetrated the contemporary debates on environment and society, primarily in developed countries and later on in developing countries, including Latin America. This paper seeks to contribute to the discussion by providing an overview and identifying the challenges for the development and consolidation of the research on the human dimensions of global environmental change. Based on the assessment and systematization of the intellectual production, this paper seeks to understand this field in Latin America, building upon the contribution of authors such as D.J. Hogan and L.C. Ferreira. Climate change poses not only a local place-based problem, but also cross- scale challenge. Addressing this unprecedented challenge requires actions at different levels (multilevel) raging from conventions and treaties at the global level to climate protection measures at the city level. The relationship between cities and climate change is usually based on a complex balance between vulnerability and responsibility. By mitigation cities can substantially reduce their environmental impact and consequently transform their infrastructure and the behavior and consumption patterns of their dwellers improving the global environment. By adaptation cities can become resilient to the impacts of climate change and reduce risks from climate change and variability. It is also particularly important to focus on global cities that are engines of economic growth, centers of innovation for the global economy and important areas of population concentration and growth. Building on that, this paper analyses the factors shaping climate policies in two global cities in Brazil through a multilevel perspective: São Paulo and Rio de Janeiro. It explores how climate change is being framed and how local governments are responding to it in terms of policy strategies and instruments. We argue that the participation in transnational networks of subnational governments has been crucial for promoting and supporting climate change actions in both cities. However, the organization, steering and implementation of these measures rely heavily on a landscape formed by multiple actors with a variety of interests, capacities, and challenges often spanning several sectors. This fragmented landscape of actors, interests and sectors combined with structural governance problems pose significant challenges for the advancement of these efforts in the two cities. urbanisation, vulnerability and adaptive capacity on the northern coast of the São Paulo State, Brazil

This paper examines how exposure to both socio-economic and environmental stressors and the interaction between the two affect the population of the Northern coast of the São Paulo State, Brazil. It provides a useful way to examine the multiple and overlapping processes of environmental and social- economic change. Pathways to increased vulnerability are multidimensional, so that socio-economic conditions may mediate the impacts of environmental change, but changing environmental conditions may also alter socio-economic capacities to maintain particular livelihood strategies. By analysing the region, this paper argues that the adaptive capacity is, in general, largely determined by the socio-economic context and the social vulnerability. The finding indicates that socio-economic change brought about in the last four decades due to intense urbanisation, tourism exploitation and increasingly economic activities have deepened social and environmental problems, increasing the vulnerability of particular groups to climate variability and change. The cross-scale nature of the problems and the cross-level interactions of these processes pose significant challenges for governance structures and institutions in place in the region that fail to address the root causes of vulnerability and the consequences of a changing environment and climate

Desenvolvimento regional no RS : uma análise do programa FUNDOPEM/RS de 2000 a 2015

O Fundo Operação Empresa (FUNDOPEM/RS) é o principal programa de fomento à atividade industrial no Rio Grande do Sul. Ele funciona através da financiamento do ICMS incremental devido do empreendimento incentivado. O objetivo deste trabalho é (i) apresentar o FUNDOPEM/RS; (ii) investigar na literatura econômica os fundamentos para a atuação do Estado como agente de fomento; e, por fim, (iii) identificar as regiões que receberam investimentos, no período entre 2000 e 2015, e analisar a evolução do IDESE para cada região. Foram analisados os indicadores IDESE e PIB de cada região e observou que os COREDEs que mais receberam investimentos apoiados pelo FUNDOPE/RS, foram os que tiveram os menores crescimentos relativos no IDESE, por outro lado, os COREDEs que menos receberam investimentos apoiados, tiveram um melhor desempenho na evolução do IDESE.The Company Operation Fund (in Portuguese Fundo Operação Empresa – FUNDOPEM/RS) is the main government programme to encourage industrial activity in Rio Grande do Sul State. It work as a financing of additional Tax on Circulation of Goods and Services (in Portuguese Imposto sobre Circulação de Mercadorias e Serviços) from the supported enterprise. The aim of this paper is (i) show how FUNDOPEM/RS works; (ii) study in economics literature the elements which allows the state to operate as development agent; and (iii) identify the region that received investments, between 2000 and 2015, and analise the evolution of IDESE to each region. It had been analised IDESE and GDP to each region. It has been observed that regions which has received more investment supported by FUNDOPEM/RS its IDESE has grown less than the regions which received less investments supported by FUNDOPEM/RS

A prática como componente curricular em um curso de licenciatura em matemática da UTFPR : uma análise na perspectiva da teoria da atividade

Defesa: Curitiba, 22/02/2017Inclui referências : f. 142-146Resumo: A presente pesquisa teve como objeto de estudo as atividades realizadas como Prática como Componente Curricular no curso de Licenciatura em Matemática da Universidade Tecnológica Federal do Paraná - Campus Curitiba, intentando-se compreender possibilidades de articulação entre os conhecimentos teóricos e práticos específicos da docência na organização dessas atividades. Inicialmente é realizado o aprofundamento teórico acerca do termo Prática como Componente Curricular utilizando a legislação brasileira e pesquisas encontradas sobre o tema pesquisado com os cursos de Licenciatura em Matemática. Juntamente dessa etapa realizamos uma comparação entre o estágio supervisionado e a Prática como Componente Curricular, seus campos de atuação e seus objetivos na formação inicial do futuro professor. Em seguida, buscou-se encontrar subsídios teóricos para conceitualizar elementos da teoria da atividade, mais centralmente atividade teórica, atividade prática e seus papeis e relações para a formação no sentido da práxis e não em direção de um "practicismo" de uma atividade de Prática como Componente Curricular esvaziada do elemento teórico. Adotou-se a pesquisa documental e para o processo de coleta de dados, utilizaram-se os diários de classes e os planos de ensino detalhados das disciplinas lecionadas no primeiro semestre de 2015 que apresentam parte da sua carga horária destinada a Prática como Componente Curricular do curso de Licenciatura em Matemática. Utilizou-se uma sistematização para a coleta de dados, para catalogar e classificar as atividades realizadas em três eixos de formação: educação matemática, específica em conteúdos matemáticos e de pedagógicas gerais. Com isso foi realizada a interseção dos três eixos e analisadas as atividades recorrentes nos eixos. Além disso, também analisamos atividades pela natureza que as constituem. Nesse processo destacou-se a seguinte classificação: elaboração, ou criação, ou leitura, ou análise de documentos. Todo o processo de sistematização e organização nos levou ao movimento da análise, que mostrou uma convergência em atividades em que o futuro professor se encontra em um movimento de elaborar, criar ou planejar ações que envolvam o ensino, ou aplicação de algum conhecimento matemático em ambiente escolar. Nesse movimento encontramos atividades que seguem em dois sentidos: o primeiro sentido é o mais frequente nas atividades encontradas, o acadêmico irá organizar os conhecimentos teóricos de modo que irão subsidiar sua futura prática, mas isso também oferece um retorno, pois no momento da aplicação de suas ações, elas irão oportunizará ao acadêmico o aperfeiçoamento de seu conhecimento teórico. Com isso o futuro professor tem a possibilidade de articular os conhecimentos adquiridos em sua formação inicial com situações que irá encontrar na sua atuação docente. Initially, a theoretical study on the term Practice as a Curricular Component using Brazilian legislation and research on the subject of research with the Mathematics Undergraduate courses is carried out. Together with this step we make a comparison between the supervised internship and the Practice as a Curricular Component, its fields of action and its objectives in the initial formation of the future teacher. Next, we sought to find theoretical subsidies to conceptualize elements of activity theory, more centrally theoretical activity, practical activity and their roles and relations for training in the sense of praxis and not towards a "practice" of a practice activity As Curricular Component emptied of the theoretical element. For the data collection process, the class diaries and the detailed teaching plans of the subjects taught in the first semester of 2015 were used, which present part of their workload destined to Practice as Curricular Component of the Mathematics Licentiate course. A systematization was used to collect data, to catalog and classify the activities carried out in three training axes: mathematical education, specific in mathematical contents and general pedagogical. With this, the intersection of the three axes was performed and the recurrent activities in the axes were analyzed. In addition, we also analyze activities by nature that constitute them. In this process of analysis the following classification was highlighted: elaboration, or creation, or reading, or analysis of documents. The whole process of systematization and organization led us to the analysis movement, which showed a convergence in activities in which the future teacher is in a movement to elaborate, create or plan actions that involve the teaching, or application of some mathematical knowledge in the environment School. In this movement we find activities that follow in two senses: the first sense is the most frequent in the activities found, the academic will organize the theoretical knowledge so that they will subsidize their future practice, but this also offers a return, since at the moment of application of Their actions, they will give the academic the opportunity to improve their theoretical knowledge. With this, the future teacher has the possibility to articulate the knowledge acquired in his initial formation with situations that he will find in his teaching performance.
