    Calidad de las elecciones a titular del Ejecutivo en el Centro y Centro-occidente de México

    Este libro, que tiene por objetivo analizar la calidad de las elecciones celebradas entre 2006 y 2011 para ocupar la titularidad del Poder Ejecutivo de las 14 entidades federativas de la República Mexicana que conforman las regiones Centro y Centro-occidente de este país, ha sido elaborado por investigadores pertenecientes a la Red Nacional de Investigación sobre la Calidad de la Democracia en México (Renicadem), la cual cuenta con un equipo de investigación en cada una de las entidades federativas del país. A su vez, esta Red constituye una de las cuatro líneas temáticas que componen la red temática del Conacyt “Sociedad civil y calidad de la democracia”. Con todo, la presente obra puede considerarse, en dos sentidos, como el resultado parcial de estudios realizados por investigadores que conforman la mencionada Renicadem. Por un lado, trata sólo de una de las varias dimensiones que esta Red ha establecido como necesarias para analizar la calidad de la democracia: la calidad electoral (otras dimensiones, que se encuentran en proceso de investigación, son calidad de vida, rendición de cuentas y Estado de derecho). También es parcial porque no abarca la totalidad de la República Mexicana, sino únicamente a las 14 entidades indicadas.UAE

    Treatment with tocilizumab or corticosteroids for COVID-19 patients with hyperinflammatory state: a multicentre cohort study (SAM-COVID-19)

    Objectives: The objective of this study was to estimate the association between tocilizumab or corticosteroids and the risk of intubation or death in patients with coronavirus disease 19 (COVID-19) with a hyperinflammatory state according to clinical and laboratory parameters. Methods: A cohort study was performed in 60 Spanish hospitals including 778 patients with COVID-19 and clinical and laboratory data indicative of a hyperinflammatory state. Treatment was mainly with tocilizumab, an intermediate-high dose of corticosteroids (IHDC), a pulse dose of corticosteroids (PDC), combination therapy, or no treatment. Primary outcome was intubation or death; follow-up was 21 days. Propensity score-adjusted estimations using Cox regression (logistic regression if needed) were calculated. Propensity scores were used as confounders, matching variables and for the inverse probability of treatment weights (IPTWs). Results: In all, 88, 117, 78 and 151 patients treated with tocilizumab, IHDC, PDC, and combination therapy, respectively, were compared with 344 untreated patients. The primary endpoint occurred in 10 (11.4%), 27 (23.1%), 12 (15.4%), 40 (25.6%) and 69 (21.1%), respectively. The IPTW-based hazard ratios (odds ratio for combination therapy) for the primary endpoint were 0.32 (95%CI 0.22-0.47; p < 0.001) for tocilizumab, 0.82 (0.71-1.30; p 0.82) for IHDC, 0.61 (0.43-0.86; p 0.006) for PDC, and 1.17 (0.86-1.58; p 0.30) for combination therapy. Other applications of the propensity score provided similar results, but were not significant for PDC. Tocilizumab was also associated with lower hazard of death alone in IPTW analysis (0.07; 0.02-0.17; p < 0.001). Conclusions: Tocilizumab might be useful in COVID-19 patients with a hyperinflammatory state and should be prioritized for randomized trials in this situatio

This documentary research revives the vision of Mark Thompson (2016) and Julio Teehankee (2016), two of the main specialists in Philippine studies, whose main concepts are related to the notion of liberal democracy. The main objective is to contrast the actions of the first year of his government with the last one of his predecessor Benigno S. Aquino, showing the political changes under the premise that his presidency gave a total turn to the traditional Philippine politics.     This article presents an analysis of the challenges that the administration of President Andrés Manuel López Obrador faces in terms of Human Rights. This is made up from the recommendations issued by organizations in an international level that protect and fight for respect and promotion of Human Rights such as Human Rights Watch, Amnesty International and the Human Rights Council of the United Nations Organization through the Universal Periodic Review (UPR); as well as a national level through the National Human Rights Commission (CNDH), maximum body for the promotion and defense of HR in Mexico. The article is structured in three sections, the first of them addresses the importance of Human Rights and the current situation, product of the inefficient performance of the last presidential administrations; the second presents an analysis of international and national recommendations; and the last one presents a reflection on the actions implemented so far and in which way the current administration could move.En este artículo se presenta un análisis sobre los retos que en materia de Derechos Humanos enfrenta la administración del presidente Andrés Manuel López Obrador, para ello se recurre a las recomendaciones emitidas por instancias que protegen y luchan por el respeto y promoción de los Derechos Humanos a nivel internacional como Human Rights Watch, Amnistía Internacional y el Consejo de Derechos Humanos de la Organización de las Naciones Unidas a través del Universal Periodic Review (UPR); así como de nivel nacional a través de la Comisión Nacional de Derechos Humanos (CNDH), máximo órgano de promoción y defensa de los DH en México.     Helium identification with LHCb

    International audienceThe identification of helium nuclei at LHCb is achieved using a method based on measurements of ionisation losses in the silicon sensors and timing measurements in the Outer Tracker drift tubes. The background from photon conversions is reduced using the RICH detectors and an isolation requirement. The method is developed using pppp collision data at s=13TeV\sqrt{s}=13\,{\rm TeV} recorded by the LHCb experiment in the years 2016 to 2018, corresponding to an integrated luminosity of 5.5fb15.5\,{\rm fb}^{-1}. A total of around 10510^5 helium and antihelium candidates are identified with negligible background contamination. The helium identification efficiency is estimated to be approximately 50%50\% with a corresponding background rejection rate of up to O(1012)\mathcal O(10^{12}). These results demonstrate the feasibility of a rich programme of measurements of QCD and astrophysics interest involving light nuclei

    Charge-dependent curvature-bias corrections using a pseudomass method

    International audienceMomentum measurements for very high momentum charged particles, such as muons from electroweak vector boson decays, are particularly susceptible to charge-dependent curvature biases that arise from misalignments of tracking detectors. Low momentum charged particles used in alignment procedures have limited sensitivity to coherent displacements of such detectors, and therefore are unable to fully constrain these misalignments to the precision necessary for studies of electroweak physics. Additional approaches are therefore required to understand and correct for these effects. In this paper the curvature biases present at the LHCb detector are studied using the pseudomass method in proton-proton collision data recorded at centre of mass energy s=13\sqrt{s}=13 TeV during 2016, 2017 and 2018. The biases are determined using Zμ+μZ\to\mu^+\mu^- decays in intervals defined by the data-taking period, magnet polarity and muon direction. Correcting for these biases, which are typically at the 10410^{-4} GeV1^{-1} level, improves the Zμ+μZ\to\mu^+\mu^- mass resolution by roughly 20% and eliminates several pathological trends in the kinematic-dependence of the mean dimuon invariant mass

    International audienceThe first search for nonresonant Bc+π+μ+μB_c^+\to\pi^+\mu^+\mu^- decays is reported. The analysis uses proton-proton collision data collected with the LHCb detector between 2011 and 2018, corresponding to an integrated luminosity of 9 fb1^{-1}. No evidence for an excess of signal events over background is observed and an upper limit is set on the branching fraction ratio B(Bc+π+μ+μ)/B(Bc+J/ψπ+)<2.1×104{\cal B}(B_c^+\to\pi^+\mu^+\mu^-)/{\cal B}(B_c^+\to J/\psi \pi^+) < 2.1\times 10^{-4} at 90%90\% confidence level. Additionally, an updated measurement of the ratio of the Bc+ψ(2S)π+B_c^+\to\psi(2S)\pi^+ and Bc+J/ψπ+B_c^+\to J/\psi \pi^+ branching fractions is reported. The ratio B(Bc+ψ(2S)π+)/B(Bc+J/ψπ+){\cal B}(B_c^+\to\psi(2S)\pi^+)/{\cal B}(B_c^+\to J/\psi \pi^+) is measured to be 0.254±0.018±0.003±0.0050.254\pm 0.018 \pm 0.003 \pm 0.005, where the first uncertainty is statistical, the second systematic, and the third is due to the uncertainties on the branching fractions of the leptonic J/ψJ/\psi and ψ(2S)\psi(2S) decays. This measurement is the most precise to date and is consistent with previous LHCb results

    International audienceThe first observation of the Bc+J/ψπ+π0B_c^+ \to J/\psi \pi^+ \pi^0 decay is reported with high significance using proton-proton collision data, corresponding to an integrated luminosity of 9fb1^{-1}, collected with the LHCb detector at centre-of-mass energies of 7, 8, and 13 TeV. The ratio of its branching fraction relative to the Bc+J/ψπ+B_c^+ \to J/\psi \pi^+ channel is measured to be B(Bc+J/ψπ+π0)B(Bc+J/ψπ+)=2.80±0.15±0.11±0.16, \frac{ {\cal{B}}( B_c^+ \to J/\psi \pi^+\pi^0 ) } { {\cal{B}}( B_c^+ \to J/\psi \pi^+ ) } = 2.80 \pm 0.15 \pm 0.11 \pm 0.16 \,, where the first uncertainty is statistical, the second systematic and the third related to imprecise knowledge of the branching fractions for B+J/ψK+B^+ \to J/\psi K^{*+} and B+J/ψK+B^+ \to J/\psi K^+ decays, which are used to determine the π0\pi^0 detection efficiency. The π+π0\pi^+\pi^0 mass spectrum is found to be consistent with the dominance of an intermediate ρ+\rho^+ contribution in accordance with a model based on QCD factorisation
