    Satellite Communication and Peacebuilding in East Africa

    This report highlights new opportunities to integrate satellite communication into peacebuilding initiatives in East Africa, especially given challenges faced by terrestrial and undersea telecom operators, the affordances of satellite technologies, and growth of the satellite market in Africa. Section one of the report describes threats to terrestrial and undersea telecom infrastructure in East Africa arising from vandalism, theft, and sabotage. Section two delineates the unique affordances of communication satellites and then describes some of the major players in the African satellite market as well as their satellite assets. Finally, section three offers a series of recommendations for how satellite capacity can be used to support peacebuilding in East Africa. Undergirding this analysis is a recognition of the legal provisions of the Outer Space Treaty of 1967, which defined outer space, including orbit, as the province of all (hu)mankind, and mandated that it be used to benefit all countries regardless of “the degree of their economic or scientific development.” (Treaty…, 1967)

    The Contexts, Paradoxes, and Rewards of Multidisciplinary Teaching

    In the Fall of 2021 we co-taught a graduate seminar that launched a year long Mellon Sawyer series. In this essay, we reflect on the contexts, paradoxes and processes that informed our multidisciplinary collaboration teaching a Sawyer Seminar on Race, Migration and White Supremacy in California. We believed that it was vital to being with the migration experiences of Native Americans from rural areas to urban California. We sought to position American Indian migration histories as foundational to cultural and historical understandings of migration to California. Our account of our pedagogical practices details the rewards and realities of collaborative teaching at a public research university. We identify the paradoxes and tensions that we encountered as we developed a syllabus that did not simply "add and stir" different methodologies, histories or fields, but instead, synthesized theoretical and pedagogical across film, art and media studies, history and sociology.

    Wildland fire deficit and surplus in the western United States, 1984–2012

    Wildland fire is an important disturbance agent in the western US and globally. However, the natural role of fire has been disrupted in many regions due to the influence of human activities, which have the potential to either exclude or promote fire, resulting in a ‘‘fire deficit’’ or ‘‘fire surplus’’, respectively. In this study, we developed a model of expected area burned for the western US as a function of climate from 1984 to 2012.We then quantified departures from expected area burned to identify geographic regions with fire deficit or surplus. We developed our model of area burned as a function of several climatic variables from reference areas with low human influence; the relationship between climate and fire is strong in these areas. We then quantified the degree of fire deficit or surplus for all areas of the western US as the difference between expected (as predicted with the model) and observed area burned from 1984 to 2012. Results indicate that many forested areas in the western US experienced a fire deficit from 1984 to 2012, likely due to fire exclusion by human activities. We also found that large expanses of non-forested regions experienced a fire surplus, presumably due to introduced annual grasses and the prevalence of anthropogenic ignitions. The heterogeneity in patterns of fire deficit and surplus among ecoregions emphasizes fundamentally different ecosystem sensitivities to human influences and suggests that largescale adaptation and mitigation strategies will be necessary in order to restore and maintain resilient, healthy, and naturally functioning ecosystems

    Factors in perioperative care that determine blood loss in liver surgery

    AbstractObjectivesExcessive blood loss during liver surgery contributes to postoperative morbidity and mortality and the minimizing of blood loss improves outcomes. This study examines pre- and intraoperative factors contributing to blood loss and identifies areas for improvement.MethodsAll patients who underwent elective hepatic resection between June 2007 and June 2009 were identified. Detailed information on the pre- and perioperative clinical course was analysed. Univariate and multivariate analyses were used to identify factors associated with intraoperative blood loss.ResultsA total of 175 patients were studied, of whom 95 (54%) underwent resection of three or more segments. Median blood loss was 782ml. Greater blood loss occurred during major resections and prolonged surgery and was associated with an increase in postoperative complications (P= 0.026). Peak central venous pressure (CVP) of >10cm H2O was associated with increased blood loss (P= 0.01). Although no differences in case mix were identified, blood loss varied significantly among anaesthetists, as did intraoperative volumes of i.v. fluids and transfusion practices.ConclusionsThis study confirms a relationship between CVP and blood loss in hepatic resection. Intraoperative CVP values were higher than those described in other studies. There was variation in the intraoperative management of patients. Collaboration between surgical and anaesthesia teams is required to minimize blood loss and the standardization of intraoperative anaesthesia practice may improve outcomes following liver surgery

    [EN] Creating and Sustaining Higher-Order Thinking as part of a Quality Enhancement Plan at a US UniversityThe TH!NK initiative at North Carolina State University seeks to bridge the gap between evidence-based research on teaching and actual teaching practices in the classroom. Through this work, the culture of teaching and learning on our campus is being transformed from teacher-centered to student-centered instruction that promotes higher-order thinking across a diverse array of disciplines. Participating faculty engage in intensive faculty development; create discipline-specific classroom activities and assignments; become adept at providing students feedback on their thinking skills; and engage in a learning community to share and provide peer feedback on pedagogical innovations. The primary student learning outcome (SLO) is for students to apply critical and creative thinking skills and behaviors in the process of solving problems and addressing questions. Methods to achieve the institutional transformation include implementation of a comprehensive faculty development focused on the use of evidence-based pedagogy that promotes higher-order thinking, and rigorous outcomes assessment to provide means for continual improvement.     Diverging trends in smoking behaviours according to mental health status

    Introduction: People with mental health disorders are much more likely to smoke compared to those who do not. This study investigates recent trends in smoking behaviors among both these populations in England. Methods: We used survey responses from adults (aged 16 years and older) living in households in England who participated in the Health Survey for England from 1993 to 2011 (n = 11,300 per year on average). Linear regression was used to quantify annual changes over the time period in smoking prevalence, daily cigarette consumption, and desire to quit among respondents with and without 2 indicators of mental disorder (self-reported longstanding mental illness and recent use of psychoactive medication). Results: Among survey respondents who did not report a longstanding mental illness, there were long-term declines in smoking prevalence (−0.48% per year, 95% confidence interval [CI] = −0.56 to −0.40) and daily cigarette consumption (−0.14% per year, 95% CI = −0.17 to −0.11). Similar declines were also seen among respondents not taking psychoactive medications. However, there were no long-term changes in smoking prevalence and cigarette consumption among respondents who reported these indicators of mental disorder, although smoking prevalence among those taking psychoactive medications may have declined during the later part of the study period. Smokers both with and without the 2 indicators of mental disorder showed similar levels of desire to quit smoking. Conclusions: Smoking is largely unchanged since 1993 among those with indicators of longstanding mental disorders or recent psychoactive medication usage, although declines have been observed among those without such indicators of mental disorder

    Hepatocyte ABCA1 Deletion Impairs Liver Insulin Signaling and Lipogenesis

    Plasma membrane (PM) free cholesterol (FC) is emerging as an important modulator of signal transduction. Here, we show that hepatocyte-specific knockout (HSKO) of the cellular FC exporter, ATPbinding cassette transporter A1 (ABCA1), leads to decreased PM FC content and defective trafficking of lysosomal FC to the PM. Compared with controls, chow-fed HSKO mice had reduced hepatic (1) insulin- stimulated Akt phosphorylation, (2) activation of the lipogenic transcription factor Sterol Regulatory Element Binding Protein (SREBP)-1c, and (3) lipogenic gene expression. Consequently, Westerntype diet-fed HSKO mice were protected from steatosis. Surprisingly, HSKO mice had intact glucose metabolism; they showed normal gluconeogenic gene suppression in response to re-feeding and normal glucose and insulin tolerance. We conclude that: (1) ABCA1 maintains optimal hepatocyte PM FC, through intracellular FC trafficking, for efficient insulin signaling; and (2) hepatocyte ABCA1 deletion produces a form of selective insulin resistance so that lipogenesis is suppressed but glucose metabolism remains normal
