    Experience Levels Forcing a Change in Aviation Planning

    This theoretical article evaluates the changing dynamics caused by high turnover in aviation and how the lower level of experience impacts aeronautical companies\u27 organizational planning and partnerships. The aviation organization must adapt managerial practices and alter training capability and procedures to ensure appropriate skill levels. Without proper planning, the company will have an imbalance of skills and accept more risk to operations. The aviation organization may be unable to adapt current scheduling practices to properly prepare the aircrew for challenging situations or sufficiently train maintenance personnel. The result is a need to leverage strategic partnerships, alter management practices toward personnel development, and increase retention of mid-career aviators and maintenance technicians while developing deliberate personnel development programs

    The role of (de-)essentialisation within siting conflicts: an interdisciplinary approach

    Large-scale renewable energy and associated technologies (RET), such as high voltage power lines (HVPL), often meet opposition from the local communities living nearby. Research has suggested that one of the main aspects that might contribute to this is the fact that RET are represented as industrial and urban, and thus, as having a different essence from rural landscapes, where they are usually deployed and which are represented as natural and unspoilt. However, this 'hypothesis' of landscape essentialisation shaping people's responses to RET has not been explicitly examined. By drawing upon research from Social Psychology and Human Geography on essentialisation, we will examine if and how landscape (de-)essentialisation plays a role in people's responses to RET. Namely, by examining it as a rhetorical construction that can be strategically used to negotiate and legitimize given relations with place and associated responses to RET.Focus groups were conducted in the UK and Norway with members of local communities to be affected by the construction of HVPLs that will connect to new low carbon energy technologies. Analyses show that participants present British and Norwegian rural landscapes in general and HVPL as having two different essences, which justifies opposition to those infrastructures. However, analyses also show that essentialisation of the countryside is strategically used. Namely, participants also present the countryside in the place where they live as having more of the essence of the British or Norwegian countryside than other areas of the UK and Norway. In turn, this allows them to legitimize claims that whereas HVPL are 'out of place' in the countryside in general, they are more so in the place where they live.The implications of these results for the definition of acceptable locations for RET and for research on people-place relations and responses to place change, are discussed.info:eu-repo/semantics/acceptedVersio

    Care pathways at end-of-life for cancer decedents : registry based analyses of the living situation, healthcare utilization and costs for all cancer decedents in Norway in 2009-2013 during their last 6 months of life

    Background: Research on end-of-life care is often fragmented, focusing on one level of healthcare or on a particular patient subgroup. Our aim was to describe the complete care pathways of all cancer decedents in Norway during the last six months of life. Methods: We used six national registries linked at patient level and including all cancer decedents in Norway between 2009-2013 to describe patient use of secondary, primary-, and home- and community-based care. We described patient’s car pathway, including patients living situation, healthcare utilization, and costs. We then estimated how cancer type, individual and sociodemographic characteristics, and access to informal care influenced the care pathways. Regression models were used depending on the outcome, i.e., negative binomial (for healthcare utilization) and generalized linear models (for healthcare costs). Results: In total, 52,926 patients were included who died of lung (16%), colorectal (12%), prostate (9%), breast (6%), cervical (1%) or other (56%) cancers. On average, patients spent 123 days at home, 24 days in hospital, 16 days in short-term care and 24 days in long-term care during their last 6 months of life. Healthcare utilization increased towards end-of-life. Total costs were high (on average, NOK 379,801). 60% of the total costs were in the secondary care setting, 3% in the primary care setting, and 37% in the home- and community-based care setting. Age (total cost-range NOK 361,363-418,618) and marital status (total cost-range NOK354,100-411,047) were stronger determining factors of care pathway than cancer type (total cost-range NOK341,318- 392,655). When patients died of cancer types requiring higher amounts of secondary care (e.g., cervical cancer), there was a corresponding lower utilization of primary, and home- and community-based care, and vice versa. Conclusion: Cancer patient’s care pathways at end-of-life are more strongly associated with age and access to informal care than underlying type of cancer. More care in one care setting (e.g., the secondary care) is associated with less care in other settings (primary- and home- and community based care setting) as demonstrated by the substitution between the different levels of care in this study. Care at end-of-life should therefore not be evaluated in one healthcare level alone since this might bias results and lead to suboptimal priorities.publishedVersionPeer reviewe

    Lateral thermokarst patterns in permafrost peat plateaus in northern Norway

    Subarctic peatlands underlain by permafrost contain significant amounts of organic carbon. Our ability to quantify the evolution of such permafrost landscapes in numerical models is critical for providing robust predictions of the environmental and climatic changes to come. Yet, the accuracy of large-scale predictions has so far been hampered by small-scale physical processes that create a high spatial variability of thermal surface conditions, affecting the ground thermal regime and thus permafrost degradation patterns. In this regard, a better understanding of the small-scale interplay between microtopography and lateral fluxes of heat, water and snow can be achieved by field monitoring and process-based numerical modeling. Here, we quantify the topographic changes of the Šuoššjávri peat plateau (northern Norway) over a three-year period using drone-based repeat high-resolution photogrammetry. Our results show thermokarst degradation is concentrated on the edges of the plateau, representing 77 % of observed subsidence, while most of the inner plateau surface exhibits no detectable subsidence. Based on detailed investigation of eight zones of the plateau edge, we show that this edge degradation corresponds to an annual volume change of 0.13±0.07 m3 yr−1 per meter of retreating edge (orthogonal to the retreat direction). Using the CryoGrid3 land surface model, we show that these degradation patterns can be reproduced in a modeling framework that implements lateral redistribution of snow, subsurface water and heat, as well as ground subsidence due to melting of excess ice. By performing a sensitivity test for snow depths on the plateau under steady-state climate forcing, we obtain a threshold behavior for the start of edge degradation. Small snow depth variations (from 0 to 30 cm) result in highly different degradation behavior, from stability to fast degradation. For plateau snow depths in the range of field measurements, the simulated annual volume changes are broadly in agreement with the results of the drone survey. As snow depths are clearly correlated with ground surface temperatures, our results indicate that the approach can potentially be used to simulate climate-driven dynamics of edge degradation observed at our study site and other peat plateaus worldwide.     Local perceptions of opportunities for engagement and procedural justice in electricity transmission grid projects in Norway and the UK

The role of public engagement in processes pertaining to specific transmission line projects is an under-researched, yet important topic that this paper seeks to discuss by investigating how inhabitants perceive these processes and to what extent they find the processes just and fair. This paper addresses the participatory aspects of the planning process, as perceived by the local inhabitants in four Norway and UK cases, by using a qualitative comparative case study design. We further analyse this issue through frameworks of public engagement and procedural justice. In both countries public engagement is largely characterized by perceptions of insufficient information, and insufficient influence on the process. In sum, the findings indicate that the informants generally perceive the opportunities for involvement as insufficient and unjust. The findings are quite similar across all cases and both countries. Local inhabitants represent diverse groups who often have different levels of knowledge, time and engagement to bring to the planning process. Their requests for improved processes thus underline the serious public engagement challenges that applicants and decision-makers face.Research Council of Norwa

    Factor copula models for item response data

    Factor or conditional independence models based on copulas are proposed for multivariate discrete data such as item responses. The factor copula models have interpretations of latent maxima/minima (in comparison with latent means) and can lead to more probability in the joint upper or lower tail compared with factor models based on the discretized multivariate normal distribution (or multidimensional normal ogive model). Details on maximum likelihood estimation of parameters for the factor copula model are given, as well as analysis of the behavior of the log-likelihood. Our general methodology is illustrated with several item response data sets, and it is shown that there is a substantial improvement on existing models both conceptually and in fit to data
