    Foreign Aid Transaction Costs: What are they and when are they minimised?

    'Transaction costs' are commonly referred to in the recent literature on aid effectiveness. Aid transaction costs, however, have been neither consistently defined nor measured. This article defines aid transaction costs as all the economic costs associated with aid management that add no value to aid delivery. This enables the 'net' transaction costs that should be minimised to be identified. An analytical framework is then developed for assessing these costs. This allows the effectiveness of different aid modalities to be compared, according to the characteristics of the aid transaction. The article shows that the choice of aid modality should depend on these characteristics and, therefore, that the minimisation of transaction costs should not be an end in itself.Peer reviewe

    Unemployment insurance reform – 1991–2006 : a new balance between rights and obligations in France, Germany, Portugal and Spain

    The purpose of this article is twofold. First, focusing on unemployment insurance schemes, the article seeks to identify the development of social rights and obligations in four countries (France, Germany, Portugal and Spain), representative of the conservative regime, over the period 1991–2006. Second, the article aims to verify whether or not there was a common reform trajectory in time as well as in space, given the already known divergence over the appropriateness of classifying Mediterranean countries within the framework of a specific regime. Based on analysis of 25 legislative changes concerning entitlement and eligibility criteria, the study presents three major findings. First, the four insurance schemes reveal a new balance between (weaker) social rights and (stronger) obligations, which may indicate a trend toward a re-commodification of work. Second, Portugal adopted a specific trajectory while the Spanish reform process more closely resembled that carried out by France and Germany. Finally, two waves of reform may be identified: first, between 1991 and 1997 and justified by cost-containment concerns and, subsequently, from 2001 onwards, associated with a stronger recalibration of benefit rights

    Biodegradation kinetics of Linear Alkylbenzene Sulphonates in sea water

    This article reports the primary biodegradation kinetics of linear alkylbenzene sulphonates (LAS) in sea water from the Bay of Cadiz (South West of the Iberian Peninsula). The authors used the biodegradation test guideline proposed by the Office of Prevention, Pesticides, and Toxic Substances of the United States Environmental Protection Agency; 835.3160 “Biodegradability in sea water” in its shake flask variant. High performance liquid chromatography (HPLC) has been employed for the analysis of the surfactant material. The surfactant shows a primary biodegradation kinetic in accordance with a logistic model, the kinetic parameters t50 and lag time were calculated by means of a easy quantitative procedure introduced. Mean values of 6.15 ± 0.45 and 6.67 ± 0.6 days were obtained for t50 and lag time, respectively. These results indicate that although LAS has a high primary biodegradation rate in sea water, it biodegrades slower than in similar tests conducted in river water

    The concept of “Inclusive Growth” – a concern with the pace and pattern of growth – has become a new mantra in local economic development. Despite enthusiasm from some policymakers, others argue it is a buzzword which is changing little. This paper summarises and critiques this agenda. There are important unresolved issues with the concept of Inclusive Growth, which is conceptually fuzzy and operationally problematic, has only a limited evidence base, and reflects an overconfidence in local government’s ability to create or shape growth. Yet, while imperfect, an Inclusive Growth model is better one which simply ignores distributional concerns

    Assessing the effectiveness of Multi-Sector Partnerships to manage droughts: The case of the Jucar river basin

    [EN] South-east Spain is a drought prone area, characterized by climate variability and water scarcity. The Jucar River Basin, located in Eastern Spain, has suffered many historical droughts with significant socio-economic impacts. For nearly a hundred years, the institutional and non-institutional strategies to cope with droughts have been successful through the development of institutions and partnerships for drought management including multiple actors. In this paper, we show how the creation and institutionalisation of Multi-Sector Partnerships (MSPs) has supported the development of an efficient drought management. Furthermore, we analyze the performance of one of the suggested instruments by the partnership related to drought management in the basin. Two methodologies are used for these purposes. On one hand, the Capital Approach Framework to analyze the effectiveness of the governance processes in a particular partnership (Permanent Drought Commission), which aims to highlight the governance strength and weakness of the MSP for enhancing drought management in the Jucar River Basin. Through a dynamic analysis of the changes that the partnership has undergone over time to successfully deal with droughts, its effectiveness on drought management is demonstrated. On the other hand, an econometric approach is used to analyze the economic efficiency of the emergency drought wells as one of the key drought mitigation measures suggested by the Permanent Drought Commission and implemented. The results demonstrate the potential and efficiency of applying drought wells as mitigation measures (significant reduction of economic losses, around 50 M(sic) during the drought period, 2005-2008).We acknowledge the project ENHANCE (Grant Agreement number 308438) for the financial support to this research.
