IMF POLICIES FOR FINANCIAL CRISES PREVENTIONS IN EMERGING MARKETS
In emerging markets, policies for preventing and managing financial crises should be understood following the standard open economy macroeconomics text treatment. This, however, will prevent us from fully comprehending how to deal with these crises. To deal with financial crises in emerging markets, this paper brings about more promising theoretical tools borrowed from the interdisciplinary field of optimal policy design. It also considers the possibility that more than one market failure may occur simultaneously. The theoretical tools discussed here should serve to improve existing prevention and management policies. Admittedly, the interdisciplinary field of optimal policy design is comparatively young, thus offering scarce empirical support for disentangling competing models. Given this inability to decide upon the best possible model, we should consider at least two constraints that policy makers will deal with in the real world of financial crises. First, given that policy makers make crucial choices between parsimonious and innovative measures, this paper recommends parsimony because of the uncertainty about the true model. Second, high political implementation costs will always be present, and these are positively correlated with supranational institutional requirements. Considering issues of both parsimony and political constraints, we argue that any attempt to internationally harmonize rules and codes must be done with caution. With this framework in mind, we review some of the recent proposals about emerging markets crisis prevention. From the point of view of emerging countries and creditor countries taken as a whole, and benevolent IFIs, we conclude that promoting GDP indexed sovereign bonds is the best available proposal for crises prevention. In this paper, we leave aside the debate of the political economy or governance reform issues of the IFIs.

Determinantes del ahorro interno en Uruguay
El documento analiza los determinantes del ahorro interno en Uruguay. Por un lado, se consideran los determinantes de ahorro privado, mediante un análisis econométrico de las series anuales y trimestrales del consumo privado agregado. Por otro lado, se analiza el resultado fiscal mediante una descomposición entre factores discrecionales y no discrecionales. Se pone particular énfasis en el análisis de los efectos de dos episodios de estabilización basados en el tipo de cambio (1978-82 y 1991 en adelante) y la liberalización financiera de mediados de los años 70. Se encuentra que no se puede aceptar la hipótesis de ingreso permanente-ciclo de vida, existiendo una dependencia contemporánea entre crecimiento del consumo privado y crecimiento del ingreso que puede interpretarse como proveniente de restricciones de liquidez (de acuerdo al modelo de Campbell y Mankiw, 1989). El grado de esas restricciones de liquidez varía con el crédito bancario, pero este factor no resulta importante en los booms de consumo que acompañaron a los planes de estabilización basados en el tipo de cambio. Por otro lado, paradójicamente, no parecen haber cambios relevantes en el grado de restricciones de liquidez antes y después de la liberalización financiera.
Melting of aluminium clusters
The melting of Al clusters in the size range 49 <= N <= 62 has been studied
using two model interatomic potentials. The results for the two models are
significantly different. The glue potential exhibits a smooth relatively
featureless heat capacity curve for all sizes except for N = 54 and N = 55,
sizes at which icosahedral structures are favoured over the polytetrahedral.
Gupta heat capacity curves, instead, show a well-defined peak that is
indicative of a first-order-like transition. The differences between the two
models reflect the different ground-state structures, and neither potential is
able to reproduce or explain the size dependence of the melting transition
recently observed in experiments
The effect of HIV infection on overdose mortality
Objectives: To quantify the association of HIV infection with overdose mortality and
explore the potential mechanisms.
Design: A prospective cohort study.
Methods: A total of 1927 actively injecting drug users who were HIV seronegative at
baseline, of whom 308 later HIV seroconverted, were followed semi-annually for death
from 1988 to 2001. Survival analyses using marginal structural and standard Cox
models were used to evaluate the effect of HIV infection on the risk of overdose
mortality.
Results: Overdose death rates were higher in HIV-seropositive than HIV-seronegative
drug users: 13.9 and 5.6 per 1000 person-years, respectively (P < 0.01). The hazard
ratio (HR) was 2.54 [95% confidence interval (CI) 1.47, 4.38] for the marginal structural
model and 2.06 (95% CI 1.25, 3.38) for the standard Cox model, both adjusted for
demographics, drug injection characteristics, alcohol abuse, substance abuse treatment,
and sexual orientation. Adjusting for possible time-varying mediators (i.e. drug
use, medical conditions and healthcare access) in extended marginal structural models
reduced the effect of HIV on overdose mortality by 30% (HR 1.82, 95% CI 1.01, 3.30).
Abnormal liver function was associated with a higher risk of overdose mortality (HR
2.00, 95% CI 1.05, 3.84); adjustment for this further reduced the effect of HIV on
overdose mortality.
Conclusion: HIV infection was associated with a higher risk of overdose mortality.
Drug use behavior, systematic disease and liver damage associated with HIV infection
appeared to account for a substantial portion of this association. The data suggest a

Controlling crystallization and its absence: Proteins, colloids and patchy models
The ability to control the crystallization behaviour (including its absence)
of particles, be they biomolecules such as globular proteins, inorganic
colloids, nanoparticles, or metal atoms in an alloy, is of both fundamental and
technological importance. Much can be learnt from the exquisite control that
biological systems exert over the behaviour of proteins, where protein
crystallization and aggregation are generally suppressed, but where in
particular instances complex crystalline assemblies can be formed that have a
functional purpose. We also explore the insights that can be obtained from
computational modelling, focussing on the subtle interplay between the
interparticle interactions, the preferred local order and the resulting
crystallization kinetics. In particular, we highlight the role played by
``frustration'', where there is an incompatibility between the preferred local
order and the global crystalline order, using examples from atomic glass
formers and model anisotropic particles.Comment: 11 pages, 7 figure
Phase behaviour and gravity-directed self assembly of hard convex spherical caps
We investigate the phase behaviour and self-assembly of convex spherical caps using Monte Carlo simulations. This model is used to represent the main features observed in experimental colloidal particles with mushroom-cap shape [Riley et al., Langmuir, 2010, 26, 1648]. The geometry of this non-centrosymmetric convex model is fully characterized by the aspect ratio χ∗ defined as the spherical cap height to diameter ratio. We use NPT Monte Carlo simulations combined with free energy calculations to determine the most stable crystal structures and the phase behaviour of convex spherical caps with different aspect ratios. We find a variety of crystal structures at each aspect ratio, including plastic and dimer-based crystals; small differences in chemical potential between the structures with similar morphology suggest that convex spherical caps have the tendency to form polycrystalline phases rather than crystallising into a single uniform structure. With the exception of plastic crystals observed at large aspect ratios (χ∗ > 0.75), crystallisation kinetics seem to be too slow, hindering the spontaneous formation of ordered structures. As an alternative, we also present a study of directing the self-assembly of convex spherical caps via sedimentation onto solid substrates. This study contributes to show how small changes to particle shape can significantly alter the self-assembly of crystal structures, and how a simple gravity field and a template can substantially enhance the process

Efectos fiscales de la reforma de la seguridad social en Uruguay

Uruguay realizó una reforma estructural en su sistema de previsión social en 1996. Se introdujo un sistema mixto, con un pilar de reparto administrado por el estado y un pilar de capitalización individual con fondos administrados por empresas. La afiliación al sistema fue obligatoria para todos los menores de 40 años cubiertos por el Banco de Previsión Social (BPS);. Sólo aportan al pilar de capitalización los individuos de altos ingresos, mientras que los de bajos ingresos tienen la opción de contribuir a ese pilar. Quienes ejerzan esa opción tienen un premio en la prestación del pilar de reparto. Simultáneamente, se introdujeron cambios importantes en los parámetros del sistema de reparto sobreviviente, básicamente aumentando la edad mínima de retiro femenina y disminuyendo las tasas de reemplazo.
Las principales especificidades de la reforma uruguaya son: a); que el pilar de reparto continúa siendo el más importante desde el punto de vista de la cobertura, las contribuciones y las prestaciones, aún después de alcanzada la madurez del nuevo sistema; b); que dentro de las administradoras de fondos existe una de propiedad estatal, que, además, ha captado la mayor parte de las afiliaciones; y c); que no dio lugar a ningún tipo de reconocimiento de deuda a los afiliados.
En este trabajo se realizan proyecciones de los ingresos, egresos y resultados financieros del BPS, con y sin pago de intereses, para el período 1996-2050. Estos cálculos se basan en un modelo que simula la trayectoria de 840 individuos representativos. Las proyecciones se realizan para diversos escenarios de crecimiento económico y de tasa de interés. Como ello se hace tanto para situación de reforma como para la hipótesis de ausencia de reforma, se puede medir el efecto de la reforma sobre esas variables. Asimismo, se estima la deuda implícita en el viejo sistema en 1996.
Las estimaciones muestran que el resultado fiscal primario se reduce a largo plazo en 2,1% del PBI, independientemente de la trayectoria del PBI per cápita. Esto se logra reduciendo el gasto en prestaciones del pilar de reparto en aproximadamente 5,7% del PBI, que se contrarresta, en parte, con el desvío de contribuciones hacia el pilar de capitalización en alrededor de 3,5% del PBI. A corto y mediano plazo, en cambio, el déficit primario aumenta entre 1,6% y 1,8% del PBI, tanto por la reducción de las contribuciones al pilar de reparto como por un aumento de las prestaciones. El resultado fiscal total, incluyendo los intereses pagados por la financiación del déficit primario, es altamente sensible a las hipótesis sobre crecimiento y tasas de interés. No obstante, el efecto de la reforma es, en la mayoría de los escenarios, el de contraer el déficit a largo plazo entre 0,5 y 2% del PBI
