Una aproximación a la información para la empresa desde las organizaciones públicas y privadas de Extremadura

La información y el conocimiento son activos esenciales en la gestión empresarial. En este contexto distintas organizaciones, tanto públicas como privadas, han venido desempeñando un papel muy importante ya que se han convertido en proveedoras de información para las empresas de su entorno. Así, organizaciones muy diversas, como la Administración Central, Administraciones regionales, cámaras de comercio y organizaciones empresariales, entre otras, han establecido estructuras informativas con el objetivo de fortalecer el proceso decisorio en las empresas. En este trabajo se presentan las iniciativas más importantes que en esta materia se han puesto en marcha en Extremadura. Nos referimos a la Administración regional en el sector agrario e industrial (aunque en el ámbito agrario nos remontamos a los años cincuenta del siglo XX con el Servicio de Extensión Agraria), a las cámaras de comercio, a diversos centros europeos establecidos en la región y a las organizaciones que defienden los intereses de los empresarios.Information and knowledge are essential assets in business administration. Various organizations — both public and private— have been playing a very important role in this context, having become information providers for the companies in their environment. Quite diverse organizations, including the Central Administration, Regional Administrations, Chambers of Commerce, and business organizations, inter al., have set up information providing structures with the aim of strengthening companies’ decision processes. We here present the most important initiatives in this area that have been undertaken in Extremadura. In particular, we refer to the Regional Administration in the agrarian and industrial sectors (although in the agrarian sector this goes back to the 1950s with the Agricultural Extension Service), to the Chambers of Commerce, to various European centres set up in the Region, and to organizations that act in defence of the interests of entrepreneurs

La información para la empresa y el sistema de i+d+i: el caso de la región valenciana

La gestión de la información en la empresa no ha tenido apenas cabida en los planes de estudio de Documentación en España, apenas significa algo en la investigación que se realiza dentro del área de Documentación y tampoco existe una conciencia generalizada de las posibilidades laborales que representa. Sin embargo, la asunción de la información como un recurso de primer orden en el mundo económico y empresarial, ha dado lugar a la aparición de una disciplina como la Inteligencia Competitiva dispuesta a solventar los problemas informativos y a reducir la incertidumbre que muchas veces rodea a la empresa. Este trabajo, después de describir brevemente el sistema español de Ciencia, Tecnología y Sociedad, la estructura empresarial valenciana y su cultura empresarial, se adentra en dos de los ejes del sistema soporte a la I+D+i de la Comunidad valenciana a través de sus sistemas de información para la empresa: el IMPIVA, como agencia regional de fomento de la innovación, y la red de centros tecnológicos de dicha región. Entendemos que estas estructuras sirven de soporte al proceso de toma de decisiones en cuestiones que afectan a muy diversos departamentos de las empresas.Not only has the field of corporate information management been almost entirely neglected in Spain's LIS curricula and had hardly any echo in its LIS research, but there is widespread unawareness of the job opportunities that it represents. Nonetheless, the acceptance by the business and economics world of information as a resource of prime importance has led to the emergence of the discipline of Competitive Intelligence aimed at resolving the problems of information, and reducing the uncertainty that companies often find themselves surrounded by. After a brief description of the Spanish system of Science, Technology and Society, and of the corporate structure and enterprise culture of Valencia, the work focuses on two of the axes of the R & D & I support system of the Valencia Autonomous Community through its information systems for companies: the Regional agency for the promotion of innovation, Impiva, and the Region's network of technology centres. These structures are seen to provide support for the decision-making process on issues that affect many different corporate departments

Electronic administration in Spain: from its beginnings to the present

This study presents the basic lines of electronic administration in Spain. The complexity of the Spanish political-administrative system makes such a study challenging, in view of the considerable degree of autonomy and competences of the regional administrative bodies and local agencies with respect to the central government, the former being more visible in the 17 regions of Spain. Nonetheless, the central government maintains a series of legal instruments that allow a certain common framework of action to be imposed, aside from what is put into effect through diverse programs aimed precisely to develop common tools for the regions and municipalities of Spain. After an introduction that provides some necessary background, this study describes the legislative framework in which Spain's electronic administrative system has developed. The data included in the study refer to investment in information and communication technologies (ICT) and the services offered by the different Administrations on the internet; internet access by citizens, homes, businesses, and employees, as well as the interactivity existing with administrations by means of the internet; the origins and rise of various political initiatives of the Central Government involving electronic administration; and finally, the situation of civil service personnel, as catalysts of the success of Information Society in the Public Administration within Spain

Parliamentary information in regional parliaments in Spain: evaluation of web presence and social media sites

Desde la aparición de Internet y del World Wide Web los parlamentos han encontrado un cauce eficaz para llegar a los ciudadanos lo que se ha visto aumentado por la Web 2.0 y los nuevos medios sociales que han auspiciado una mayor comunicación con el exterior. Este trabajo presenta un estudio realizado a los parlamentos autonómicos españoles a través de la aplicación de dos recomendaciones de la Unión Interparlamentaria (UIP): las Directrices para sitios web parlamentarios y las Directrices para el uso de los medios sociales de comunicación por los parlamentos. El estudio se ha llevado a cabo a través de un cuestionario basado en dichas recomendaciones y los datos se han extraído por observación en las páginas web.Since the advent of the Internet and the World Wide Web, parliaments have found them to be an effective channel through which to reach citizens. This has been enhanced by the so-called Web 2.0 with its new social media that have facilitated more communication with the outside. This paper presents a study applied to Spain's Autonomous Community (regional) parliaments with the implementation of two recommendations of the Inter-Parliamentary Union (IPU): Guidelines for Parliamentary Websites, and Guidelines for the Use of Social Communication Media by Parliaments. IWETEL: foro electrónico para los profesionales de la Documentación

This paper informs the Spanish information and documentation professionals on a new tool called IweTel. It is the first permanent electronic communication teleconference in Spain on Information and Documentation. Launched in November 1993 by the journal INFORMATION WORLD EN ESPAÑOL, IweTel is supported by Swets & Zeitlinger, an editorial and subscription management company based in the Netherlands. The technical infrastructure is provided by SPRITEL, a telematic network of value-added services. IweTel is a discussion forum in which participants place their messages in a common mailbox, which is accessible to all service users. To participate online in the forum users connect to Euskom, the SPRITEL email and teleconference system, through Internet, X.25 or Switched Telephone Network. Moreover, the conference has an associated listserv email that can deliver messages via the Internet to any mailbox anywhere in the world. In IweTel there are discussions on a variety of topics: news about databases, experience with the CD-ROM, networks, library automation packages, curricula, scanning documents, status of information professionals, meetings, seminars, conferences, jobs, or any other kind of personal reflection on our work area. The following pages describe the operation and development of this teleconference during their first months of life. According to the authors, this type of service can be an important stimulus to facilitate electronic communication within the Spanish information and documentation community. Política de información en las administraciones de la comunidad autónoma de La Rioja

Spain’s Public Administrations have come to regard information as an indispensable resource that they need to manage. Since the second half of the 1990s, most of the regional governments have approved different modernization plans which tacitly or explicitly refer to information management in setting out processes of internal administrative reorganization and of information dissemination to their citizens. The present work is structured into two parts. The first reviews the main modernization policy plans put into effect by the La Rioja Regional Government . the Modernization Plan of the Autonomous Government (1995-1999), the Strategic Quality Plan of the La Rioja Government (2000), the Strategic Plan for the Knowledge Society (2000), and the Directive Plan of the La Rioja Foundation for the Knowledge Society. It also mentions some of the normative regulations issued by the Regional Government. The second is centred on a study of the evolutionary process of the set of town councils of La Rioja from 1997 to 2002. This study forms part of a wider study that has analyzed the penetration of the Internet as a tool for the town councils of all of Spain in providing corporative information servicesLas Administraciones Públicas españolas han asumido que la información es un recurso indispensable que deben gestionar. Los gobiernos regionales han aprobado en su mayoría, desde la segunda mitad de los años noventa, diferentes planes de modernización en los que se hace referencia de manera tácita y explícita a la gestión de información, al plantear procesos de reorganización administrativa interna y procesos de difusión de información a los ciudadanos. El presente trabajo se estructura en dos partes. Characterization of wind-blown sediment transport with height in a highly mobile dune (SW Spain)

The Valdevaqueros dune is located at one of the windiest points of Europe, where the frequent occurrence of strong easterly winds has generated a highly mobile dune. Several rotating cup anemometers in vertical array and a self-designed vertical sand trap, were placed to retain the drift sands at different heights over the surface in order to determine theoretical and actual sand transport rates in the Valdevaqueros dune system. General results show that 90% of the wind-blown sand is transported within the first 20cm above the dune crest surface. Theoretical transport rates based on different empirical formulae were 0.33 to 0.78 times the in-situ sand transport rate detected, which was 2.08·10-2kgm-1s-1 under moderate wind power (mean speed ranging from 8.4 to 17.9ms-1). Analysis of different statistical grain-size parameters helped to understand sand transport distribution at different heights

Evolución del mercado de la información electrónica: desde los orígenes hasta el auge del sector infomediario

Currently there is much talk about the so-called infomediary sector. This sector of the digital content industry has grown thanks to recent legal texts regulating the re-use of a portion of the information generated by the public sector. If we look at the list of firms in this sector, we see that many come from what has been known for decades as the electronic information industry. This paper describes the origin and development of this industry, both globally and within the Spanish context. It analyzes the processes and organizations that have helped to lay the foundations of this infomediary sector. When conducting this study we discovered very different trajectories and dynamics depending on which geographical areas are analyzed.En la actualidad se habla de la existencia del denominado sector infomediario, un segmento de la industria de los contenidos digitales cuyo crecimiento ha sido propiciado por los recientes textos legales que regulan la reutilización de una parte de la información generada por el sector público. Si se analiza el listado de empresas que componen este sector se observa que muchas de ellas proceden de lo que se ha conocido desde hace décadas con el nombre de industria de la información electrónica. En este artículo se analiza el nacimiento y desarrollo de esa industria, tanto a escala mundial como dentro del contexto español, para evaluar cuáles han sido los procesos y organizaciones que han servido para facilitar que se pongan las bases del llamado sector infomediario. Gestión de la información administrativa de las administraciones locales españolas en internet: presencia institucional en la red

Considered as an information system, the Web has allowed new citizen-targeted information services to be created. This new reality has meant a change in both the information disseminating uses of the administrations and the relationships that citizens have with the Administration. We focus on the evolution of the institutional presence on the Web of the Townhalls of Spain, by comparing the data for 1997, 1998, 1999 and 2000. We present a template for the design of information servers in Spain’s local Administrations (City Council), and various tables that serve as a snapshot of the status of the presence of the Townhalls of Spain on the Internet in these four years.La web, considerada como sistema de información, ha permitido crear nuevos servicios de información hacia el ciudadano. Esta realidad ha supuesto un cambio, tanto en los usos informativos de las administraciones, como en las relaciones que los ciudadanos tienen con la Administración.
