    Determination of minimum CFRP pre-stress levels for fatigue crack prevention in retrofitted metallic beams

    The majority of fatigue strengthening studies focus on reducing propagation rates of existing cracks, ignoring the crack initiation stage. Many existing metallic bridge members however do not contain existing cracks, but rather are nearing their design fatigue life. Limited research exists on the prevention of crack initiation using carbon fiber reinforced polymer (CFRP) materials. In this paper, constant life diagrams (CLDs) are used to determine the minimum level of CFRP pre-stress required to indefinitely extend the fatigue life of existing metallic beams. It is shown that by applying a compressive force to an existing fatigue-susceptible detail using pre-stressed CFRP plates, the mean stress level can be reduced such that the detail is shifted from the 'finite life' regime to the 'infinite life' regime. The proposed fatigue strengthening approach is advantageous particularly when the stress history from the prior traffic loadings is not known. To validate the proposed method, a pre-stressed un-bonded CFRP reinforcement system is introduced and tested on four metallic beams. The proposed un-bonded CFRP system is advantageous over traditional bonded CFRP systems as it can be applied to rough or obstructed surfaces (surfaces containing rivet heads or corrosion pitting for example). Additionally, the new un-bonded CFRP system offers a fast on-site installation (no glue and surface preparation are required) and an adaptive pre-stress level. Experimental results show that strengthening using pre-stressed CFRP plates are capable of shifting the working stresses from a finite fatigue-life zone to an infinite fatigue-life zone preventing crack initiation. Although according to many structural standards, the stress range is the main parameter that affects the fatigue life of a metallic detail, the results of this study clearly show that the mean stress level also plays a significant rule in the detail fatigue life. Based on the proposed CLD approach in this paper, the combined effects of the stress range and mean stress level can be taken into account for prediction of fatigue life of metallic members.     Signature Change in Noncommutative FRW Cosmology

    The conditions for which the no boundary proposal may have a classical realization of a continuous change of signature, are investigated for a cosmological model described by FRW metric coupled with a self interacting scalar field, having a noncommutative phase space of dynamical variables. The model is then quantized and a good correspondence is shown between the classical and quantum cosmology indicating that the noncommutativity does not destruct the classical-quantum correspondence. It is also shown that the quantum cosmology supports a signature transition where the bare cosmological constant takes a vast continuous spectrum of negative values. The bounds of bare cosmological constant are limited by the values of noncommutative parameters.     Design criterion for fatigue strengthening of riveted beams in a 120-year-old railway metallic bridge using pre-stressed CFRP plates

    This study presents a design criterion developed for fatigue strengthening of a 120-year-old metallic railway bridge in Switzerland and presents a pre-stressed un-bonded reinforcement (PUR) system developed to apply the strengthening. The PUR system uses carbon fiber reinforced polymer (CFRP) plates; however, unlike conventional pre-stressed CFRP reinforcement methods, preparation of the existing metallic bridge surface is not required. This decreases the time required for on-site strengthening procedures. The principle of the constant life diagram (CLD) and two fatigue failure criteria (Johnson and Goodman) are described. Analytical formulations are developed based on the CLD method to determine the minimum CFRP pre-stress level required to prevent fatigue crack initiation. The PUR system uses an applied pre-stress force to reduce the mean stress level (and stress ratio) to shift an existing fatigue-susceptible metallic detail from the 'at risk' finite life regime to the 'safe' infinite life regime. The applied CLD method is particularly valuable when the stress history of the detail is not known and it is difficult to assess the remaining fatigue life. Moreover, it is shown that the currently adopted approach in many structural codes which emphasizes stress range as the dominant parameter influencing fatigue life are non-conservative for tension-tension stress patterns (i.e., stress ratios of 0 < R < 1). Analyses show that the modified Johnson formula accurately reflects the combined effect of stress range, mean stress level, and material properties, and offers a relatively easy design procedure. Details of a retrofit field application on members of a riveted wrought iron railway bridge are given. A wireless sensor network (WSN) system is used for long-term monitoring of the on-site CFRP stress levels and temperature of the retrofitted details. WSN measurements indicate that increases in ambient temperature result in increased CFRP pre-stress levels. © 2014 Elsevier Ltd. All rights reserved

    Digital outpatient health solutions as a vehicle to improve healthcare sustainability-a United Kingdom focused policy and practice perspective

    Introduction: In the midst of a global climate emergency and with health care systems across the world facing extreme pressure, interest in digital approaches as a potential part-solution to these challenges has increased rapidly. The evidence base to support the role that digitalization can play in moving towards more sustainable models of healthcare is growing, as is the awareness of this key area of healthcare reform amongst policy makers, clinicians and the public. Method and Results: In this policy and practice review we explore four domains of healthcare sustainability-environmental, economic, and patient and clinician, delineating the potential impact that digitally enabled healthcare can have on each area. Real-world examples are provided to illustrate the impact individual digital interventions can have on each pillar of sustainability and demonstrate the scale of the potential benefits which can be achieved. Discussion: Digitally enabled healthcare solutions present an approach which offer numerous benefits, including environmental sustainability, economic benefits, and improved patient experience. There are also potential drawbacks such as the risk of digital exclusion and the need for integration with existing technology platforms. Overall, it is essential to strike a balance between the benefits and potential drawbacks of digital healthcare solutions to ensure that they are equitable, effective, and sustainable

    Intestinal protozoa in domestic cats (Carnivora: Felidae, felis catus) in northwestern iran: A cross-sectional study with prevalent of microsporidian and coccidian parasites

    Background: In this study, some microsporidial and coccidian parasites were isolated from 103 domestic cats in the Meshkin Shahr area, northwestern Iran during the Jun 2014 to Jun 2015, and their genera were identified using parasitologicamethods with emphasis on their zoonotic importance. Methods: One hundred and three fecal samples of domestic cats were collected and preserved in formalin (10) and conserved in phosphate buffer saline solution, finally examined by microscopy after formalin-ether concentration and specific staining. Preservation in dichromate potassium (2.5) was performed for all coccidian positive samples and then sporulated coccidian oocysts were investigated. Results: The detected parasites were Isospora spp. 6/103(5.8). Microsporidian spores were identified in 46/103 (44.6) of all samples post-stained by the aniline blue staining method. Conclusion: Microsporidial infections were more prevalent in domestic cats. Further studies are needed in the identification of microsporidial spores isolated from infected cats. © 2019, Tehran University of Medical Sciences (TUMS). All rights reserved

    Updated European Consensus Statement on diagnosis and treatment of adult ADHD

    Background Attention-deficit/hyperactivity disorder (ADHD) is among the most common psychiatric disorders of childhood that often persists into adulthood and old age. Yet ADHD is currently underdiagnosed and undertreated in many European countries, leading to chronicity of symptoms and impairment, due to lack of, or ineffective treatment, and higher costs of illness. Methods The European Network Adult ADHD and the Section for Neurodevelopmental Disorders Across the Lifespan (NDAL) of the European Psychiatric Association (EPA), aim to increase awareness and knowledge of adult ADHD in and outside Europe. This Updated European Consensus Statement aims to support clinicians with research evidence and clinical experience from 63 experts of European and other countries in which ADHD in adults is recognized and treated. Results Besides reviewing the latest research on prevalence, persistence, genetics and neurobiology of ADHD, three major questions are addressed: (1) What is the clinical picture of ADHD in adults? (2) How should ADHD be properly diagnosed in adults? (3) How should adult ADHDbe effectively treated? Conclusions ADHD often presents as a lifelong impairing condition. The stigma surrounding ADHD, mainly due to lack of knowledge, increases the suffering of patients. Education on the lifespan perspective, diagnostic assessment, and treatment of ADHD must increase for students of general and mental health, and for psychiatry professionals. Instruments for screening and diagnosis of ADHD in adults are available, as are effective evidence-based treatments for ADHD and its negative outcomes.     Fashioning Entitlements: A Comparative Law and Economic Analysis of the Judicial Role in Environmental Centralization in the U.S. and Europe

    This paper identifies and evaluates, from an economic point of view, the role of the judiciary the steady shift of environmental regulatory authority to higher, more centralized levels of government in both the U.S. and Europe. We supply both a positive analysis of how the decisions made by judges have affected the incentives of both private and public actors to pollute the natural environment, and normative answers to the question of whether judges have acted so as to create incentives that move levels of pollution in an efficient direction, toward their optimal, cost-minimizing (or net-benefit-maximizing) levels. Highlights of the analysis include the following points: 1) Industrial-era local (state or national) legislation awarding entitlements to pollute was almost certainly inefficient due to a fundamental economic obstacle faced by those who suffer harm from the over-pollution of publicly owned natural resources: the inability to monetize and credibly commit to repay the future economic value of reducing pollution. 2) When industrial era pollution spilled across state lines in the US, the federal courts, in particular the Supreme Court, fashioned a federal common law of interstate nuisance that set up essentially the same sort of blurry, uncertain entitlements to pollute or be free of pollution that had been created by the state courts in resolving local pollution disputes. We argue that for the typical pollution problem, a legal regime of blurry interstate entitlements - with neither jurisdiction having a clear right either to pollute or be free of pollution from the other - is likely to generate efficient incentives for interjursidictional bargaining, even despite the public choice problems besetting majority-rule government. Interestingly, a very similar system of de facto entitlements arose and often stimulated interjursidictional bargaining in Europe as well as in the U.S. 3) The US federal courts have generally interpreted the federal environmental statutes in ways that give clear primacy to federal regulators. Through such judicial interpretation, state and local regulators face a continuing risk of having their decisions overridden by federal regulators. This reduces the incentives for regulatory innovation at the state and local level. Judicial authorization of federal overrides has thus weakened the economic rationale for cooperative federalism suggested by economic models of principal-agent relationships. As a result of the principle of attribution, there is less risk in Europe that (like in the US) courts would enlarge the federal purview and thereby limit the powers of the Member States. Despite this principle, the power of the European bureaucracy (that is, the European Commission) has steadily increased and led to a steady shift of environmental regulatory competencies to the European level. This shift is only sometimes normatively desirable, and yet there is little that the ECJ can or will do to slow it

    Pyrosequencing to determine the influence of fallow period on soil microbial communities in the Bolivian highlands

    In the Bolivian highlands (Altiplano; approx. 4000 masl), traditional fallow periods are being shortened in an effort to increase short-term crop yields, which may be at the expense of soil quality and plant health. Using 454-pyrosequencing and DNA-tagging, we characterized the response of the microbial community to (1) the length of fallow period and (2) the presence of Parasthrephia sp. and Baccharis sp. (both locally known as „Thola‟), considered beneficial to the maintenance of soil health in fallow fields in this region. The two study regions, Umala and Ancoraimes, differ in their soil characteristics, which may be a fundamental reason for the inherent differences in regional management practices. Soils in Ancoraimes have higher levels of organic matter, nitrogen and other macronutrients, which supported more diverse fungal communities (P<0.001). The presence of Thola after ten years of fallow had a positive effect on soil fungal diversity. Unexpectedly, the longer fallow periods were associated with lower fungal richness and diversity, perhaps because some fields with longer fallow periods were perceived by managers to have lower quality soils. Analyses of bacterial communities and fungal community composition are underway. Our results suggest that the drivers of microbial richness may be more complex than predicted by fallow period alone, and that plant cover may be important in conserving microbial communities

    Early-Season Soil Waterlogging and N Fertilizer Sources Impacts on Corn N Uptake and Apparent N Recovery Efficiency

    Soil waterlogging resulting from extreme precipitation events creates anaerobic conditions that may inhibit plant growth and increase N losses. A three-year (2013&ndash;2015) field experiment was conducted in poorly-drained claypan soils to assess the effects of waterlogging [0 or 7-days waterlogging at V3 growth stage of corn (Zea mays L.)] and pre-plant application of different N fertilizer sources and post-waterlogging rescue N application (0 or 84 kg N ha&minus;1 of urea plus urease inhibitor (NCU + UI) at V7) on chlorophyll SPAD meter (CM) readings, stomatal conductance, ear leaf and silage N concentrations, N uptake and apparent N recovery efficiency (ARE) of two corn hybrids with varying amounts of flood tolerance. Pre-plant N fertilizer sources included a non-treated control (CO), urea (NCU), urea plus nitrification inhibitor (NCU + NI) and polymer coated urea (PCU) applied at 168 kg N ha&minus;1. In 7-days waterlogged plots, rescue N applications increased N uptake in PCU treatments 33% and 40% in 2013 and 2014, respectively, as well as in NCU by 48% in 2013. In 7-days waterlogged plots which received rescue N applications, NCU and PCU in 2013 resulted in higher N uptake than CO and NCU + NI by 47 to 77 kg ha&minus;1. PCU had higher N uptake than NCU and NCU + NI by 78 and 72 kg ha&minus;1 in 7-days waterlogged plots that received rescue N applications in 2014. Corn hybrid showed no differences in N uptake and ARE in our study. Our results indicate combining pre-plant N fertilizer source selection and rescue N applications may be a strategy to reduce possible decreases in corn N uptake caused by early season soil waterlogging in average rainfall years
