    On the difference between proton and neutron spin-orbit splittings in nuclei

    The latest experimental data on nuclei at 132^{132}Sn permit us for the first time to determine the spin-orbit splittings of neutrons and protons in identical orbits in this neutron-rich doubly-magic region and compare the case to that of 208^{208}Pb. Using the new results, which are now consistent for the two neutron-rich doubly magic regions, a theoretical analysis defines the isotopic dependence of the mean field spin-orbit potential and leads to a simple explicit expression for the difference between the spin-orbit splittings of neutrons and protons.     An 826 MOPS, 210 uW/MHz Unum ALU in 65 nm

    To overcome the limitations of conventional floating-point number formats, an interval arithmetic and variable-width storage format called universal number (unum) has been recently introduced. This paper presents the first (to the best of our knowledge) silicon implementation measurements of an application-specific integrated circuit (ASIC) for unum floating-point arithmetic. The designed chip includes a 128-bit wide unum arithmetic unit to execute additions and subtractions, while also supporting lossless (for intermediate results) and lossy (for external data movements) compression units to exploit the memory usage reduction potential of the unum format. Our chip, fabricated in a 65 nm CMOS process, achieves a maximum clock frequency of 413 MHz at 1.2 V with an average measured power of 210 uW/MHz

    Changes in U.S. family finances from 2004 to 2007: evidence from the Survey of Consumer Finances

    The Federal Reserve Board's Survey of Consumer Finances for 2007 provides insights into changes in family income and net worth since the 2004 survey. The survey shows that, over the 2004-07 period, the median value of real (inflation-adjusted) family income before taxes was little changed, while mean income climbed 8.5 percent. Unlike family income over this period, both median and mean net worth increased; the median rose 17.7 percent, and the mean rose 13.0 percent.     Multi-variable translation equation which arises from homothety

    In many regular cases, there exists a (properly defined) limit of iterations of a function in several real variables, and this limit satisfies the functional equation (1-z)f(x)=f(f(xz)(1-z)/z); here z is a scalar and x is a vector. This is a special case of a well-known translation equation. In this paper we present a complete solution to this functional equation in case f is a continuous function on a single point compactification of a 2-dimensional real vector space. It appears that, up to conjugation by a homogeneous continuous function, there are exactly four solutions.     Nuclear structure of Ac-231

    The low-energy structure of 231Ac has been investigated by means of gamma ray spectroscopy following the beta-decay of 231Ra. Multipolarities of 28 transitions have been established by measuring conversion electrons with a mini-orange electron spectrometer. The decay scheme of 231Ra --> 231Ac has been constructed for the first time. The Advanced Time Delayed beta-gamma-gamma(t) method has been used to measure the half-lives of five levels. The moderately fast B(E1) transition rates derived suggest that the octupole effects, albeit weak, are still present in this exotic nucleus

    Jacobi's Principle and the Disappearance of Time

    Jacobi's action principle is known to lead to a problem of time. For example, the timelessness of the Wheeler-DeWitt equation can be seen as resulting from using Jacobi's principle to define the dynamics of 3-geometries through superspace. In addition, using Jacobi's principle for non-relativistic particles is equivalent classically to Newton's theory but leads to a time-independent Schrodinger equation upon Dirac quantization. In this paper, we study the mechanism for the disappearance of time as a result of using Jacobi's principle in these simple particle models. We find that the path integral quantization very clearly elucidates the physical mechanism for the timeless of the quantum theory as well as the emergence of duration at the classical level. Physically, this is the result of a superposition of clocks which occurs in the quantum theory due to a sum over all histories. Mathematically, the timelessness is related to how the gauge fixing functions impose the boundary conditions in the path integral.Comment: Published version.     General Relativistic versus Newtonian: a universality in radiation hydrodynamics

    We compare Newtonian and general relativistic descriptions of the stationary accretion of self-gravitating fluids onto compact bodies. Spherical symmetry and thin gas approximation are assumed. Luminosity depends, amongst other factors, on the temperature and the contribution of gas to the total mass, in both -- general relativistic (LGRL_{GR}) and Newtonian (LNL_N) -- models. We discover a remarkable universal behaviour for transonic flows: the ratio of respective luminosities LGR/LNL_{GR}/L_N is independent of the fractional mass of the gas and depends on asymptotic temperature. It is close to 1 in the regime of low asymptotic temperatures and can grow by one order of magnitude for high temperatures. These conclusions are valid for a wide range of polytropic equations of state.Comment: 8 pages, 4 figure

    Heat exposure and resilience planning in Atlanta, Georgia

    The City of Atlanta, Georgia, is a fast-growing urban area with substantial economic and racial inequalities, subject to the impacts of climate change and intensifying heat extremes. Here, we analyze the magnitude, distribution, and predictors of heat exposure across the City of Atlanta, within the boundaries of Fulton County. Additionally, we evaluate the extent to which identified heat exposure is addressed in Atlanta climate resilience governance. First, land surface temperature (LST) was mapped to identify the spatial patterns of heat exposure and potential socioeconomic and biophysical predictors of heat exposure were assessed. Second, government and city planning documents and policies were analyzed to assess whether the identified heat exposure risks are addressed in Atlanta climate resilience planning. The average LST of Atlanta’s 305 block groups ranges from 23.7 °C (low heat exposure) in vegetated areas to 31.5 °C (high heat exposure) in developed areas across 13 summer days used to evaluate the spatial patterns of heat exposure (June-August, 2013-2019). In contrast to nationwide patterns, census block groups with larger historically marginalized populations (predominantly Black, less education, lower income) outside of Atlanta’s urban core display weaker relationships with LST (slopes ≈ 0) and are among the cooler regions of the city. Climate governance analysis revealed that although there are few strategies for heat resilience in Atlanta (n=12), the majority are focused on the city’s warmest region, the urban core, characterized by the city’s largest extent of impervious surface. These strategies prioritize protecting and expanding the city’s urban tree canopy, which has kept most of Atlanta’s marginalized communities under lower levels of outdoor heat exposure. Such a tree canopy can serve as an example of heat resilience for many cities across the United States and the globe

    First decay study of the very neutron-rich isotope Br-93

    The decay of the mass-separated, very neutron-rich isotope Br-93 has been studied by gamma-spectroscopy. A level scheme of its daughter Kr-93 has been constructed. Level energies, gamma-ray branching ratios and multipolarities suggest spins and parities which are in accord with a smooth systematics of the N=57 isotones for Z less-equal 40, suggesting the N=56 shell closure still to be effective in Kr isotopes.
