The Rise of the Resilient Local Authority?
The term resilience is increasingly being utilised within the study of public policy to depict how individuals, communities and organisations can adapt, cope, and âbounce backâ when faced with external shocks such as climate change, economic recession and cuts in public expenditure. In focussing on the local dimensions of the resilience debate, this article argues that the term can provide useful insights into how the challenges facing local authorities in the UK can be reformulated and reinterpreted. The article also distinguishes between resilience as ârecoveryâ and resilience as âtransformationâ, with the latter's focus on âbouncing forwardâ from external shocks seen as offering a more radical framework within which the opportunities for local innovation and creativity can be assessed and explained. While also acknowledging some of the weaknesses of the resilience debate, the dangers of conceptual âstretchingâ, and the extent of local vulnerabilities, the article highlights a range of examples where local authorities â and crucially, local communities â have enhanced their adaptive capacity, within existing powers and responsibilities. From this viewpoint, some of the barriers to the development of resilient local government are not insurmountable, and can be overcome by âdigging deepâ to draw upon existing resources and capabilities, promoting a strategic approach to risk, exhibiting greater ambition and imagination, and creating space for local communities to develop their own resilience
Algorithms for crime prediction in smart cities through data mining
The concentration of police resources in conflict zones contributes to the reduction of crime in the region and the optimization of those resources. This paper presents the use of regression techniques to predict the number of criminal acts in Colombian municipalities. To this end, a set of data was generated merging the data from the Guardia Civil with public data on the demographic structure and voting trends in the municipalities. The best regressor obtained (Random Forests) achieves a RRSE (Root Relative Squared Error) of 40.12% and opens the way to keep incorporating public data of another type with greater predictive power. In addition, M5Rules were used to interpret the results
Enhancing Energy Production with Exascale HPC Methods
High Performance Computing (HPC) resources have become the key actor for achieving more ambitious challenges in many disciplines. In this step beyond, an explosion on the available parallelism and the use of special purpose
processors are crucial. With such a goal, the HPC4E project applies new exascale HPC techniques to energy industry simulations, customizing them if necessary, and going beyond the state-of-the-art in the required HPC exascale
simulations for different energy sources. No measure for culture? Value in the new economy
This paper explores articulations of the value of investment in culture and the arts through a critical discourse analysis of policy documents, reports and academic commentary since 1997. It argues that in this period, discourses around the value of culture have moved from a focus on the direct economic contributions of the culture industries to their indirect economic benefits. These indirect benefits are discussed here under three main headings: creativity and innovation, employability, and social inclusion. These are in turn analysed in terms of three forms of capital: human, social and cultural. The paper concludes with an analysis of this discursive shift through the lens of autonomist Marxist concerns with the labour of social reproduction. It is our argument that, in contemporary policy discourses on culture and the arts, the government in the UK is increasingly concerned with the use of culture to form the social in the image of capital. As such, we must turn our attention beyond the walls of the factory in order to understand the contemporary capitalist production of value and resistance to it. </jats:p
Adult Social Work and High Risk Domestic Violence Cases
Summary
This article focuses on adult social workâs response in England to high-risk domestic violence cases and the role of adult social workers in Multi-Agency Risk and Assessment Conferences. (MARACs). The research was undertaken between 2013-2014 and
focused on one city in England and involved the research team attending MARACs, Interviews with 20 adult social workers, 24 MARAC attendees, 14 adult service users at time T1 (including follow up interviews after six months, T2), focus groups with IDVAs and Womenâs Aid and an interview with a Womenâs Aid service user.
Findings
The findings suggest that although adult social workers accept the need to be involved in domestic violence cases they are uncertain of what their role is and are confused with the need to operate a parallel domestic violence and adult safeguarding approach, which is further, complicated by issues of mental capacity. MARACS are identified as overburdened, under-represented meetings staffed by committed managers. However, they are in danger of becoming managerial processes neglecting the service users they are meant to protect.
Applications
The article argues for a re-engagement of adult social workers with domestic violence that has increasingly become over identified with child protection. It also raises the issue whether MARACS remain fit for purpose and whether they still represent the best possible response to multi-agency coordination and practice in domestic violence
Rescaling employment support accountability: from negative national neoliberalism to positively integrated city-region ecosystems
Waves of successive Devolution Deals are transforming Englandâs landscape of spatial governance and transferring new powers to city-regions, facilitating fundamental qualitative policy reconfigurations and opening up new opportunities as well as new risks for citizens and local areas. Focused on city-regionâs recently emerging roles around employment support policies the article advances in four ways what are currently conceptually and geographically underdeveloped literatures on employment support accountability levers. Firstly, the paper dissects weaknesses in the accountability framework of Great Britainâs key national contracted-out employment support programme and identifies the potential for city-regions to respond to these weaknesses. Secondly, the article highlights the centrality of the nationally neglected network accountability lever in supporting these unemployed individuals and advances this discussion further by introducing to the literature for the first time a conceptual distinction between what we term âpositiveâ and ânegativeâ forms of these accountably levers that currently remain homogenised within the literature. Crucially, the argument sets out for the first time in the literature why analytically it is the positive version of network accountability that is the key â and currently missing at national-level â ingredient to the design of effective employment support for the priority group of âharder-to-helpâ unemployed people who have more complex and/or severe barriers to employment. Thirdly, the paper argues from a geographical perspective that it is city-regions that are uniquely positioned in the English context to create the type of positively networked integrated employment support âecosystemâ that âharder-to-helpâ individuals in particular require. Finally, the discussion situates these city-region schemes within their broader socio-economic and political context and connects with broader debates around the lurching development of neoliberalism. In doing so it argues that whilst these emerging city-region ecosystem models offer much progressive potential their relationship to the problematic neoliberal employment support paradigm remains uncertain given that they refine, embed and indeed buttress that same neoliberal employment policy paradigm rather than fundamentally challenging or stepping beyond it
Unveiling relationships between crime and property in England and Wales via density scale-adjusted metrics and network tools
Scale-adjusted metrics (SAMs) are a significant achievement of the urban scaling hypothesis. SAMs remove the inherent biases of per capita measures computed in the absence of isometric allometries. However, this approach is limited to urban areas, while a large portion of the worldâs population still lives outside cities and rural areas dominate land use worldwide. Here, we extend the concept of SAMs to population density scale-adjusted metrics (DSAMs) to reveal relationships among different types of crime and property metrics. Our approach allows all human environments to be considered, avoids problems in the definition of urban areas, and accounts for the heterogeneity of population distributions within urban regions. By combining DSAMs, cross-correlation, and complex network analysis, we find that crime and property types have intricate and hierarchically organized relationships leading to some striking conclusions. Drugs and burglary had uncorrelated DSAMs and, to the extent property transaction values are indicators of affluence, twelve out of fourteen crime metrics showed no evidence of specifically targeting affluence. Burglary and robbery were the most connected in our network analysis and the modular structures suggest an alternative to "zero-tolerance" policies by unveiling the crime and/or property types most likely to affect each other
Climate change adaptation, flood risks and policy coherence in integrated water resources management in England
Integrated water resources management (IWRM) assumes coherence between cognate aspects of water governance at the river basin scale, for example water quality, energy production and agriculture objectives. But critics argue that IWRM is often less âintegratedâ in practice, raising concerns over inter-sectoral coherence between implementing institutions. One increasingly significant aspect of IWRM is adaptation to climate change-related risks, including threats from flooding, which are particularly salient in England. Although multiple institutional mechanisms exist for flood risk management (FRM), their coherence remains a critical question for national adaptation. This paper therefore (1) maps the multi-level institutional frameworks determining both IWRM and FRM in England; (2) examines their interaction via various inter-institutional coordinating mechanisms; and (3) assesses the degree of coherence. The analysis suggests that cognate EU strategic objectives for flood risk assessment demonstrate relatively high vertical and horizontal coherence with river basin planning. However, there is less coherence with flood risk requirements for land-use planning and national flood protection objectives. Overall, this complex governance arrangement actually demonstrates de-coherence over time due to ongoing institutional fragmentation. Recommendations for increasing IWRM coherence in England or re-coherence based on greater spatial planning and coordination of water-use and land-use strategies are proposed
