Measuring the capability to raise revenue process and output dimensions and their application to the Zambia revenue authority
The worldwide diffusion of the good governance agenda and new public management has triggered a renewed focus on state capability and, more specifically, on the capability to raise revenue in developing countries. However, the analytical tools for a comprehensive understanding of the capability to raise revenue remain underdeveloped. This article aims at filling this gap and presents a model consisting of the three process dimensions ‘information collection and processing’, ‘merit orientation’ and ‘administrative accountability’. ‘Revenue performance’ constitutes the fourth capability dimension which assesses tax administration’s output. This model is applied to the case of the Zambia Revenue Authority. The dimensions prove to be valuable not only for assessing the how much but also the how of collecting taxes. They can be a useful tool for future comparative analyses of tax administrations’ capabilities in developing countries.Die weltweite Verbreitung der Good-Governance- und New-Public-Management-Konzepte hat zu einer zunehmenden Konzentration auf staatliche Leistungsfähigkeit und, im Besonderen, auf die Leistungsfähigkeit der Steuererhebung in Entwicklungsländern geführt. Allerdings bleiben die analytischen Werkzeuge für ein umfassendes Verständnis von Leistungsfähigkeit unterentwickelt. Dieser Artikel stellt hierfür ein Modell vor, das die drei Prozess-Dimensionen „Sammeln und Verarbeiten von Informationen“, „Leistungsorientierung der Mitarbeiter“ und „Verantwortlichkeit der Verwaltung“ beinhaltet. „Einnahmeperformanz“ ist die vierte Dimension und erfasst den Output der Steuerverwaltung. Das mehrdimensionale Modell wird für die Analyse der Leistungsfähigkeit der Steuerbehörde Zambias (Zambia Revenue Authority) genutzt. Es erweist sich nicht nur für die Untersuchung des Wieviel, sondern auch des Wie des Erhebens von Steuern als wertvoll. Die vier Dimensionen können in Zukunft zur umfassenden und vergleichenden Analyse der Leistungsfähigkeit verschiedener Steuerverwaltungen in Entwicklungsländern genutzt werden

Carbon balance and tree growth in a Fagus sylvatica stand
The objectives of this study were 1) to scale photosynthesis from leaf to crown and to tree
scale, 2) to determine the proportion of assimilated carbon used for wood construction and
whether the fraction of assimilation used for production varies among social classes and 3)
to validate the approach by comparing assimilation estimates with independent measurements
provided by the eddy covariance technique (EC). Measurements (growth and gas exchange) were
performed in a 30-year-old Fagus sylvatica stand during the 1997 growing season on
five sample trees of different crown classes (dominant, codominant and intermediate trees). A
nonlinear relationship between net CO2 assimilation and photosynthetically active radiation
(PAR) was found for each sample trees. Canopy net CO2 assimilation was then modelled over a
period of non limiting soil water soil water content. Simulated gross assimilation scaled to
stand level was in good agreement with stand measurements performed by EC.Bilan de carbone et croissance dans un jeune peuplement de Fagus sylvatica. Les
objectifs de cette étude étaient 1) d'estimer la photosynthèse à l'échelle de la couronne,
puis à l'échelle de l'arbre à partir de mesures foliaires, 2) de déterminer la proportion du
carbone assimilé utilisée pour la construction de bois et sa variation en fonction du statut
social de l'arbre, 3) de valider l'estimation de l'assimilation en la comparant à une mesure
indépendante (technique des corrélations turbulentes, EC). Les mesures (croissance et
échanges gazeux) ont été effectuées pendant la saison de végétation 1997 sur cinq hêtres de
30 ans de statuts sociaux différents (dominant, codominant et dominé). Une relation non
linéaire entre l'assimilation nette de CO2 et le rayonnement photosynthetiquement actif (PAR)
a été établie pour chaque arbre échantillon. L'assimilation nette de CO2 à l'échelle de la
couronne a ensuite été estimée pour une période sans stress hydrique. L'estimation de
l'assimilation brute à l'échelle du peuplement à partir de mesures foliaires est en bon
accord avec des mesures effectuées à l'échelle du peuplement par EC

Spatial and seasonal variations in stem respiration of beech trees (Fagus sylvatica)
Stem respiration of adult beech (Fagus sylvatica L.) trees was measured in
the field in eastern France at several levels in the crown and along the stem.
Strong variations in respiration rates throughout the season and within the trees
were mainly caused by gradients in stem temperature, growth rates and distribution
of living cells. The higher respiration rates, were measured in the upper crown.
During the non-growing season, maintenance respiration ranged between 7.2 and
528 mol m s at breast height and in the upper crown, respectively.

There was a linear relationship between [N] and the percentage of living cells
in the wood, but respiration increased strongly with [N]. Growth respiration

des Hêtres (Fagus sylvatica L.) adultes dans une forêt de l'est de la France,
à trois niveaux dans la couronne de branches en 1997 et à deux voire trois niveaux
le long du tronc en 1998. Les fortes variations du taux de respiration observées
au cours de la saison et au sein de l'arbre étaient essentiellement causées par
des gradients de température, de taux de croissance et de distribution des cellules
vivantes. Les plus fortes valeurs de respiration correspondaient au sommet de la
couronne. Pendant la période de non-croissance, la respiration d'entretien variait
entre 7,2 et 528 mol m s à 1,3 m et au sommet de la couronne,
respectivement. Le augmentait aussi le long du tronc de 1,3 à 2,0 pour ces mêmes
positions. Il existait une relation linéaire entre la concentration en azote, [N], dans le
bois et le pourcentage de cellules vivantes. La respiration d'entretien augmentait
fortement avec [N]. La respiration de croissance représentait 45 à 76 % de la
respiration annuelle des troncs, et le coût de synthèse du bois était de 0,2 g C
respiré g C fixé dans le tissu
