    Gestión de la comunicación y cultura vial en instituciones educativas de Barranquilla

    This research aimed to analyze the management of communication in educational institutions of Barranquilla in order to promote values and road culture in students, teachers and employees in school environments. It is a quantitative and descriptivecorrelational study, with a non-experimental and empirical approach, which uses a Likert questionnaire with four analysis variables. The sample consists of 190 subjects corresponding to 32 managers, 77 teachers and 81 students of eleventh of educational institutions. Within the results, more than 50% of the population studied ignores the processes of communication management; 83% do not apply or use communication strategies; 71% are unaware of road rules and policies and more than 50% lack values related to road safety, therefore, communication management is deficient. It is concluded that school institutions require a comprehensive strategy that involves all private and public actors, so that a culture of strong and consistent road value can be built and traffic deaths and traffic accidents are drastically reducedEsta investigación tuvo como objetivo analizar la gestión de la comunicación en instituciones educativas de Barranquilla con la finalidad de promover valores y cultura vial en estudiantes, profesores y empleados en los entornos escolares. Es un estudio cuantitativo y descriptivo-correlacional, con un enfoque no experimental y empírico, que utiliza un cuestionario tipo Likert con cuatro variables de análisis. La muestra está constituida por 190 sujetos correspondientes a 32 directivos, 77 docentes y 81 alumnos de undécimo de instituciones educativas. Dentro de los resultados más del 50% de la población estudiada desconoce los procesos de la gestión en comunicación; el 83% no aplica o utiliza estrategias de comunicación; el 71% desconoce las normas y políticas viales y más del 50% carece de valores relacionados con la seguridad vial, por tanto, es deficiente la gestión de la comunicación. Se concluye que las instituciones escolares requieren de una estrategia integral que involucre a todos los actores privados y públicos, a fin de que se pueda construir una cultura del valor vial fuerte y consistente y se reduzca drásticamente las muertes y accidentes de tránsito

    A novel continual learning approach for competitive neural networks

    Continual learning tries to address the stability-plasticity dilemma to avoid catastrophic forgetting when dealing with non-stationary distributions. Prior works focused on supervised or reinforcement learning, but few works have considered continual learning for unsupervised learning methods. In this paper, a novel approach to provide continual learning for competitive neural networks is proposed. To this end, we have proposed a different learning rate function that can cope with non-stationary distributions by adapting the model to learn continuously.     Vehicle Classification in Traffic Environments Using the Growing Neural Gas

    Traffic monitoring is one of the most popular applications of automated video surveillance. Classification of the vehicles into types is important in order to provide the human traffic controllers with updated information about the characteristics of the traffic flow, which facilitates their decision making process. In this work, a video surveillance system is proposed to carry out such classification. First of all, a feature extraction process is carried out to obtain the most significant features of the detected vehicles. After that, a set of Growing Neural Gas neural networks is employed to determine their types. A qualitative and quantitative assessment of the proposal is carried out on a set of benchmark traffic video sequences, with favorable results.Universidad de Málaga.     Enhanced Perspective Generation by Consensus of NeX neural models

    Neural rendering is a relatively new field of research that aims to produce high quality perspectives of a 3D scene from a reduced set of sample images. This is done with the help of deep artificial neural networks that model the geometry and color characteristics of the scene. The NeX model relies on neural basis expansion to yield accurate results with a lower computational load than the previous NeRF model. In this work, a procedure is proposed to further enhance the quality of the perspectives generated by NeX. Our proposal is based on the combination of the outputs of several NeX models by a consensus mechanism. The approach is compared to the original NeX for a wide range of scenes.     The relationship between chronic immune response and neurodegenerative damage in long COVID-19

    In the past two years, the world has faced the pandemic caused by the severe acute respiratory syndrome 2 coronavirus (SARS-CoV-2), which by August of 2022 has infected around 619 million people and caused the death of 6.55 million individuals globally. Although SARS-CoV-2 mainly affects the respiratory tract level, there are several reports, indicating that other organs such as the heart, kidney, pancreas, and brain can also be damaged. A characteristic observed in blood serum samples of patients suffering COVID-19 disease in moderate and severe stages, is a significant increase in proinflammatory cytokines such as interferon-α (IFN-α), interleukin-1β (IL-1β), interleukin-2 (IL-2), interleukin-6 (IL-6) and interleukin-18 (IL-18), as well as the presence of autoantibodies against interferon-α (IFN-α), interferon-λ (IFN-λ), C-C motif chemokine ligand 26 (CCL26), CXC motif chemokine ligand 12 (CXCL12), family with sequence similarity 19 (chemokine (C-C motif)-like) member A4 (FAM19A4), and C-C motif chemokine ligand 1 (CCL1). Interestingly, it has been described that the chronic cytokinemia is related to alterations of blood-brain barrier (BBB) permeability and induction of neurotoxicity. Furthermore, the generation of autoantibodies affects processes such as neurogenesis, neuronal repair, chemotaxis and the optimal microglia function. These observations support the notion that COVID-19 patients who survived the disease present neurological sequelae and neuropsychiatric disorders. The goal of this review is to explore the relationship between inflammatory and humoral immune markers and the major neurological damage manifested in post-COVID-19 patients

    Qualitative evaluation of workplace environment with suspended particles

    This paper shows the design and implementation of a survey that includes ergonomic principles to evaluate the workplace environment from the perspective of workers in centers where suspended particles are emitted and may pollute. The objective pursued in making this assessment is to promote employee participation in identifying areas of opportunity in four dimensions: Air Quality, Training, Health, and Safety and Well-being. In turn, may the survey serve as a complementary tool to the scope of the NOM-010-STPS-2014 which regulates health and safety conditions in workplaces where chemical substances are used. The methodology followed to achieve the objective of this paper included: 1) a detailed review of the Official Mexican Standard NOM-010-STPS-2014 and the International Standard UNE EN ISO 6385: 2004 “Ergonomic principles to design work systems”, in order to understand its contents regarding its scope, limitations, and application of ergonomics; 2) The design of a measuring instrument (survey), which considered: the establishment of the dimensions, the formulation of statements and answer format, and implementation of the survey; 3) The calculations for obtaining results. The survey was conducted to workers from companies of different sectors within the scope of coverage of the NOM-010-STPS-2014; the results are presented through a graphical model that evaluates the Importance and Performance, from which the need for improvement, in working conditions and some administrative issues, may be highlighted.El presente trabajo muestra el diseño y aplicación de una encuesta que incluye principios de ergonomía para evaluar el ambiente laboral desde la perspectiva de los trabajadores en centros donde se emiten partículas suspendidas capaces de generar contaminación. El objetivo que se persigue al realizar dicha evaluación es promover la participación de los trabajadores en la identificación de áreas de oportunidad en cuatro dimensiones: Calidad del Aire, Capacitación, Salud, y Seguridad y Bienestar. A su vez, que la encuesta sirva como herramienta complementaria a los alcances de la NOM-010-STPS-2014 que regula las condiciones de seguridad e higiene en centros de trabajo donde se emplean sustancias químicas. La metodología que se siguió para el logro de los objetivos de este trabajo, incluyó:1) La revisión en detalle de la Norma Oficial Mexicana NOM-010-STPS2014 y la Norma Internacional UNE EN ISO 6385:2004 “Principios ergonómicos para el diseño de sistemas de trabajo”, con la finalidad de comprender su contenido en cuanto alcances, limitaciones, y aplicación de la ergonomía; 2)El diseño del instrumento de medición (encuesta), que a su vez contempló: el establecimiento de las dimensiones, la elaboración de las aseveraciones y formato de respuesta, y la aplicación de la encuesta;3) Los cálculos para la obtención de resultados. La encuesta diseñada se aplicó en empresas de diferente giro, que estuvieran dentro del campo de cobertura de la NOM-010-STPS-2014; los resultados se presentan a través de un modelo gráfico que evalúa la Importancia y Desempeño, a partir de los cuales se puede destacar la necesidad de efectuar mejoras a las condiciones de trabajo y algunas cuestiones de carácter administrativo

    Borderline Intellectual Functioning: Consensus and good practice guidelines

    Objectives: To elaborate a conceptual framework and to establish consensus guidelines. Method: A mixed qualitative methodology, including frame analysis and nominal groups techniques, was used. The literature was extensively reviewed in evidence based medical databases, scientific publications, and the grey literature. This information was studied and a framing document was prepared. Results: Scientific publications covering BIF are scarce. The term that yields a bigger number of results is ‘‘Borderline Intelligence’’. The Working Group detected a number of areas in which consensus was needed and wrote a consensus document covering the conclusions of the experts and the framing document. Conclusions: It is a priority to reach an international consensus about the BIF construct and its operative criteria, as well as to develop specific tools for screening and diagnosis. It is also necessary to define criteria that enable its incidence and prevalence. To know what interventions are the most efficient, and what are the needs of this population, is vital to implement an integral model of care centred on the individual
