Credit Cycles, Credit Risk, and Prudential Regulation

This paper finds strong empirical support of a positive, although quite lagged, relationship between rapid credit growth and loan losses. Moreover, it contains empirical evidence of more lenient credit standards during boom periods, both in terms of screening of borrowers and in collateral requirements. We find robust evidence that during upturns, riskier borrowers get bank loans, while collateralized loans decrease. We develop a regulatory prudential tool, based on a countercyclical, or forward-looking, loan loss provision that takes into account the credit risk profile of banks’ loan portfolios along the business cycle. Convex Global 3D Registration with Lagrangian Duality

The registration of 3D models by a Euclidean transformation is a fundamental task at the core of many application in computer vision. This problem is non-convex due to the presence of rotational constraints, making traditional local optimization methods prone to getting stuck in local minima. This paper addresses finding the globally optimal transformation in various 3D registration problems by a unified formulation that integrates common geometric registration modalities (namely point-to-point, point-to-line and point-to-plane). This formulation renders the optimization problem independent of both the number and nature of the correspondences. The main novelty of our proposal is the introduction of a strengthened Lagrangian dual relaxation for this problem, which surpasses previous similar approaches [32] in effectiveness. In fact, even though with no theoretical guarantees, exhaustive empirical evaluation in both synthetic and real experiments always resulted on a tight relaxation that allowed to recover a guaranteed globally optimal solution by exploiting duality theory. Thus, our approach allows for effectively solving the 3D registration with global optimality guarantees while running at a fraction of the time for the state-of-the-art alternative [34], based on a more computationally intensive Branch and Bound method.Universidad de Málaga. Initialization of 3D Pose Graph Optimization using Lagrangian duality

Pose Graph Optimization (PGO) is the de facto choice to solve the trajectory of an agent in Simultaneous Localization and Mapping (SLAM). The Maximum Likelihood Estimation (MLE) for PGO is a non-convex problem for which no known technique is able to guarantee a globally optimal solution under general conditions. In recent years, Lagrangian duality has proved suitable to provide good, frequently tight relaxations of the hard PGO problem through convex Semidefinite Programming (SDP). In this work, we build from the state-of-the-art Lagrangian relaxation [1] and contribute a complete recovery procedure that, given the (tractable) optimal solution of the relaxation, provides either the optimal MLE solution if the relaxation is tight, or a remarkably good feasible guess if the relaxation is non-tight, which occurs in specially challenging PGO problems (very noisy observations, low graph connectivity, etc.). In the latter case, when used for initialization of local iterative methods, our approach outperforms other state-ofthe- art approaches converging to better solutions. La musealización del patrimonio natural para su conservación, Museo Luis Mario Schneider, Malinalco, México

El presente artículo desarrolla la importancia del patrimonio natural mediante el trabajo realizado por la Universidad Autónoma del Estado de México, la cual comprende que la educación forma parte esencial en la preservación del entorno natural; es por esta razón que contribuye de manera activa en impulsar la responsabilidad social, al promover el cuidado de éste y otros patrimonios mediante la musealización. El texto resalta el trabajo realizado en el Museo Universitario Dr. Luis Mario Schneider, ubicado en Malinalco, Estado de México, en donde se mencionan aspectos importantes como su arquitectura, guión museográfico, museografía, exposiciones temporales y las diversas áreas que conforman un diseño integral, con el objetivo de considerar este museo como un ejemplo en la generación de nuevos espacios culturales que favorezcan el cuidado del medioambiente. Cabe mencionar el esfuerzo realizado en el proceso de diseño, así como la labor que se realiza cada día para transmitir con calidez el mensaje del museo mediante las visitas guiadas. Lo anterior ha dado como resultado una aceptación que se evidencia en los comentarios del cuaderno dispuesto a los visitantes para compartir sus opiniones sobre el museo, así como en la donación de piezas por parte de los pobladores. El libro de Registro ubicado en el acceso del inmueble, indica un promedio de 27 000 visitantes por año

Habitabilidad: desafío en diseño arquitectónico

Con este ensayo, producto de un trabajo más amplio de investigación en materia de habitabilidad urbana, se propone buscar y analizar la habitabilidad como proceso de diseño desde la visión del oriundo de la ciudad. Por tanto, es pertinente reconocer la participación de éste como actor en el diseño a través de la prefiguración, configuración y refiguración de los objetos urbano-arquitectónicos en el territorio. En el contexto del arquitecto, específicamente en el espacio urbano, se manifiesta la relación naturaleza-hombre-diseño en la concurrencia de los actores como práctica humana en el espacio habitable. Reflexión que se propone a partir del análisis y contrastación en la mirada de Edgar Morín, Paul Ricoeur y Francisco Irygoyen Castillo. Se parte del concepto de que el diseño urbano-arquitectónico no se agota en una mera cuestión formal funcional, sino se extiende al reconocimiento de las necesidades humanas en el ámbito social y cultural, así como en las estructuras y formas de organización entre seres humanos que viven y hacen ciudad. Lo esencial del diseño de objetos arquitectónicos que hacen ciudad refiere su origen a la necesidad de entender el ambiente humano como escenario de múltiples movilidades que deambulan en el contexto de la habitabilidad como concepto que priva en las relaciones humanas. Actualmente, para quienes experimentamos el campo de conocimiento del diseño, nos movemos en una etapa de hiperespecialización y crisis mundial saturada de contradicciones y alternativas emergentes dispuestas en paralelo a nivel local y global. Neuropathological events in an animal model resembling human fetal post-hemorrhagic hydrocephalus

Introduction: In premature newborns, intraventricular hemorrhages (IVH) probably trigger the disruption of the neurogenic ventricular zone. Most of the cases with severe IVH develop post-hemorrhagic hydrocephalus (PHH). A mouse model with IVH has been developed to research into the common neuropathological events present in PHH and into possible therapies. Methods: In two-day-old mice, the blood serum from littermates was injected into the ganglionic eminence of one hemisphere or both hemispheres. Fourteen days later, a histopathological analysis was carried out. In the case of injection in one hemisphere, the effects were compared with the contralateral non-injected hemisphere. Results: Mice with IVH developed the following neuropathological effects. The ependyma was found denuded and replaced by reactive astrocytes. A reaction of astrocytes over-expressing aquaporin-4 and of NG2 cells was also found developed in the white matter. Alterations in the neurogenesis were also common in the ventricular zone and in the white matter. Conclusions: The animal model of IVH developed shows similar neuropathological events to other forms of congenital hydrocephalus and can be used to research into therapies for PHH.Universidad de Málaga. Capital Market Penalties and Corporate Violations of the Three Pillars (Operations, Reporting, and Compliance) after COSO 2013 Internal Controls: Integrated Framework

Current literature is somewhat unclear on how corporate violations under the new set of governance environments versed in the Internal Controls Integrated Framework issued by COSO (acronym of Committee of Sponsoring Organizations of the Treadway Commission) influence shareholders’ activism. Initially published in 1992, these guidelines faced a significant revision with proactive improvements in 2013. Since the first emission, this guidance has focused on providing safe-keeping basic standards for organizations to follow regarding the integrity of corporate governance and enterprise risk management by designing and implementing stable internal controls. The handbooks’ primary approach builds upon an environment of permanent improvement of self-regulatory governance in three main catalysts or pillars: (i) operational safety; (ii) financial statements reporting assurance; and (iii) regulatory compliance
