Phronesis and the control of public administration acts in brazilian legal system

This article considers the Brazilian Legal System and the requirements of an act performed by public administration. To do so, it presents six main chapters. The first one considers Brazilian Constitution as it regards State form, legal and judicial systems. The second chapter presents the public administration stated in the Constitution. The requirements of a public administration act are presented in the third chapter. The improbity law, which determines how public administration acts should be performed, is presented on the fourth chapter. How one of the main judicial courts of Brazil has understood this law is the topic of the fifth chapter. The sixth chapter presents a proposal of how could be Phronesis used to solve misunderstandings about improbity in the Brazilian Legal System

Hans Kelsen and the tradition of natural law: why Kelsen’s objections to the natural-law doctrine does not apply against Aquinas’s theory of natural law

In his works, Hans Kelsen elaborates several objections to the so-called “doctrine of natural law”, especially in his essay The Natural-Law Doctrine Before the Tribunal of Science. Kelsen argues that natural law theorists, searching for an absolute criterion for justice, try to deduce from nature the rules of human behavior. Robert P. George, in the essay Kelsen and Aquinas on the ‘Natural Law Doctrine’ examines his criticism and concludes that what Kelsen understands as the Natural-law doctrine does not include the natural law theory elaborated by Thomas Aquinas. In this paper, we will try to corroborate George’s theses and try to show how Aquinas’ natural law theory can be vindicated against Kelsens criticisms

Modified gravity models and the central cusp of dark matter haloes in galaxies

The N-body dark matter (DM) simulations point that DM density profiles, e.g. the Navarro Frenk White (NFW) halo, should be cuspy in its centre, but observations disfavour this kind of DM profile. Here we consider whether the observed rotation curves close to the galactic centre can favour modified gravity models in comparison to the NFW halo, and how to quantify such difference. Two explicit modified gravity models are considered, Modified Newtonian Dynamics (MOND) and a more recent approach renormalization group effects in general relativity (RGGR). It is also the purpose of this work to significantly extend the sample on which RGGR has been tested in comparison to other approaches. By analysing 62 galaxies from five samples, we find that (i) there is a radius, given by half the disc scale length, below which RGGR and MOND can match the data about as well or better than NFW, albeit the formers have fewer free parameters; (ii) considering the complete rotation curve data, RGGR could achieve fits with better agreement than MOND, and almost as good as a NFW halo with two free parameters (NFW and RGGR have, respectively, two and one more free parameters than MOND)

VII Seminário de Extensão Universitária da UNILA (SEUNI); VIII Encontro de Iniciação Científica e IV Encontro de Iniciação em Desenvolvimento Tecnológico e Inovação (EICTI 2019) e Seminário de Atividades Formativas da UNILA (SAFOR)O presente artigo relata as atividades realizadas pelo projeto Núcleo de Apoio aos Povos da Terra (NAP Terra), como a Feira Agroecológica na Universidade Federal da Integração Latina Americana (UNILA), no município de Foz do Iguaçu - PR. O objetivo é perpetuar ações que aliam a comunidade universitária a coletividades de espaços agrários e pessoas que mantêm contato com a prática agroecológica dos arredores da universidade. A metodologia do trabalho parte do critério/objetivo integrar a comunidade universitária junto à questões ambientais e agrárias da região de Foz do Iguaçu, incluindo sujeitos como produtores de alimentos agroecológicos, comunidades indígenas, estudantes, artesãos e mais. Conclui-se que o projeto dialoga com conceitos ligados à agroecologia e à diversidade que se manifesta nas ações por ele desenvolvidasAgradeço a Universidade Federal da Integração Latino Americana e às pessoas que ajudaram na sua criação e ajudam na manutenção da mesma, que seguem resistindo em favor desse projeto de universidade no governo atual. Atitudes em relação à estatística de professores dos anos iniciais do ensino fundamental

Este estudo teve como objetivo investigar as atitudes de professores dos anos iniciais do Ensino Fundamental sobre o ensino de Estatística de escolas públicas e privadas, no município de Uberaba, Minas Gerais, Brasil. Apresentam-se estatísticas básicas que configuram um perfil da relação positiva ou negativa deste grupo de professores em relação à Estatística, uma análise de frequência das proposições positivas e/ou negativas que compõem a escala de atitudes, de forma a caracterizar aspectos mais pontuais da relação dos professores em relação à Estatística e o cálculo do valor do coeficiente de confiabilidade (alfa de Cronbach). As atitudes destes professores dos anos iniciais do Ensino Fundamental na cidade de Uberaba, Brasil é positiva tanto para os professores que estão em escolas públicas como também em escolas privadas. Acredita-se que estudos como estes possam indicar caminhos para a melhoria do processo ensino e aprendizagem destes conteúdos

Stable isotopes reveal differences in diet among reed bunting subspecies that vary in bill size

Reed bunting Emberiza schoeniclus subspecies vary considerably in bill size and shape and seem to be at an early stage of speciation, in which bill might be indirectly causing reproductive isolation. Hence, we evaluated whether bill size, as well as age and sex, are associated with foraging niche in three west European subspecies of reed bunting: the thin-billed schoeniclus, the intermediate-billed lusitanica and the thick-billed witherbyi. Blood sampling was undertaken at three sites in southwest Europe during the winter (when these subspecies co-occur), and stable isotope analyses (carbon and nitrogen) were performed to assess their foraging niches. Stable isotope analyses of potential food items confirmed uniform baseline isotopic composition among sites. schoeniclus showed a significantly broader isotopic niche than lusitanica and witherbyi, which seemed otherwise similar despite the fact that witherbyi is more divergent in bill traits. Stable isotope ratios were consistent with the latter two subspecies feeding on C3-plant-feeding insects, whereas schoeniclus diet also included C4 plant material. Despite its lower sexual dimorphism, sex and age differences were found only in schoeniclus, but these differences vary between locations in a complex manner. Our results suggest that bill size and shape differentiated between northern, migratory and southern, resident subspecies as a consequence of natural selection through competition during the winter, which is now reflected in isotopic niche divergence between subspecies. The potential roles of sexual selection, reed thickness and summer temperature on the difference in bill size (and greater sexual dimorphism) between lusitanica and witherbyi are discussed

Este trabajo examina el desempeño del índice de desarrollo humano (IDH) del Brasil, así como sus indicadores de salud, educación y renta, a lo largo de los informes sobre desarrollo humano publicados por el Programa de las Naciones Unidas para el Desarrollo (PNUD). CAPTAÇÃO DE RECURSOS EXTERNOS PELO SETOR PÚBLICO E PRIVADO BRASILEIRO ENTRE 1999 E 2009

O artigo analisa as principais variáveis que influenciaram a captação de recursos externos pelo setor público e privado brasileiro no período entre 1999 e 2009. Inicialmente descrevem-se as principais modalidades de captações existentes, apresentando suas características. Em seguida efetua-se uma análise das entradas de capital pelo balanço de pagamentos do Brasil. Posteriormente, efetua-se uma análise de regressão dos ingressos de recursos de curto e longo prazo no país. Os resultados demonstraram que, entre as variáveis analisadas no estudo, a taxa de câmbio foi a mais representativ
