    Os problemas do desenvolvimento do campo legal na Rússia dos primeiros tempos recentes (finais de XV - o comienzo del siglo XVII)

    The article deals with the problems associated with the peculiarities of a single legal field development in the Russian state during the epoch of the early modern era (traditionally associated in Russian historiography with the times of a single centralized state formation and development and the emergence of autocracy as a kind of early absolutism). Using a number of provisions of modern concepts for the development of early modern states in Europe, the authors of the article put forward the thesis of a single legal field development in the Russian state during the period under consideration based on the analysis of Russian law monuments at the end of the XVth century (The Code of Law of Ivan III in 1497) and the 16th century (first of all, the code of law by Ivan IV, as well as a number of other legislative and legal acts) and judicial practice. In their opinion, this incompleteness was related with the following circumstances. First of all, the development of political and legal institutions in the early modern Russian state was of an evolutionary nature and, therefore, denied radical changes. Secondly, the poverty of the state caused the relative weakness and a slow development of "sinews of power" and, therefore, prevented the establishment of a more stringent administrative and legal control by the supreme power over the actions of local authorities. Finally, the weakness of the mentioned "sinews of power" conditioned the need of cooperation mode establishment between the supreme authority and local elites, while retaining the access to the exercise of power functions on the ground - also through the preservation of the old legal customs and traditions. Naturally, all this contributed to the preservation and the reproduction of the legal "antiquity" and, consequently, the incompleteness of legal centralization process and the formation of a single legal field throughout the country. The legal field, in the opinion of the authors of the article, had at least 2-level character all this time, the fragmented nature and the dispersion at the low-rank level.El artículo trata los problemas asociados con las peculiaridades de un desarrollo de campo legal único en el estado ruso durante la época moderna temprana (tradicionalmente asociado en la historiografía rusa con los tiempos de una formación y desarrollo estatal centralizado único y el surgimiento de la autocracia como una especie de absolutismo temprano). Usando una serie de disposiciones de conceptos modernos para el desarrollo de los estados modernos tempranos en Europa, los autores del artículo presentaron la tesis de un desarrollo de campo legal único en el estado ruso durante el período bajo consideración basado en el análisis de monumentos de derecho rusos a fines del siglo XV (El Código de Derecho de Iván III en 1497) y el siglo XVI (ante todo, el código de leyes de Iván IV, así como una serie de otros actos legislativos y jurídicos) y la práctica judicial . En su opinión, este estado incompleto estaba relacionado con las siguientes circunstancias. En primer lugar, el desarrollo de las instituciones políticas y legales en el estado ruso moderno temprano fue de naturaleza evolutiva y, por lo tanto, negó los cambios radicales. En segundo lugar, la pobreza del estado causó la debilidad relativa y un lento desarrollo de "tendones de poder" y, por lo tanto, impidió el establecimiento de un control administrativo y legal más estricto por parte del poder supremo sobre las acciones de las autoridades locales. Em sua opinião, este estado incompleto está relacionado com as circunstâncias circunstanciadas. Em primeiro lugar, o desenvolvimento das instituições políticas e jurídicas no estado atual temprano naturalidade evolutiva e, por isso, os dois cambios radicais.     Pilot study of the safety and efficacy of angiogenic therapy in diabetic foot syndrome

    BACKGROUND: The syndrome of diabetic foot remains the main cause of non-traumatic amputation of the lower extremity in the world. Even with the provision of comprehensive medical care in the conditions of a specialized center, 10-15% of patients do not succeed in healing the ulcerative defect due to the ischemic component. AIMS: The objective of this study is evaluation of safety and efficacy of pl-VEGF165 transfer in patients with neuroischemic type of diabetic foot syndrome. METHODS: The pilot study included 35 diabetic patients with neuroischemic foot ulcers (Wagner stage 1-2) who were not candidates for revascularization procedures (NCT02538705). The patients were closely monitored after repeated pl-VEGF165 intramuscular gene transfer (2,4 mg) at 1, 3, and 6 months after treatment. The primary efficacy endpoint was the surface area of the ulcers (sq.cm), the secondary endpoints were transcutaneous oxygen tension (Tcp02), ankle-brachial index (ABI), neuropathy disability score (NDS), neuropathy symptoms score (NSS), and Michigan neuropathy screening instrument (MNSI). Adverse events were monitored throughout the study. RESULTS: The use of pl-VEGF165 as part of complex treatment allowed to achieve wound healing in 65,7% of patients with chronic ulcerative defects, the safety of the target limb was 84%. Carrying out therapeutic angiogenesis as a part of the combined therapy ensured a reduction in the average area of the resistant to treatment defects from 3.6 [1.0; 7.05] cm2 to 0.0 [0.0;2.0] cm2 (p=0,001), which correlated with an increase in the TcPo2 index by 15% from 35 [29.5; 40.5] to 40.5 [36.0; 46.5] mm Hg (p= p=0,005) and in the ABI by 16% from 0.96 [0.82;1.08] to 1.11 [0.85; 1.24] (p=0,062). The decrease in the signs of diabetic neuropathy was determined - the scores of NSS scales and VAT decreased from 6,5 [5.75; 8.0) to 6.0 [5.25; 7.0] (p=0,004) and from 9.0 [8.0; 13.5] to 8.0 [7.0; 12.7] (p=0,001), respectively. No adverse effects associated with the use of pl-VEGF165 were recorded. CONCLUSIONS: Thus, preliminary results of the pilot study show that the use of pl-VEGF165 gene transfer in combination therapy allows for complete healing of neuroischemic diabetic foot ulcers in the majority of patients

    Superspace formulations of the (super)twistor string

    The superspace formulation of the worldvolume action of twistor string models is considered. It is shown that for the Berkovits-Siegel closed twistor string such a formulation is provided by a N=4 twistor-like action of the tensionless superstring. A similar inverse twistor transform of the open twistor string model (Berkovits model) results in a dynamical system containing two copies of the D=4, N=4 superspace coordinate functions, one left-moving and one right-moving, that are glued by the boundary conditions. We also discuss possible candidates for a tensionful superstring action leading to the twistor string in the tensionless limit as well as multidimensional counterparts of twistor strings in the framework of both `standard' superspace and superspace enlarged by tensorial coordinates (tensorial superspaces), which constitute a natural framework for massless higher spin theories.Comment: Rev Tex, 13 pages, no figure

    Manin matrices and Talalaev's formula

    We study special class of matrices with noncommutative entries and demonstrate their various applications in integrable systems theory. They appeared in Yu. Manin's works in 87-92 as linear homomorphisms between polynomial rings; more explicitly they read: 1) elements in the same column commute; 2) commutators of the cross terms are equal: [Mij,Mkl]=[Mkj,Mil][M_{ij}, M_{kl}]=[M_{kj}, M_{il}] (e.g. [M11,M22]=[M21,M12][M_{11}, M_{22}]=[M_{21}, M_{12}]). We claim that such matrices behave almost as well as matrices with commutative elements. Namely theorems of linear algebra (e.g., a natural definition of the determinant, the Cayley-Hamilton theorem, the Newton identities and so on and so forth) holds true for them. On the other hand, we remark that such matrices are somewhat ubiquitous in the theory of quantum integrability. For instance, Manin matrices (and their q-analogs) include matrices satisfying the Yang-Baxter relation "RTT=TTR" and the so--called Cartier-Foata matrices. Also, they enter Talalaev's hep-th/0404153 remarkable formulas: det(zLGaudin(z))det(\partial_z-L_{Gaudin}(z)), det(1-e^{-\p}T_{Yangian}(z)) for the "quantum spectral curve", etc. We show that theorems of linear algebra, after being established for such matrices, have various applications to quantum integrable systems and Lie algebras, e.g in the construction of new generators in Z(U(gln^))Z(U(\hat{gl_n})) (and, in general, in the construction of quantum conservation laws), in the Knizhnik-Zamolodchikov equation, and in the problem of Wick ordering. However, previous findings have been inconsistent, partially due to low statistical power and the heterogeneity of depression. In the largest multi-site study to date, we examined WM anisotropy and diffusivity in 1305 MDD patients and 1602 healthy controls (age range 12-88 years) from 20 samples worldwide, which included both adults and adolescents, within the MDD Working Group of the Enhancing Neuroimaging Genetics through Meta-Analysis (ENIGMA) consortium. Processing of diffusion tensor imaging (DTI) data and statistical analyses were harmonized across sites and effects were meta-analyzed across studies. We observed subtle, but widespread, lower fractional anisotropy (FA) in adult MDD patients compared with controls in 16 out of 25 WM tracts of interest (Cohen's d between 0.12 and 0.26). The largest differences were observed in the corpus callosum and corona radiata. Widespread higher radial diffusivity (RD) was also observed (all Cohen's d between 0.12 and 0.18). Findings appeared to be driven by patients with recurrent MDD and an adult age of onset of depression. White matter microstructural differences in a smaller sample of adolescent MDD patients and controls did not survive correction for multiple testing. In this coordinated and harmonized multisite DTI study, we showed subtle, but widespread differences in WM microstructure in adult MDD, which may suggest structural disconnectivity in MDD

Darba gaitā izmantoti Latvijā un Somijā līdz šim veiktie pētījumi, kuri iepriekš nav tikuši salīdzināti, abu valstu centrālo statistikas biroju sniegtie dati, kā arī valstu politikas dokumenti.The aim of bachelor thesis Career Development and Gender in Latvia and Finland is to research gender’s influence on career in Latvia and Finland. Some of the topics covered in the paper are historical development of gender equality, differences in labor market, the situation of families with small children in labor market, as well as influence of education on career development. Materials used in research include researches done till now in Latvia in Finland, whitch are not compared between themselves, the date provided by Central Statistical Bureaus of both countries and policy documents

    Frequency-Detuning Dependent Transient Coaxial RF Coupler Kick in an L -Band Long-Pulse High-Gradient RF Photogun

    A transverse kick resulting from the coaxial rf coupler in the L-band rf gun at the photoinjector test facility at DESY in Zeuthen (PITZ) has been systematically studied in simulations and further characterized in experiments. The used rf macro-pulse for the gun is typically 600  μs long and applied to produce a train of up to 2700 electron bunches. The kick is transient and found to be dependent on the detuning of the resonance frequency of the gun cavity. The frequency detuning within the rf pulse results in a variation in the kick strength along the pulse. This leads to a downstream orbit and size change of individual bunches within the train. Using 3D rf field distributions, calculated at resonant and detuned frequencies of the cavity, particle tracking simulations are performed to evaluate the integral kick location and strength, simulate its transient behaviors with respect to gun launch phase and detuned frequency of the gun cavity, and thereby emulate its impacts onto the electron bunch. In the experiments, the temperature of the cooling water for the gun is tuned, allowing detailed characterization of the frequency detuning within the rf pulse and thus measurements of the kick which are of practical interest for machine operation. The resulting orbit and size change along a 240  μs bunch train have been measured downstream at the injector exit for an rf gun peak power of about 5.7 MW. A measured focusing difference between head and tail of the bunch train is evaluated in terms of the gun solenoid current which provides more relevant information for overall tuning of the FELs. This is exemplarily given for both the under- and over-focusing case. The obtained results will be presented and discussed
