The collective agreement provided that Supervisors will not do work ordinarily performed by bargain­ing unit employees, except — (a) Instruction and training of employees. (b) Emergency work necessary to maintain an uninterrupted flow of production. Held, by a majority of the board of arbitration, W. Stetson dissenting, the grievance was dismissed. Inventory taking is not work ordinarily performed by bargaining unit employees . While some of the regular operations of the grieving bargaining unit employees may have been performed incidentally to the inventory taking, this does not mean that supervisors on performing this type of task have infringed upon the grievors\u27 jobs. Award (in part) It is widely accepted by labour arbitration boards in Ontario that the onus of proving just cause is on the company in dismissal cases, where the collective agreement contains the usual provision and there is no practice to the contrary clearly established between the parties. The last of these cases is a discipline case in which Professor Palmer decided that the rule in discharge cases, which puts the onus on the company, should be extended, and cites the decisions of other arbitrators agreeing with him. It is unnecessary for us to deal with this point, but the awards cited by Professor Palmer establish beyond doubt that the normal rule in Ontario is for the company to bear the onus of proving just cause in discharge cases

    Flight evaluation of advanced flight control systems and cockpit displays for powered-lift STOL Aircraft

    A flight research program was conducted to assess the improvements, in longitudinal path control during a STOL approach and landing, that can be achieved with manual and automatic control system concepts and cockpit displays with various degrees of complexity. NASA-Ames powered-lift Augmentor Wing Research Aircraft was used in the research program. Satisfactory flying qualities were demonstrated for selected stabilization and command augmentation systems and flight director combinations. The ability of the pilot to perform precise landings at low touchdown sink rates with a gentle flare maneuver was also achieved. The path-control improvement is considered to be applicable to other powered-lift aircraft configurations

    Archival light curves from the Bamberg Sky Patrol - CFOctantis, 1964-1976

    We use the archive of the Bamberg Sky Patrol to obtain light curves of the active K subgiant CF Octantis for the interval 1964-1976. Digitised images of the field near CF Oct were obtained with a flat-bed scanner. Aperture photometry was performed of photo-positives of these images. Using a transformation to second order in plate magnitude, and first order in B-V, for 9 field stars for each plate, the B magnitudes of CF Octantis were obtained for just over 350 plates. The estimated precision of an individual determination of the B magnitude of CF Oct is 0.05 mag. Analysis of the resulting data reveals the known 20 d rotational variation of this star, and shows the evolution of the light curves from year to year. We obtain light curves with good phase coverage for 1964 to 1969 inclusive, partial light curves for 1970 and 1976, and a few data points from 1971. The amplitude of variation ranges from ~0.2 to \~0.4 mag. There is evidence that the characteristic rotation period of the star in the 1960s was slightly less than that measured from photoelectric photometry in the 1980s.Comment: 11 pages, 11 figures, accepted for publication in MNRA

    Exploiting Intermolecular Interactions between Alkyl-Functionalized Redox-Active Molecule Pairs to Enhance Interfacial Electron Transfer

    The strategies to enhance electron transfer rates between redox-active, light-harvesting molecules attached to semiconductor surfaces and redox mediators in solution by modifying molecular structure are not fully investigated yet. Therefore, the design of molecules with controlled electron transfer rates remains a challenge. The aims of this work are to quantify the effect of long alkyl chain substitution on the electron transfer from cobalt(II/III) tris(2,2′-bipyridine) to organic molecules containing carbazole and thiophene and to demonstrate that alkyl chains can be used to enhance electron transfer between donor-acceptor pairs. To this end, we study the effect of using a combination of donor and acceptor molecules with and without alkyl chains on electron transfer kinetics. Using transient absorption spectroscopy, we show that when only the molecules or the mediators have long alkyl chains, electron transfer is slightly blocked as expected. Counterintuitively, electron transfer is up to 13 times faster when long alkyl chains are attached to both the redox-active molecules and the redox mediators. The faster electron transfer is explained by an alkyl-alkyl chain interaction between the donor/acceptor, leading to the proximity (trapping) of the redox mediators close to the π-conjugated backbone of the molecules. These results suggest that intermolecular interactions can be used to enhance the electron transfer rates significantly even with well-established insulating alkyl chains attached to molecules without changing the electrochemical driving force

    On the dynamics of the ABDoradus system

    We present an astrometric analysis of the binary systems ABDorA /ABDorC and ABDorBa / ABDorBb. These two systems of well-known late-type stars are gravitationally associated and they constitute the quadruple ABDoradus system. From the astrometric data available at different wavelengths, we report: (i) a determination of the orbit of ABDorC, the very low mass companion to ABDorA, which confirms the mass estimate of 0.090Msun reported in previous works; (ii) a measurement of the parallax of ABDorBa, which unambiguously confirms the long-suspected physical association between this star and ABDorA; and (iii) evidence of orbital motion of ABDorBa around ABDorA, which places an upper bound of 0.4Msun on the mass of the pair ABDorBa / ABDorBb (50% probability). Further astrometric monitoring of the system at all possible wavelengths would determine with extraordinary precision the dynamical mass of its four components.Comment: 7 pages, 4 figure

    High-Resolution Spectroscopy of Some Very Active Southern Stars

    We have obtained high-resolution echelle spectra of 18 solar-type stars that an earlier survey showed to have very high levels of Ca II H and K emission. Most of these stars belong to close binary systems, but 5 remain as probable single stars or well-separated binaries that are younger than the Pleiades on the basis of their lithium abundances and H-alpha emission. Three of these probable single stars also lie more than 1 magnitude above the main sequence in a color-magnitude diagram, and appear to have ages of 10 to 15 Myr. Two of them, HD 202917 and HD 222259, also appear to have a kinematical association with the pre-main sequence multiple system HD 98800.Comment: 25 figures, 3 table

    Clinical development and regulatory points for consideration for second-generation live attenuated dengue vaccines.

    Licensing and decisions on public health use of a vaccine rely on a robust clinical development program that permits a risk-benefit assessment of the product in the target population. Studies undertaken early in clinical development, as well as well-designed pivotal trials, allow for this robust characterization. In 2012, WHO published guidelines on the quality, safety and efficacy of live attenuated dengue tetravalent vaccines. Subsequently, efficacy and longer-term follow-up data have become available from two Phase 3 trials of a dengue vaccine, conducted in parallel, and the vaccine was licensed in December 2015. The findings and interpretation of the results from these trials released both before and after licensure have highlighted key complexities for tetravalent dengue vaccines, including concerns vaccination could increase the incidence of dengue disease in certain subpopulations. This report summarizes clinical and regulatory points for consideration that may guide vaccine developers on some aspects of trial design and facilitate regulatory review to enable broader public health recommendations for second-generation dengue vaccines
