Arktisen alueen yleisen kehityksen edistÀmiseksi tulisi mm. nostaa arktisen luonnonsuojelun kansallista prioriteettia, luoda kannustavat puitteet kansalliselle arktiselle liiketoiminnalle ja lisÀtÀ kansainvÀlisten arktisten investointimarkkinoiden avoimuutta. Ilmastonmuutoksen vaikutusten monimutkaisuus asettaa kuitenkin rajoitteita arktisella alueella toimimiselle. Suositusten vaikutukset, onnistumisen edellytykset ja riskit on analysoitu hankkeessa muodostettujen kolmen tulevaisuuskuvan mukaisesti

The focus is on general issues and business, with a special focus on the maritime cluster and tourism sector. Furthermore, the report presents an analysis of the Russian Arctic energy policy based on academic literature and media-analysis. To further the general development of the Arctic, the project recommends, inter alia, increasing the na- tional priority of environmental protection, creating a supportive environment for national Arctic business and commerce, and increasing the openness of the international Arctic investment markets. To further the maritime sector, the project recommends, inter alia, increasing the collaboration between the mari- time cluster and energy and resource extraction sectors, and creating an offshore and subsea educa- tion programme. To further the tourism sector, the project recommends, inter alia, utilizing the experi- ences and knowledge in the everyday Arctic by e.g. branding the idea ‘Arctic is Cool’ and increasing the know-how of Arctic tourism operators. The project also recommends open collaboration and knowledge sharing with Russia. Russia’s main interest in the Arctic is the utilization of hydrocarbons, but the Russian energy projects should be as- sessed not only from economic perspective, but also from political viewpoint. However, the complicated nature of climate change impacts are posing restrictions on operating in the Arctic. The consequences of the recommendations, the conditions for successful implementation, and risks have been analysed with respect to the three future scenarios constructed during the project

Critical agenda driving child–computer interaction research:taking a stock of the past and envisioning the future

    No full text
Abstract There is a revitalized interest in power and politics around design and technology in the Human–Computer Interaction (HCI) field. Child–Computer Interaction (CCI) research community has also shown arousing interest towards the topic. However, despite this emerging interest, the CCI research community has remained quite silent about the potential of a critical agenda for CCI. Few studies have explicitly addressed critical research or critical design. This study introduces the notion of a critical agenda for CCI research and identifies CCI studies that are linked with the critical agenda, revealing that there are CCI studies showing emerging interests and seeds for addressing the critical agenda. Overall, this study explores the state-of-the-art critical research tradition in CCI and explicates the potential of this tradition for making the world a better place through design and technology in collaboration with children

Exploring Methods and Guidelines for Child-Computer Interaction Research with Refugee Children

There exist many guidelines and methods on how to do Child-Computer Interaction (CCI) research, but very few focusing specifically on refugee children with a challenging background. The complex situations and multiple changes refugee children undergo, including community, culture, schooling, friendships, language, war, displacement, physical violence and even identity, makes them different from children who are not refugees. They suffer learning disabilities, mental health issues, poor physical health, trust issues and overall developmental disabilities. As there are a large number of refugee children in the world, who are displaced and out of school, it is important to help these children using available technology and assess the effectiveness of the use of technology. This paper presents a literature study on available research guidelines and methods for CCI. The literature has been reviewed for guidelines and evaluation methods, starting from more general research with children, moving to more specific research with refugee children, and finally to identify gaps, present common grounds and directions for research with this specific population. The results from 55 articles reveal that although guidelines and methods for research with children can be used for refugee children, special attention and additional guidelines are needed to address specific needs of this group. Further, the review reveals a lack of CCI research and research methods for refugee children and most adapted/new children-friendly research methods are not fully employed in research with refugee children. The results of this review could serve as a starting point for researchers entering the CCI field to work with refugee children
