Monitoramento de recursos humanos e uma nova estrutura educacional para a formação de especialistas como fatores-chave para reativar o sistema de cooperação do consumidor na Rússia
Consumer cooperation is an essential attribute of the formation of civil society and acts as a kind of an indicator of its democratic health. Due to the transformational changes in the 1990s, the values of the cooperative movement were lost in Russia. To revive the system of consumer cooperation, it is necessary to return the interest of young people to this form of business, to prepare highly qualified specialists who can develop and replicate the ideas and values of cooperative entrepreneurship. The first priority should be the monitoring of human resources working in the field of consumer cooperation. The availability of complete and reliable monitoring information will help determine the existing potential and vector for the further development of the system of consumer cooperation. In conclusion, a new education design is needed, which provides training for specialists in the field of cooperative entrepreneurship, with the required set of competencies and responsive, and often foreseeing the needs of the modern labor market.La cooperación del consumidor es un atributo esencial de la formación de la sociedad civil y actúa como un tipo de indicador de su salud democrática. Debido a los cambios de transformación en la década de 1990, los valores del movimiento cooperativo se perdieron en Rusia. Para reactivar el sistema de cooperación del consumidor, es necesario devolver el interés de los jóvenes a esta forma de negocio, preparar especialistas altamente calificados que puedan desarrollar y replicar las ideas y los valores del espíritu empresarial cooperativo. La primera prioridad debe ser el monitoreo de los recursos humanos que trabajan en el campo de la cooperación del consumidor. La disponibilidad de información de monitoreo completa y confiable ayudará a determinar el potencial existente y el vector para un mayor desarrollo del sistema de cooperación del consumidor. En conclusión, se necesita un nuevo diseño educativo, que brinde capacitación a especialistas en el campo del espíritu empresarial cooperativo, con el conjunto requerido de competencias y capacidad de respuesta, ya menudo previendo las necesidades del mercado laboral moderno.A cooperação do consumidor é um atributo essencial da formação da sociedade civil e atua como uma espécie de indicador de sua saúde democrática. A disponibilidade de informações de monitoramento completas e confiáveis ajudará a determinar o potencial e o vetor existentes para o desenvolvimento futuro do sistema de cooperação do consumidor. Quantum Interference Effects in Slowly Rotating NUT Space-time
General relativistic quantum interference effects in the slowly rotating NUT
space-time as the Sagnac effect and the phase shift effect of interfering
particle in neutron interferometer are considered. It was found that in the
case of the Sagnac effect the influence of NUT parameter is becoming important
due to the fact that the angular velocity of the locally non rotating observer
must be larger than one in the Kerr space-time. In the case of neutron
interferometry it is found that due to the presence of NUT-parameter an
additional term in the phase shift of interfering particle emerges. This term
can be, in principle, detected by sensitive interferometer and derived results
can be further used in experiments to detect the gravitomagnetic charge.
Finally, as an example, we apply the obtained results to the calculation of the
UCN (ultra-cold neutrons) energy level modification in the slowly rotating NUT

Hydrogen permeability of the Pd–Pb system foil of various composition
The purpose of the study was identification of the role of the chemical composition of Pd, Pb-alloys based of palladium in the processes of injection and extraction of atomic hydrogen.
The objects of study were Pd-Pb alloy foils with a lead content of 3, 5, 7, 9, and 11 at. %, representing the b-phase of the solid solution. Samples with a thickness of 40 to 62 µm were obtained by cold rolling. Hydrogen permeability was studied by cyclic voltammetry and two-stage cathode-anode chronoamperometry in deaerated solutions of 0.1 M H2SO4. The obtained results were processed according to a mathematical model developed for electrodes of semi-infinite thickness.
The dependence of the hydrogen permeability coefficient, as well as the rate constants of the processes of injection and extraction of atomic hydrogen, on the chemical composition of the alloy has been revealed. It was found that the Pd–Pb alloy with a lead content of 5 at.% demonstrates the highest values of hydrogen permeability compared with samples of the same crystal structure, since the rate constant of atomic hydrogen injection is very sensitive to the alloy structure. The latter confirms that the phase-limiting transition of atomic hydrogen into the alloy is the rate-determining stage, at least in the initial period of time
Preclinical Evaluation of Antitumor Efficacy of a New Radiopharmaceutical Based on Thermoresponsive Carrier and Samarium-153
This work is devoted to studying the in vivo antitumor efficacy of the new injection radiopharmaceutical based on thermoresponsive polymer and β−-emitting radionuclide samarium-153 (153Sm-KARP-CheM). The study of in vivo antitumor efficacy was performed using mice F1 and C57Bl/6 with transplanted subcutaneously sarcoma S37 and melanoma B16, respectively. The animals received single intratumoral bolus injections of 37 MBq (1 mCi), or 18.5 MBq (0.5 mCi) of 153Sm-KARP-CheM, or saline in a volume 0.1 ml. The efficacy of antitumortreatment was evaluated using tumor growth inhibition index (TGI, %) and increase of average life span (ILS, %). The most meaningful therapeutic efficacy after intratumoral injection of 153Sm-KARPCheM was observed in melanoma-bearing mice C57Bl/6. The highest values of TGI for melanoma B16 were 79.5% and 79.6% after treatment with 18.5 MBq or 37 MBq, respectively. An increase of average life span by 17.1% was found in group of melanoma-bearing mice treated with 37 MBq of 153Sm-KARP-CheM only. Tumor growth inhibition of sarcoma S37 was slightly lower as compared with melanoma B16: 62.5% and 59.0% in 37 MBq and 18.5 MBq groups, respectively. 153Sm-KARP-CheM didn’t increase average life span of treated animals. In conclusion, 153Sm-KARP-CheM seems to be effective radiopharmaceutical for local tumor radiotherapy.

Multiwavelength Observations of the Gamma-Ray Blazar PKS 0528+134 in Quiescence
We present multiwavelength observations of the ultraluminous blazar-type
radio loud quasar PKS 0528+134 in quiescence during the period July to December
2009. Significant flux variability on a time scale of several hours was found
in the optical regime, accompanied by a weak trend of spectral softening with
increasing flux. We suggest that this might be the signature of a contribution
from the accretion disk at the blue end of the optical spectrum. The optical
flux is weakly polarized with rapid variations of the degree and direction of
polarization, while the polarization of the 43 GHz radio core remains steady.
Optical spectropolarimetry suggests a trend of increasing degree of
polarization with increasing wavelength, providing additional evidence for an
accretion disc contribution towards the blue end of the optical spectrum. We
constructed four SEDs indicating that even in the quiescent state, the
bolometric luminosity of PKS 0528+134 is dominated by its gamma-ray emission. A
leptonic single-zone jet model produced acceptable fits to the SEDs with
contributions to the high-energy emission from synchrotron self-Compton
radiation and Comptonization of direct accretion disk emission. Fit parameters
close to equipartition were obtained. The moderate variability on long time
scales implies the existence of on-going particle acceleration, while the
observed optical polarization variability seems to point towards a turbulent
acceleration process. Turbulent particle acceleration at stationary features
along the jet therefore appears to be a viable possibility for the quiescent

Dissecting the long-term emission behaviour of the BL Lac object Mrk 421
We report on long-term multiwavelengthmonitoring of blazar Mrk 421 by the GLAST-AGILE
Support Program of the Whole Earth Blazar Telescope (GASP-WEBT) collaboration and
Steward Observatory, and by the Swift and Fermi satellites. We study the source behaviour in
the period 2007–2015, characterized by several extreme flares. The ratio between the optical,
X-ray and γ -ray fluxes is very variable. The γ -ray flux variations show a fair correlation with
the optical ones starting from 2012.We analyse spectropolarimetric data and find wavelengthdependence
of the polarization degree (P), which is compatible with the presence of the
host galaxy, and no wavelength dependence of the electric vector polarization angle (EVPA).
Optical polarimetry shows a lack of simple correlation between P and flux and wide rotations of
the EVPA.We build broad-band spectral energy distributions with simultaneous near-infrared
and optical data from the GASP-WEBT and ultraviolet and X-ray data from the Swift satellite.
They show strong variability in both flux and X-ray spectral shape and suggest a shift of
the synchrotron peak up to a factor of ∼50 in frequency. The interpretation of the flux and
spectral variability is compatible with jet models including at least two emitting regions that

Regional integration of long-term national dense GNSS network solutions
The EUREF Permanent Network Densification is a collaborative effort of 26 European GNSS analysis centers providing series of daily or weekly station position estimates of dense national and regional GNSS networks, in order to combine them into one homogenized set of station positions and velocities. During the combination, the station meta-data, including station names, DOMES numbers, and position offset definitions were carefully homogenized, position outliers were efficiently eliminated, and the results were cross-checked for any remaining inconsistencies. The results cover the period from March 1999 to January 2017 (GPS week 1000-1933) and include 31 networks with positions and velocities for 3192 stations, well covering Europe. The positions and velocities are expressed in ITRF2014 and ETRF2014 reference frames based on the Minimum Constraint approach using a selected set of ITRF2014 reference stations. The position alignment with the ITRF2014 is at the level of 1.5, 1.2, and 3.2 mm RMS for the East, North, Up components, respectively, while the velocity RMS values are 0.17, 0.14, and 0.38 mm/year for the East, North, and Up components, respectively. The high quality of the combined solution is also reflected by the 1.1, 1.1, and 3.5 mm weighted RMS values for the East, North, and Up components, respectively

Behavioral risk factors and clinical course of cardiovascular diseases and other noncommunicable diseases during quarantine in various regions of Russia
Aim. To assess the behavioral risk factors and the clinical course of cardiovascular diseases (CVDs) and other noncommunicable diseases (NCDs) during quarantine in various regions of Russia.Material and methods. This multicenter cohort cross-sectional study included 205 men and women from 6 Russian cities. Further, 4 of them (Saransk, Nizhny Novgorod, Penza, Ulyanovsk) were combined into one group — the Volga region. The study included men and women aged 30-69 years with one or more NCDs (hypertension, coronary artery disease with or without myocardial infarction, type 2 diabetes, chronic obstructive pulmonary disease/asthma and cancer in patients receiving chemotherapy and/or radiation therapy) who were self-isolated during coronavirus disease 2019 (COVID-19) pandemic. For all patients, a questionnaire was used, which included socio-demographic parameters, behavioral risk factors, status of the underlying disease, incidence of COVID-19 and its complications. Self-assessment of the state of health was carried out using the European Quality of Life Questionnaire.Results. In every third Muscovite, the intensity of physical activity decreased, and in the groups of patients from Omsk and the Volga region, it was 45% and 43%, respectively. An increase in meal frequency and an impairment of eating habits in Moscow and Omsk was noted in 18,2% and 18,7% of participants, while in Volga region subjects, these parameters were 2 times higher (42,4%). At the same time, no significant changes of alcohol consumption and smoking was revealed in the cohorts. Hypertensive crises during a pandemic were noted in all three subgroups, but more of them were recorded in the Volga region — in every third patient (p< 0,05 compared to Moscow), in the Omsk group — in every fourth patient, and among Muscovites — no more than 5%. Clinical deterioration in patients with angina was noted in 15% of cases, while the smallest number was noted in Omsk subjects (5,3%), three times less than in other subgroups. Changes in intensity and regimen of hypoglycemic therapy were noted in patients from Omsk, while 30% of them (p< 0,05 compared with the Volga region) increased the doses of medications taken. Chronic obstructive pulmonary disease was registered in the group with the largest number of Volga region patients — 14,1% (p< 0,05 compared to Omsk), while 17% of patients in this group increased the dose of drugs. Any cancer was recorded in 13,6% of Muscovites, while in the other two groups — about 5%. The largest number of patients from the Volga region noted a health decline over the past year (30,8%), while every fifth patient from Omsk (19,6%) and 13,6% of Muscovites reported health changes.Conclusion. During quarantine and self-isolation, changes in dietary habits and physical activity decline were noted among patients with NCDs, while alcohol consumption and smoking remained practically unchanged. The change in clinical status was characterized by an increase in hypertensive crisis incidence, an increase in doses of antihypertensive and hypoglycemic medication. Depending on the region, the health decline was noted by 13-31% of patients with NCDs
