La gestión estratégica de las ciudades. El caso de una ciudad media de Sudamérica: Mar del Plata (Argentina)
Desde la dĂ©cada de 1990, en Argentina se vive bajo una «plaga» de planes estratĂ©gicos, a consecuencia de la municipalizaciĂłn de la crisis del Estado y de los procesos de ajuste macroeconĂłmico. Los planes estratĂ©gicos presentan la ventaja de permitirnos identificar, para cada caso concreto de planificaciĂłn, los grupos de interĂ©s que pretenden, mediante la instrumentalizaciĂłn de una polĂtica pĂșblica especĂfica, aumentar su peso dentro y fuera del municipio. Por otra parte, y Ă©ste es el objetivo del presente artĂculo, los planes estratĂ©gicos son el reflejo del crecimiento y de la consolidaciĂłn del corporativismo en el ĂĄmbito local y, concretamente, de la gestiĂłn privada de intereses pĂșblicos.Since the 1990s, Argentina lives under a strategic planning «plague» consequence of the transference of the state crisis to the district level and of the macroeconomic policies. Strategic plans have the advantage of allowing us to identify, for each particular case of planning, the interest groups which pretend, through the instrumentation of a specific public policy, to gain weight inside and outside the district. On the other side, and this being the purpose of the present article, strategic plans are a reflection of the growth and consolidation of corporatism at the local level and, specifically, of the private management of public interest
Fast branching algorithm for Cluster Vertex Deletion
In the family of clustering problems, we are given a set of objects (vertices
of the graph), together with some observed pairwise similarities (edges). The
goal is to identify clusters of similar objects by slightly modifying the graph
to obtain a cluster graph (disjoint union of cliques). Hueffner et al. [Theory
Comput. Syst. 2010] initiated the parameterized study of Cluster Vertex
Deletion, where the allowed modification is vertex deletion, and presented an
elegant O(2^k * k^9 + n * m)-time fixed-parameter algorithm, parameterized by
the solution size. In our work, we pick up this line of research and present an
O(1.9102^k * (n + m))-time branching algorithm
Finding and counting vertex-colored subtrees
The problems studied in this article originate from the Graph Motif problem
introduced by Lacroix et al. in the context of biological networks. The problem
is to decide if a vertex-colored graph has a connected subgraph whose colors
equal a given multiset of colors . It is a graph pattern-matching problem
variant, where the structure of the occurrence of the pattern is not of
interest but the only requirement is the connectedness. Using an algebraic
framework recently introduced by Koutis et al., we obtain new FPT algorithms
for Graph Motif and variants, with improved running times. We also obtain
results on the counting versions of this problem, proving that the counting
problem is FPT if M is a set, but becomes W[1]-hard if M is a multiset with two
colors. Finally, we present an experimental evaluation of this approach on real
datasets, showing that its performance compares favorably with existing

Ultrametric spaces of branches on arborescent singularities
Let be a normal complex analytic surface singularity. We say that is
arborescent if the dual graph of any resolution of it is a tree. Whenever
are distinct branches on , we denote by their intersection
number in the sense of Mumford. If is a fixed branch, we define when and
otherwise. We generalize a theorem of P{\l}oski concerning smooth germs of
surfaces, by proving that whenever is arborescent, then is an
ultrametric on the set of branches of different from . We compute the
maximum of , which gives an analog of a theorem of Teissier. We show that
encodes topological information about the structure of the embedded
resolutions of any finite set of branches. This generalizes a theorem of Favre
and Jonsson concerning the case when both and are smooth. We generalize
also from smooth germs to arbitrary arborescent ones their valuative
interpretation of the dual trees of the resolutions of . Our proofs are

Search for the Flavor-Changing Neutral Current Decay with the HERA-B Detector
We report on a search for the flavor-changing neutral current decay using events recorded with a dimuon trigger in
interactions of 920 GeV protons with nuclei by the HERA-B experiment. We find
no evidence for such decays and set a 90% confidence level upper limit on the

Measurement of the J/Psi Production Cross Section in 920 GeV/c Fixed-Target Proton-Nucleus Interactions
The mid-rapidity (dsigma_(pN)/dy at y=0) and total sigma_(pN) production
cross sections of J/Psi mesons are measured in proton-nucleus interactions.
Data collected by the HERA-B experiment in interactions of 920 GeV/c protons
with carbon, titanium and tungsten targets are used for this analysis. The
J/Psi mesons are reconstructed by their decay into lepton pairs. The total
production cross section obtained is sigma_(pN)(J/Psi) = 663 +- 74 +- 46
nb/nucleon. In addition, our result is compared with previous measurements
Open and Hidden Charm Production in 920 GeV Proton-Nucleus Collisions
The HERA-B collaboration has studied the production of charmonium and open
charm states in collisions of 920 GeV protons with wire targets of different
materials. The acceptance of the HERA-B spectrometer covers negative values of
xF up to xF=-0.3 and a broad range in transverse momentum from 0.0 to 4.8
GeV/c. The studies presented in this paper include J/psi differential
distributions and the suppression of J/psi production in nuclear media.
Furthermore, production cross sections and cross section ratios for open charm

Here and now: perceptions of Indian Ocean islanders on the climate change and migration nexus
Empirical studies exploring the links between climate change and migration are increasing. Often, perceptions are not fully explored from the people most affected by the climate change and migration nexus. This article contributes to filling this gap by eliciting and analyzing perceptions regarding climate change and migration from an understudied population labelled as being amongst those most immediately and directly affected by climate change: Indian Ocean islanders. Open-ended, semi-structured interviews were conducted in two case study communities in Maldives (Kaafu Guraidhoo with 17 interviews and Raa Dhuvafaaru with 18 interviews) and two case study communities in Lakshadweep, India (Kavaratti with 35 interviews and Minicoy with 26 interviews). The results present the intervieweesâ perceptions of climatic variability and change that they experience; how they perceive the causes of these changes; and links to migration decisions. The interviews demonstrate that perceptions of climate change, of migration, and of the links or lack thereof between the two are centred on the intervieweesâ own experiences, their own locations, and the immediate timeframe. External information and direction has limited influence. Their perceptions are framed as being the âhere and nowâ through topophilia (here) and tempophilia (now). The islandersâ views do not avoid, but rather encompass, long-term livelihoods and the future. Such a future might be in another location, but the anchor is expressing future hopes and aspirations through the here and now. It is not linked to the wide-scale, long-term issue of climate change
Interaction between expectancies and drug effects: an experimental investigation of placebo analgesia with caffeine as an active placebo
In a randomised placebo-controlled clinical trial it is assumed that psychosocial effects of the treatment, regression to the mean and spontaneous remission are identical in the drug and placebo group. Consequently, any difference between the groups can be ascribed to the pharmacological effects. Previous studies suggest that side effects of drugs can enhance expectancies of treatment effects in the drug group compared to the placebo group, and thereby increase placebo responses in the drug group compared to the
placebo group.
The hypothesis that side effects of drugs can
enhance expectancies and placebo responses was tested.
Painful laser stimuli were delivered to 20 healthy
subjects before and after administration of a drink with 0 or 4 mg/kg caffeine. The drink was administered either with information that it contained a painkiller or that it was a placebo. Laser-evoked potentials and reports of pain, expectancy, arousal and stress were measured.
Results Four milligrammes per kilogramme of caffeine reduced pain. Information that a painkiller was administered increased the analgesic effect of caffeine compared to caffeine administered with no drug information. This effect
was mediated by expectancies. Information and expectancies had no effect on pain intensity when 0 mg/kg was administered.
The analgesic effect of caffeine was increased by
information that a painkiller was administered. This was due to an interaction of the pharmacological action of the drug and expectancies. Hence, psychosocial effects accompanying a treatment can differ when an active drug is administered compared to a placebo
