Government-donor relations in Sierra Leone: who is in the driving seat?
YesSince the cessation of conflict in 2002, Sierra Leone has experienced extraordinary levels of involvement from Western donors. Paradoxically, while relationships are often portrayed on the ground as strong with significant donor influence, our research shows considerable fluidity in individual and institutional relationships. The article disaggregates donor-government relations at various levels over a short but crucial period, 2010-16, asking in each case who occupies the driving seat. In so doing, the article interrogates the concept of âextraversionâ, investigating to what extent government - and indeed donors - has space in which to manoeuvre and how and why government and donors act as they do in this space. The period 2010-16 is of particular interest due to extreme iron ore price volatility and the Ebola epidemic of 2014â15. The article adds much-needed critique and empirical evidence to the debate on donor influence and âextraversionâ

Adaptation and development pathways for different types of farmers
One of the greatest challenges humanity faces is feeding the world's human population in a sustainable, nutritious, equitable and ethical way under a changing climate. Urgent transformations are needed that allow farmers to adapt and develop while also being climate resilient and contributing minimal emissions. This paper identifies several illustrative adaptation and development pathways, recognising the variety of starting points of different types of farmers and the ways their activities intersect with global trends, such as population growth, climate change, rapid urbanisation dietary changes, competing land uses and the emergence of new technologies. The feasibility of some pathways depends on factors such as farm size and land consolidation. For other pathways, particular infrastructure, technology, access to credit and market access or collective action are required. The most viable pathway for some farmers may be to exit agriculture altogether, which itself requires careful management and planning. While technology offers hope and opportunity, as a disruptor, it also risks maladaptations and can create tradeoffs and exacerbate inequalities, especially in the context of an uncertain future. For both the Sustainable Development Goals and the 2015 Paris Agreement to be achieved, a mix of levers that combine policy, technology, education and awareness-raising, dietary shifts and financial/economic mechanisms is required, attending to multiple time dimensions, to assist farmers along different pathways. Vulnerable groups such as women and the youth must not be left behind. Overall, strong good governance is needed at multiple levels, combining top-down and bottom-up processes
Developing social capital in implementing a complex intervention: a process evaluation of the early implementation of a suicide prevention intervention in four European countries
<p>Background: Variation in the implementation of complex multilevel interventions can impact on their delivery and outcomes. Few suicide prevention interventions, especially multilevel interventions, have included evaluation of both the process of implementation as well as outcomes. Such evaluation is essential for the replication of interventions, for interpreting and understanding outcomes, and for improving implementation science. This paper reports on a process evaluation of the early implementation stage of an optimised suicide prevention programme (OSPI-Europe) implemented in four European countries.</p>
<p>Methods: The process analysis was conducted within the framework of a realist evaluation methodology, and involved case studies of the process of implementation in four European countries. Datasets include: repeated questionnaires to track progress of implementation including delivery of individual activities and their intensity; serial interviews and focus groups with stakeholder groups; and detailed observations at OSPI implementation team meetings.</p>
<p>Results: Analysis of local contexts in each of the four countries revealed that the advisory group was a key mechanism that had a substantial impact on the ease of implementation of OSPI interventions, particularly on their ability to recruit to training interventions. However, simply recruiting representatives of key organisations into an advisory group is not sufficient to achieve impact on the delivery of interventions. In order to maximise the potential of high level âgatekeepersâ, it is necessary to first transform them into OSPI stakeholders. Motivations for OSPI participation as a stakeholder included: personal affinity with the shared goals and target groups within OSPI; the complementary and participatory nature of OSPI that adds value to pre-existing suicide prevention initiatives; and reciprocal reward for participants through access to the extended network capacity that organisations could accrue for themselves and their organisations from participation in OSPI.</p>
<p>Conclusions: Exploring the role of advisory groups and the meaning of participation for these participants revealed some key areas for best practice in implementation: careful planning of the composition of the advisory group to access target groups; the importance of establishing common goals; the importance of acknowledging and complementing existing experience and activity; and facilitating an equivalence of benefit from network participation.</p>
Hypoxia regulates FGFR3 expression via HIF-1α and miR-100 and contributes to cell survival in non-muscle invasive bladder cancer
Background: Non-muscle invasive (NMI) bladder cancer is characterised by increased expression and activating mutations of FGFR3. We have previously investigated the role of microRNAs in bladder cancer and have shown that FGFR3 is a target of miR-100. In this study, we investigated the effects of hypoxia on miR-100 and FGFR3 expression, and the link between miR-100 and FGFR3 in hypoxia.
Methods: Bladder cancer cell lines were exposed to normoxic or hypoxic conditions and examined for the expression of FGFR3
by quantitative PCR (qPCR) and western blotting, and miR-100 by qPCR. The effect of FGFR3 and miR-100 on cell viability in twodimensional (2-D) and three-dimensional (3-D) was examined by transfecting siRNA or mimic-100, respectively.
Results: In NMI bladder cancer cell lines, FGFR3 expression was induced by hypoxia in a transcriptional and HIF-1a-dependent
manner. Increased FGFR3 was also in part dependent on miR-100 levels, which decreased in hypoxia. Knockdown of FGFR3 led to a decrease in phosphorylation of the downstream kinases mitogen-activated protein kinase (MAPK) and protein kinase B (PKB), which was more pronounced under hypoxic conditions. Furthermore, transfection of mimic-100 also decreased phosphorylation of MAPK and PKB. Finally, knocking down FGFR3 profoundly decreased 2-D and 3-D cell growth, whereas introduction of mimic-100 decreased 3-D growth of cells.
Conclusion: Hypoxia, in part via suppression of miR-100, induces FGFR3 expression in bladder cancer, both of which have an
important role in maintaining cell viability under conditions of stress
The relationship between individual differences in spontaneous self-affirmation and affect associated with self-weighing
We investigate whether the tendency to self-affirm in response to threat is associated with how people feel when they weigh themselves. People who were preoccupied with their weight anticipated feeling less negative (Studies 1a and 1b) and felt less negative (Study 2) when self-weighing if they typically affirmed their strengths. Study 3 experimentally manipulated self-affirmation. Although this intervention prompted affirmation of strengths it did not influence how participants felt when they subsequently weighed themselves. Together, the findings suggest that the tendency to spontaneously affirm strengths, but not values or social relations, is associated with the psychological outcomes of self-weighing and thus provide the basis for understanding how such individual differences might moderate how people respond in other self-evaluative contexts
Reference Correlation of the Viscosity of Squalane from 273 to 373 K at 0.1 MPa
International audienceThe paper presents a new reference correlation for the viscosity of squalane at 0.1 MPa. The correlation should be valuable as it is the first to cover a moderately high viscosity range, from 3 to 118 mPaâs. It is based on new viscosity measurements carried out for this work, as well as other critically evaluated experimental viscosity data from the literature. The correlation is valid from 273 to 373 K at 0.1 MPa. The average absolute percentage deviation of the fit is 0.67, and the expanded uncertainty, with a coverage factor k = 2, is 1.5%
Normal and Lateral Casimir Forces between Deformed Plates
The Casimir force between macroscopic bodies depends strongly on their shape
and orientation. To study this geometry dependence in the case of two deformed
metal plates, we use a path integral quantization of the electromagnetic field
which properly treats the many-body nature of the interaction, going beyond the
commonly used pairwise summation (PWS) of van der Waals forces. For arbitrary
deformations we provide an analytical result for the deformation induced change
in Casimir energy, which is exact to second order in the deformation amplitude.
For the specific case of sinusoidally corrugated plates, we calculate both the
normal and the lateral Casimir forces. The deformation induced change in the
Casimir interaction of a flat and a corrugated plate shows an interesting
crossover as a function of the ratio of the mean platedistance H to the
corrugation length \lambda: For \lambda \ll H we find a slower decay \sim
H^{-4}, compared to the H^{-5} behavior predicted by PWS which we show to be
valid only for \lambda \gg H. The amplitude of the lateral force between two
corrugated plates which are out of registry is shown to have a maximum at an
optimal wavelength of \lambda \approx 2.5 H. With increasing H/\lambda \gtrsim
0.3 the PWS approach becomes a progressively worse description of the lateral
force due to many-body effects. These results may be of relevance for the
design and operation of novel microelectromechanical systems (MEMS) and other

Fermion Electric Dipole Moments in Supersymmetric Models with R-parity Violation
We analyze the electron and neutron electric dipole moments induced by
R-parity violating interactions in supersymmetric models. It is pointed out
that dominant contributions can come from one-loop diagrams involving both the
bilinear and trilinear R-parity odd couplings, leading to somewhat severe

The Role of Power-Law Correlated Disorder in the Anderson Metal-Insulator Transition
We study the influence of scale-free correlated disorder on the
metal-insulator transition in the Anderson model of localization. We use
standard transfer matrix calculations and perform finite-size scaling of the
largest inverse Lyapunov exponent to obtain the localization length for
respective 3D tight-binding systems. The density of states is obtained from the
full spectrum of eigenenergies of the Anderson Hamiltonian. We discuss the
phase diagram of the metal-insulator transition and the influence of the
correlated disorder on the critical exponents.Comment: 6 pages, 3 figure
