    Guest Lecture – Foundation Engineering for Gravity Structures in the Northern North Sea

    During the past 10 years, 15 gravity structures have been installed in the northern North Sea. As new gravity structures are being designed for installation on softer soils and at greater depths, they still pose a great challenge to soil mechanics and foundation engineering. Great improvements have been made during the 10-year period. This applies to soil investigations, in-situ measurements, undisturbed sampling, laboratory testing and design analyses. Compared to structures on land, offshore gravity structures are characterised by large foundation areas, the installation method, and the cyclic wave loading state. The paper reviews investigation methods, site and soil conditions, construction principles, instrumentation and installation. The main emphasis, however, is given to current foundation design practice and experiences from full scale measurements

    Cretaceous-Tertiary geodynamics: a North Atlantic exercise

    New reconstructions are presented for the Cretaceous–Early Tertiary North Atlantic using a combination of palaeomagnetic, hotspot and magnetic anomaly data. We utilize these reconstructions in an analysis of previously described misfits between the North Atlantic Plate elements at successive intervals during this time period. We are able to achieve reasonable overlap between the hotspot and palaeomagnetic reconstructions between 40 and 95 Ma and thus are able to support the idea that the Indo–Atlantic hotspots are relatively stationary. Small, but systematic discrepancies for this time interval can readily be modelled with a long-term, octopole non-dipole field contribution (G3 = g₃⁰/g₁⁰ = 0.08). However, hotspot and palaeomagnetic reconstructions for the Early Cretaceous North Atlantic show substantial differences that cannot be explained by constant, non-dipole fields and we favour an explanation for these discrepancies in terms of true polar wander (TPW) triggered by mantle instabilities between 125 and 95 Ma; this constitutes the only identifiable event of significant TPW since the Early Cretaceous. Taken in the context of available geochronological and geological data and seismic tomography from the region, the 95–40 Ma reconstructions and their time-consequent geological products are interpreted in terms of specific conditions of mantle-crust coupling and global plate motions/tectonic activity. Highlights from these reconstructions show uniform NE movement of the coupled North American, Greenland and Eurasian plates from 95 to 80 Ma; a marked cusp in the paths for all three elements at 80 Ma where the three plates simultaneously change direction and follow a uniform NW-directed motion until c. 20 Ma when Eurasia diverges NE, away from the still-NW-moving Greenland and North American elements. Positioning of the Iceland plume beneath the spreading-ridge at 20 Ma may have increased upwelling below the ridge, increased the ridge-push, and caused a NE shift in the absolute direction of Eurasia

    Context and consequences of liquor sachets use among young people in Malawi

    This article presents a relatively new phenomenon regarding alcohol related problems in Malawi; the context and consequences of the consumption of liquor sachets among young people. The results presented are part of a larger study looking at the prevalence and social norms related to alcohol use, as well as people’s opinions on policies and interventions related to alcohol in Malawi. The results presented here are from a qualitative component in three Malawian communities. The results imply that the introduction of sachets has contributed to an increase in alcohol consumption among young people. Major issues of concern are issues of age limits, packaging and alcohol content, as well as lack of empirical evidence on which to base policies and interventions. Finally, there is a need to mobilize positive adult role models for young people with regards to alcohol.Key words: Liquor sachets, Malawi, youth, alcohol consequences, qualitative stud

    Bakgrunn, prosess og antagelser For å møte fremtidens utfordringer når det gjelder hjemmebaserte helsetjenester på en god måte er det behov for innovasjon og fornyelse. Formålet med prosjekt Tillitsmodellen har vært å utvikle et tillitsbasert alternativ til bestiller/utfører-modellen som • tar utgangspunkt i hva en enkelte tjenestemottager opplever som viktig, • gir økt ansvar og myndighet til fagpersonene, og • forenkler og forbedrer kontroll- og rapporteringsrutiner. Tillitsmodellen for de hjemmebaserte tjenestene i form av selvstyrende tverrfaglige team ble utviklet gjennom en omfattende nedenfra-og-opp-prosess i fire bydeler, med medvirkning fra representanter for brukere, fagorganisasjoner og medarbeidere i bydelene. Resultatet ble et nytt tjenestedesign og en ny forvaltningsmodell med saksbehandling i lokale team, med helhetlig ansvar for et avgrenset geografisk område. Man ønsket å oppnå følgende resultater med den nye forvaltningsmodellen: • økt trygghet, tilfredshet og selvbestemmelse for brukerne •økt motivasjon og arbeidsglede for fagpersonalet • økt fleksibilitet, effektivitet og kvalitet i tjenestene. Denne nye forvaltningsmodellen, «Tillitsmodellen», ble forpilotert i tre bydeler høsten 2017 og deretter videreutviklet og hovedpilotert i fire bydeler 2017-18

    Access to assistive technology in two Southern African countries

    Background Millions of people in Southern Africa are deprived of basic human rights such as the right to education and work because of the large and growing unmet demand for assistive technologies (AT). Evidence is needed to better characterize the lack of AT access. Methods This study serves to identify the sociodemographic factors that are associated with access to AT in two countries in Southern Africa, Botswana and Swaziland. To achieve this aim, logistics regression was applied to a subset of variables from two Living Conditions Studies, nationally representative surveys that were conducted in Southern Africa (2014 and 2010). Results In Botswana, 44% of people who needed AT did not receive it, while in Swaziland the unmet need was 67%. Among the sociodemographic variables tested, the type of disability was the most important factor in determining AT access in both countries. The likelihood of AT access was highest in both countries for those who had mobility limitations (i.e., difficulty walking/climbing stairs) [Botswana: 6.4 odds ratio (OR) = 6.4., 95% confidence internal (CI) (3.6–11.3); Swaziland: OR = 3.2, CI (1.4–7.3)], in comparison to those with non-mobility types of disabilities. Conclusions These findings provide support for governments and other stakeholders in the AT sector to prioritize AT to address the large unmet demand, and expand the range of AT products provided so that people with hearing, seeing, self-care, communication and cognition difficulties have equal access to AT as those with mobility impairments. A step toward achieving these aims is to inventory AT product types that are commonly covered through the public sector in each country, and identify common gaps (e.g., daily living aids). Advancing the AT sector as a whole within Southern Africa will require large scale qualitative studies that achieve a comprehensive understanding of the bottlenecks in regional AT supply, procurement, and delivery systems

    Ecological Effects and Ecosystem Shifts Caused by Mass Mortality Events on Early Life Stages of Fish

    Mass mortality events (MMEs) are a key concern for the management of marine ecosystems. Specific stages and species are at risk and the causes may be single or cumulative pressure from a range of sources including pollutants, anthropogenic climate change or natural variability. Identifying risk and quantifying effects of plausible scenarios including MMEs are key to stakeholders and a quest for scientists. MMEs affect the whole ecosystem, but are traditionally only studied in relation to specific species, disregarding ecological feedbacks. Here we use an end-to-end ecosystem model adapted to the Nordic and Barents seas to evaluate the species-specific and ecological impacts for 50 years following an MME. MMEs were modeled as 10, 50, or 90% reduced recruitment for cod, herring and haddock, individually or in combination. The MME scenarios were compared to a base case model run that includes the current fishing mortality. All species showed declines in population biomass following an MME, increasing in duration and severity with increasing mortality. Cod biomass rebounded to the base case level within 3–13 years post the MME independent of scenario, while neither haddock nor herring fully rebounded to base case levels within the considered time horizon. Haddock responded much more variably to the mortality scenarios than cod or herring, with some scenarios yielding much higher levels of biomass than the base case. Herring responded negatively to all scenarios, leading to lower herring biomass and a steeper decline of the species than seen in the base case due to persistent harvest pressure. Corresponding responses showed that the demersal guild biomass increased substantially, while the pelagic guild biomass declined. Few effects were observed on the other guilds, including the top predators. Ecosystem effects as measured by ecological indicators were greatest after 5 years, but persisted through the entire model run. Fishery indicators showed the same features, but the responses were stronger than for the ecosystem indicators. Taken together this indicates long-term, ecological response to MMEs that can be described as regime shifts, highlighting the importance of using ecosystem models when evaluating effects of MMEs.publishedVersio

    Access to health care for persons with disabilities in rural South Africa

    BACKGROUND: Global research suggests that persons with disabilities face barriers when accessing health care services. Yet, information regarding the nature of these barriers, especially in low-income and middle-income countries is sparse. Rural contexts in these countries may present greater barriers than urban contexts, but little is known about access issues in such contexts. There is a paucity of research in South Africa looking at "triple vulnerability" - poverty, disability and rurality. This study explored issues of access to health care for persons with disabilities in an impoverished rural area in South Africa. METHODS: The study includes a quantitative survey with interviews with 773 participants in 527 households. Comparisons in terms of access to health care between persons with disabilities and persons with no disabilities were explored. The approach to data analysis included quantitative data analysis using descriptive and inferential statistics. Frequency and cross tabulation, comparing and contrasting the frequency of different phenomena between persons with disabilities and persons with no disabilities, were used. Chi-square tests and Analysis of Variance tests were then incorporated into the analysis. RESULTS: Persons with disabilities have a higher rate of unmet health needs as compared to non-disabled. In rural Madwaleni in South Africa, persons with disabilities faced significantly more barriers to accessing health care compared to persons without disabilities. Barriers increased with disability severity and was reduced with increasing level of education, living in a household without disabled members and with age. CONCLUSIONS: This study has shown that access to health care in a rural area in South Africa for persons with disabilities is more of an issue than for persons without disabilities in that they face more barriers. Implications are that we need to look beyond the medical issues of disability and address social and inclusion issues as well

    Relinquishing and Governing the Volatile: The Many Afghanistans and Critical Research Agendas of NATO's Governance

    This article invites academics and policy analysts to examine the mechanisms and legacy of NATO's security and development governance of Afghan social spaces by using critical theory concepts. It argues that such scholarly endeavors are growing in importance as the United States and NATO gradually pull their troops out of Afghanistan. Thus, the article suggests a broad twofold research agenda. First, it points out that researching social spaces such as towns, villages, marketplaces, and neighborhoods beyond the realm of intergovernmental politics can lead to thick descriptions of how such places have been governed from within by agents external to them. Second, the study argues for a multifaceted examination of instruments, strategies, and institutions of security governance, its conduct and social effects by deploying critical and Foucauldian concepts such as the rationality and apparatuses of power relations. Thereby, it proposes an inquiry into Provincial Reconstruction Teams and Afghan National Security Forces as spatially and temporally specific apparatuses of surveillance and security
