Epistemologias situadas e engajadas no Sul: ações coletivas latino- americanas e novas propostas éticas e epistêmicas

1º Congresso Internacional Epistemologias do Sul: perspectivas críticas - 7 a 9 de novembro de 2016, realizada pela Universidade Federal da Integração Latino-Americana (UNILA).Esta apresentação pretende compartilhar indagações e percursos de pesquisa que surgem do trabalho de articulação de vertentes teóricas e propostas ético- epistêmicas de ações coletivas em curso na América Latina. Essas reflexões fazem parte de pesquisas, ainda e fase de elaboração, 4 e também são fruto de experiência pedagógica recente na pós-graduação. No mesmo período que iniciava as pesquisas de pós- doutorado comecei a ministrar a disciplina “Epistemologias situadas e engajadas - corpos, contextos e políticas na produção de conhecimentos e futuros possíveis” junto ao Programa de Mestrado em Divulgação Científica e Cultural (MDCC/UNICAMP)

Technological And Organizational Learning: The Case Of The Center Of Naval And Oceanic Engineering

This paper highlights the changes of organizational and technological patterns of the Center of Naval and Oceanic Engineering of the Technology Research Institute (CNAVAL/IPT) from Brazil and the types of learning acquired in relations to the naval market. According to this research, the changes came between relations with the productive naval sector, universities and government through of research and innovation network called Center for Excellence in Naval and Oceanic Engineering (CEENO), headed by Petrobrás (Brazilian Oil Company) with a focus on the late 1990s and during the 2000s. The relations with this environment allowed CNAVAL/IPT to create new management routines, new capabilities of technological production and new competencies, which made him more dynamic in front of the constants market changes. This paper articulates concepts of learning process, organization transformation and innovation and research networks. The methodology was based on analyzes of academics thesis, legislations, internal documents of CNAVAL/IPT and interviews with key actors from CNAVAL/IPT

Pragas e Doenças: Controvérsias na Constituição Da Cadeia Produtiva da Laranja no Estado de São Paulo dos Anos 1930 Aos 2000.

 O artigo traz um breve histórico das doenças que mais seriamente afetaram a produção de laranja no estado de São Paulo entre os anos 30 até os anos 2000, com um enfoque nas pesquisas, nas políticas fitossanitárias e nas controvérsias que acompanharam a busca por soluções a essas doenças. O trabalho evidencia como as políticas fitossanitárias para o citrus estão associadas não só às pesquisas públicas, mas também à organização institucional da cadeia produtiva da laranja e à atuação do Estado, seja na formulação de políticas ou na regulação de compra e venda das frutas

Trajetória institucional e políticas de CT&I: o caso do CNAVAL/IPT nos anos 2000

This article discusses the relationship between the institutional trajectory of the Institute for Technological Research (IPT) and the changes in ST&I policies, trying to identify the inflection points which impacted their organizational routines. The objective is to understand the strategies that the Institute, their leaders and researchers assume face to the changing context in which they live. The concepts of trajectory, evolution, organizational learning, routines and techno-economics network are guiding this article. After a brief history of the most important transformations experienced by the institution, between 1970 and 1998, this work focuses in this recent decade and in a experience analysis of Center for Naval and Ocean Engineering (CNAVAL/IPT). The methodological approach is exploratory, combining interviews with key actor, documentary research and literature about transformations of the Public Research Institutes (IPPs) from Brazil.Este artigo discute as relações entre a trajetória institucional do Instituto de Pesquisas Tecnológicas (IPT) e as mudanças nas políticas de CT&I estaduais e federais, tratando de identificar os pontos de inflexão, que impactaram suas rotinas organizacionais. O objetivo é compreender as estratégias que o Instituto, seus dirigentes e pesquisadores assumem face às transformações do contexto em que estão inseridos. Os conceitos de trajetória, evolução e aprendizagem, rotinas e rede tecnoeconômica são os norteadores do trabalho. SOBRE ÁGUAS REVOLTAS... CRESCIMENTO E CRISE DA INDÚSTRIA NAVAL BRASILEIRA NO PRINCÍPIO DO SÉCULO XXI

In this article we analyze the recent crisis in the Brazilian naval industry (post-2015) due to the discontinuities of government policies, a fact that occurs after strong growth at the beginning of this century. There is a decrease in activities, the closing of the shipyards and the growing unemployment based on a perspective of less orders and financing from Transpetro / Petrobras. Currently (2018), only 32 shipyards are in operation, against the 52 that existed in 2014 and employs 30 thousand of the 82 thousand before. The research was qualitative with a review of the bibliography and analysis of secondary data, such as employment volume by the Annual List of Social Information of the Ministry of Employment and Labor (RAIS / MTE), evolution of the Merchant Marine Fund (FMM) and other sectoral indicators of the National Union of the Shipbuilding and Offshore Industry (SINAVAL).Nesse artigo analisamos a recente crise da indústria naval brasileira (pós-2015) devido as descontinuidades das políticas governamentais, fato que ocorre depois de forte crescimento no princípio desse século.   Observa-se a diminuição das atividades, o fechamento dos estaleiros e o crescente desemprego assentados em uma perspectiva de menos encomendas e financiamento por parte da Transpetro/Petrobras. Atualmente (2018), estão em operação apenas 32 estaleiros, contra os 52 que existiam em 2014 e emprega 30 mil dos 82 mil de antes. A pesquisa foi qualitativa com revisão da bibliografia e a análise de dados secundários, como volume de emprego pela Relação Anual de Informações Sociais do Ministério do Emprego e Trabalho (RAIS/MTE), evolução do Fundo da Marinha Mercante (FMM) e outros indicadores setoriais do Sindicato Nacional da Indústria de Construção Naval e Offshore (SINAVAL).

Natural stings: selling distrust about vaccines on brazilian youtube

In this study, we investigate misinformation and disinformation (M&D) about vaccines using a case study approach to understand how M&D about vaccines circulate on YouTube in Portuguese, and who are the channels creating and disseminating this kind of content. The World Health Organization considered vaccine hesitation as one of the greatest threats to global health in 2019. Researchers associated this hesitation to a strengthening of the anti-vaccination movements, suggesting that social media is currently the main spreader of this position. YouTube increasingly becomes a matter of concern, since its recommendation system is identified as a promoter of misinformation and extreme content. Despite YouTube's statements, M&D about vaccines continue to be disseminated in videos in Portuguese, reaching a large audience. We found 52 videos containing M&D about vaccines. The main M&D were the claim of dangerous ingredients in vaccines, the defense of self-direction—freedom of choice, independent research—, the promotion of alternative health services, the myth that vaccines cause diseases, conspiracy theories, and the allegation of vaccine's severe collateral effects. We identified 39 brands advertising on 13 videos of our M&D sample. Although the YouTube Partner Program is an important source of income, the channels use different economic strategies, such as the selling of courses, and therapies and the use of fundraising platforms. We also found that alternative health channels spread distrust about traditional institutions to promote themselves as trusted sources for the audience and thereby profit with alternative health services5This research was funded in part by the Gordon and Betty Moore Foundation through Grant GBMF3834 and by the Alfred P. El rol estatal en sectores estratégicos: la industria naval pesada en Argentina y Brasil

El artículo se dedica al análisis del rol del Estado como uno de los elementos claves que explica la divergente trayectoria seguida por la industria naval en Argentina y Brasil. Se describe el desarrollo y evolución reciente del sector naval en ambos países, destacándose históricamente el origen, crecimiento y apogeo del sector, además de las transformaciones ocurridas a partir de la década de 1990. Por otra parte, se realiza un balance del papel de la intervención estatal en la dinámica adquirida por la industria naval de estos dos países latinoamericanos. El desarrollo de la industria naval en Argentina y Brasil presenta importantes similitudes en sus inicios, fundamentalmente en lo que respecta a las políticas estatales de promoción puestas en práctica, y algunas divergencias actuales entre las que sobresale el disímil rol de las empresas estatales de cada país en cuanto generadoras de la principal demanda del sector.The article is devoted to analyzing the role of the state as one of the key elements that explains the divergent path taken by the shipbuilding industry in Argentina and Brazil. It describes the development and recent evolution of the naval sector in both countries, being outlined historically the origin, growth and peak of the sector, and also the changes that have occurred since the 1990s. On the other hand, it is performed a balance of the role of the state intervention in the dynamics acquired by the naval industry of these two Latin-American countries. The development of the shipbuilding industry in Argentina and Brazil presents important similarities in its beginnings, fundamentally regarding the state policies of promotion put in practice. Among the differences stands out the dissimilar role of the state companies of each country in generating the principal demand of the sector.Facultad de Humanidades y Ciencias de la Educació

Desconcentração geográfica e científica do setor de construção naval e da Engenharia Naval: os Polos Navais das regiões Sul, Nordeste e Norte do Brasil

O estudo apresenta o processo de desconcentração geográfica do setor de construção naval no Brasil acompanhada pela criação de novos programas de graduação de Engenharia Naval a partir dos anos 2000 e a formação de uma rede de inovação dedicada à interação entre o setor produtivo e acadêmico para dar sustentação aos interesses dessa expansão do segmento naval e oceânico nacional. O artigo observou que o setor de construção naval é sensível a fatores de localização, mas que sua desconcentração é possível desde que haja novas articulações entre os atores e instituições interessados. Assim, o artigo demonstra alguns resultados da interação universidade-empresa a partir do histórico de implementação dos Polos Navais nas regiões Sul, Nordeste e Norte do Brasil, destacando o papel das universidades nesse contexto. O artigo considera o período de 2000 a 2016 e está baseado em métodos profundamente empíricos, descritivos e historiográficos
