Developing Capacity, Skills, and Tobacco Control Networks to address Tobacco-related Disparities: Leadership and Advocacy Institute to Advance Minnesota’s Parity for Priority Populations (LAAMPP)
Priority populations disproportionately experience tobacco-related disparities, despite population level declines in tobacco use. The Leadership and Advocacy Institute to Advance Minnesota’s Parity for Priority Populations (LAAMPP) recruits and trains African immigrants/African Americans, Asian Americans/Pacific Islanders, American Indians, Chicano/Latinos, and LGBTQ community members to develop leaders to address tobacco harms in their communities. This paper describes and evaluates the LAAMPP Institute, and discusses lessons learned through the Institute and future directions for community-based tobacco-control efforts.
The mixed-methods evaluation included qualitative key informant interviews with LAAMPP Fellows and community and project contacts, a Skills Assessment Tool, project case studies, and a social network analysis of the Fellows’ tobacco-control social networks at baseline and follow-up.
At follow-up, Fellows’ tobacco control networks were larger, more extensive and diverse, and included more actors perceived to be influential in tobacco control. Fellows’ skills increased in core competencies (tobacco control, advocacy, facilitation, collaboration, cultural/community competence) and Fellows used tobacco, advocacy and cultural/community competencies more frequently. Four of five cohorts successfully passed policies. The results of LAAMPP suggest that a cross-cultural leadership institute contributes to the successful development of capacity and leadership skills among priority populations and may be a useful model for others working toward health equity
Two Dimensional Velocity Fields of Low Surface Brightness Galaxies
We present high resolution two dimensional velocity fields from integral
field spectroscopy along with derived rotation curves for nine low surface
brightness galaxies. This is a positive step forward in terms of both data
quality and number of objects studied. We fit NFW and pseudo-isothermal halo
models to the observations. We find that the pseudo-isothermal halo better
represents the data in most cases than the NFW halo, as the resulting
concentrations are lower than would be expected for LCDM.Comment: 2 pages, 1 figure, to appear in the XXIst IAP Colloquium "Mass

Toward optimal control of flat plate photobioreactors: the greenhouse analogy?
Abstract: The cultivation of algae in photo-bioreactors shows similarities to crop cultivation in greenhouses, especially when the reactors are driven by sun light. Advanced methodologies for dynamic optimization and optimal control for greenhouses are known from earlier research. The aim here is to extend these methodologies to microalgae cultivated in a flat plate photo-bioreactor. A one-state space model for the algal biomass in the reactor is presented. The growth rate vs. light curve is parameterized on the basis of experimental evidence. Spatial distribution of light and growth rate between the plates is also considered. The control variable is the dilution rate. Dynamic optimal control trajectories are presented for various choices of goal function and external solar irradiation trajectories over a horizon of 3 days. It was found that the algae present in the reactor at final time represent a value for the future. Numerical and theoretical results suggest that the control is bang-(singular-)bang, with a strong dependence on the weather. The optimal biomass also depends on the available light, and achieving it to reach a new optimal steady cycle after a prolonged change in weather may take several days. A preliminary theoretical analysis suggests a control law that maximizes the effective growth rate. The analysis shows that like in the greenhouse case, the co-state of the algal biomass plays a pivot role in developing on-line controllers
Visualizing elements of Sha[3] in genus 2 jacobians
Mazur proved that any element xi of order three in the Shafarevich-Tate group
of an elliptic curve E over a number field k can be made visible in an abelian
surface A in the sense that xi lies in the kernel of the natural homomorphism
between the cohomology groups H^1(k,E) -> H^1(k,A). However, the abelian
surface in Mazur's construction is almost never a jacobian of a genus 2 curve.
In this paper we show that any element of order three in the Shafarevich-Tate
group of an elliptic curve over a number field can be visualized in the
jacobians of a genus 2 curve. Moreover, we describe how to get explicit models
of the genus 2 curves involved.Comment: 12 page
The SKA view of the Neutral Interstellar Medium in Galaxies
Two major questions in galaxy evolution are how star-formation on small
scales leads to global scaling laws and how galaxies acquire sufficient gas to
sustain their star formation rates. HI observations with high angular
resolution and with sensitivity to very low column densities are some of the
important observational ingredients that are currently still missing. Answers
to these questions are necessary for a correct interpretation of observations
of galaxy evolution in the high-redshift universe and will provide crucial
input for the sub-grid physics in hydrodynamical simulations of galaxy
evolutions. In this chapter we discuss the progress that will be made with the
SKA using targeted observations of nearby individual disk and dwarf galaxies.Comment: 22 pages, 4 figures, to appear as part of 'Neutral Hydrogen' in

Mass Density Profiles of LSB Galaxies
We derive the mass density profiles of dark matter halos that are implied by
high spatial resolution rotation curves of low surface brightness galaxies. We
find that at small radii, the mass density distribution is dominated by a
nearly constant density core with a core radius of a few kpc. For rho(r) ~ r^a,
the distribution of inner slopes a is strongly peaked around a = -0.2. This is
significantly shallower than the cuspy a < -1 halos found in CDM simulations.
While the observed distribution of alpha does have a tail towards such extreme
values, the derived value of alpha is found to depend on the spatial resolution
of the rotation curves: a ~ -1 is found only for the least well resolved
galaxies. Even for these galaxies, our data are also consistent with constant
density cores (a = 0) of modest (~ 1 kpc) core radius, which can give the
illusion of steep cusps when insufficiently resolved. Consequently, there is no
clear evidence for a cuspy halo in any of the low surface brightness galaxies
observed.Comment: To be published in ApJ Letters. 6 pages. Uses aastex and

Padronização de uma bateria para a avaliação de fatores de risco psicossociais trabalhistas em trabalhadores colombianos
A battery of questionnaires to assess psychosocial risk factors at work was developed in 2010 in response to Resolution 2646 created by the Colombian Ministry of Social Protection. However, this battery presents some theoretical and practical limitations. A new battery of instruments has been designed and validated that includes instruments and risk indicators of the demand-control-social support and the effort-reward imbalance models. Other factors, not included in these models, but that Resolution 2646 suggests should be assessed, have also been added, and with this additional information, the new battery allows us to also calculate a “global indicator” of demand, control, and social support; family and social risk conditions, coping and personality; and health and wellbeing. The new battery was administered to a sample of 16,095 workers from different occupations and representative Colombian regions. An analysis of the various domains indicates that internal consistency of the various scales is high. The new battery has the following properties: it is simple to use in paper format or when administered by computer, it enables comparison between occupations, it offers unified scores for each variable, and provides information to assess the risk factors suggested by Resolution 2646. In addition, it will make it possible to compare the results obtained when analyzing Colombian workers with those obtained from studies of workers from other countries. Circumnuclear Gas in Seyfert 1 Galaxies: Morphology, Kinematics, and Direct Measurement of Black Hole Masses
(Abridged) The two-dimensional distribution and kinematics of the molecular,
ionized, and highly ionized gas in the nuclear regions of Seyfert 1 galaxies
have been measured using high spatial resolution (~0''.09) near-infrared
spectroscopy from NIRSPEC with adaptive optics on the Keck telescope. Molecular
hydrogen, H2, is detected in all nine Seyfert 1 galaxies and, in the majority
of galaxies, has a spatially resolved flux distribution. In contrast, the
narrow component of the BrG emission has a distribution consistent with that of
the K-band continuum. In general, the kinematics of H2 are consistent with thin
disk rotation, with a velocity gradient of over 100 km/s measured across the
central 0''.5 in three galaxies, and across the central 1''.5 in two galaxies.
The kinematics of BrG are in agreement with the H2 rotation, except in all four
cases the central 0''.5 is either blue- or redshifted by more than 75 km/s. The
highly ionized gas, measured with the [Ca VIII] and [Si VII] coronal lines, is
spatially and kinematically consistent with BrG in the central 0''.5. Dynamical
models have been fitted to the two-dimensional H2 kinematics, taking into
account the stellar mass distribution, the emission line flux distribution, and
the point spread function. For NGC 3227 the modeling indicates a black hole
mass of Mbh = 2.0{+1.0/-0.4} x 10^7 Msun, and for NGC 4151 Mbh =
3.0{+0.75/-2.2} x 10^7 Msun. In NGC 7469 the best fit model gives Mbh < 5.0 x
10^7 Msun. In all three galaxies, modeling suggests a near face-on disk
inclination angle, which is consistent with the unification theory of active
galaxies. The direct black hole mass estimates verify that masses determined
from the technique of reverberation mapping are accurate to within a factor of
three with no additional systematic errors.Comment: 43 pages, including 47 figures; Accepted for publication in ApJ. All

Modelling Entrepreneurship
Two approaches can be distinguished with respect to modelling entrepreneurship: (i) the approach focusing on the net development of the number of entrepreneurs in an equilibrium framework and (ii) the approach focusing on the entries and exits of entrepreneurs. In this paper we unify these ap- proaches to arrive at a model explaining the equilibrium and actual number of entrepreneurs and the entry and exit rate of entrepreneurs simultaneously and consistently. We apply our unified approach to the Netherlands using self-employment data for the 1960-99 period. We find error-correction of about 20% per year and a very different situation in terms of disequilibrium before and after the early 1980's. Periods of high unemployment appear to be characterized by both high entry and high exit rates
