This forces us to think of solutions that will not necessarily be new, but that will be applied in a context that is so atypical that there is no doubt that we are facing the mother of all the paradigms of the fortuitous event and force majeure. But, in addition, it will not be a local economic crisis, but all the countries of the world will be in the same conditions, which will lead to the imposition of thinking from a perspective that avoids litigation and conflict, and if this is inevitable, that it avoids reach the judicial instance, and if the judicial instance is reached, that does not lead to bankruptcy.publishedVersionFil: Richard, Efraín Hugo. Cesación de pagos y la liquidación del fideicomiso (pensamientos para la crisis poscuarentena)
Liminar ensayo, ante la pandemia económica, sobre aspectos en torno a la liquidación de un fideicomiso, conforme a la expresión del tercer párrafo del artículo 1687, que establece que, “a falta de otros recursos provistos por el fiduciante o el beneficiario según previsiones contractuales, procede su liquidación, la que está a cargo del juez competente”.Limit trial, in the face of the economic pandemic, on aspects surrounding the liquidation of a trust, in accordance with the expression of the third paragraph of article 1687, which establishes that, “in the absence of other resources provided by the trustor or the beneficiary according to contractual provisions, its liquidation proceeds, which is in charge of the competent judge”.publishedVersionFil: Fushimi, Jorge F. Searches for neutrinoless double beta decay
Neutrinoless double beta decay is a lepton number violating process whose
observation would also establish that neutrinos are their own anti-particles.
There are many experimental efforts with a variety of techniques. Some (EXO,
Kamland-Zen, GERDA phase I and CANDLES) started take data in 2011 and EXO has
reported the first measurement of the half life for the double beta decay with
two neutrinos of Xe. The sensitivities of the different proposals are
reviewed.Comment: 8 pages, prepared for TAUP 201

Physical tests for Random Numbers in Simulations
We propose three physical tests to measure correlations in random numbers
used in Monte Carlo simulations. The first test uses autocorrelation times of
certain physical quantities when the Ising model is simulated with the Wolff
algorithm. The second test is based on random walks, and the third on blocks of
n successive numbers. We apply the tests to show that recent errors in high
precision simulations using generalized feedback shift register algorithms are
due to short range correlations in random number sequences. We also determine
the length of these correlations.Comment: 16 pages, Post Script file, HU-TFT-94-

Application of the Controllable Unit Approach (CUA) to analyzing safeguards measurement systems
CUA is a material control and accountability methodology that takes into account the system logic and statistical characteristics of a plant process through the formulation of closure equations. The study evaluated CUA methodology to meet performance oriented regulations. The criterion is defined as the detection of a material loss of two kilograms of SNM with 97.5% confidence. Specifically investigated were the timeliness of detection, the ability to localize material loss, process coverage, cost/benefits, and compatibility with other safeguards techniques such as diversion path analysis and data filtering. The feasibility of performance-oriented regulations is demonstrated. To fully use the system of closure equations, a procedure was developed to formally integrate the effect of both short-term and long-term closure equations into an overall systems criterion of performance. Both single and multiple diversion strategies are examined in order to show how the CUA method can protect against either strategy. Quantitative results show that combined closure equations improve the detection sensitivity to material loss, and that multiple diversions provide only diminishing returns
Limits on different Majoron decay modes of Mo and Se for neutrinoless double beta decays in the NEMO-3 experiment
The NEMO-3 tracking detector is located in the Fr\'ejus Underground
Laboratory. It was designed to study double beta decay in a number of different
isotopes. Presented here are the experimental half-life limits on the double
beta decay process for the isotopes Mo and Se for different
Majoron emission modes and limits on the effective neutrino-Majoron coupling
constants. In particular, new limits on "ordinary" Majoron (spectral index 1)
decay of Mo ( y) and Se ( y) have been obtained. Corresponding bounds on the
Majoron-neutrino coupling constant are

Hurst's Rescaled Range Statistical Analysis for Pseudorandom Number Generators used in Physical Simulations
The rescaled range statistical analysis (R/S) is proposed as a new method to
detect correlations in pseudorandom number generators used in Monte Carlo
simulations. In an extensive test it is demonstrated that the RS analysis
provides a very sensitive method to reveal hidden long run and short run
correlations. Several widely used and also some recently proposed pseudorandom
number generators are subjected to this test. In many generators correlations
are detected and quantified.Comment: 12 pages, 12 figures, 6 tables. Replaces previous version to correct

Search for an annual modulation of dark-matter signals with a germanium spectrometer at the Sierra Grande Laboratory
Data collected during three years with a germanium spectrometer at the Sierra
Grande underground laboratory have been analyzed for distinctive features of
annual modulation of the signal induced by WIMP dark matter candidates. The
main motivation for this analysis was the recent suggestion by the DAMA/NaI
Collaboration that a yearly modulation signal could not be rejected at the 90%
confidence level when analyzing data obtained with a high-mass low-background
scintillator detector. We performed two different analyses of the data: First,
the statistical distribution of modulation-significance variables (expected
from an experiment running under the conditions of Sierra Grande) was compared
with the same variables obtained from the data. Second, the data were analyzed
in energy bins as an independent check of the first result and to allow for the
possibility of a crossover in the expected signal. In both cases no
statistically significant deviation from the null result was found, which could
support the hypothesis that the data contain a modulated component. A plot is
also presented to enable the comparison of these results to those of the DAMA
collaboration.Comment: New version accepted by Astroparticle Physics. Changes suggested by
