Stakeholder's contribution. Deliverable 1.3 of the EC FP7 Project DaCoTA
The aim of DaCoTA’s Work Package 1 is to shed light on road safety policy-making
and management processes in Europe and to explore how these can be better supported
by data and knowledge. This was done by assessing demands and views of
stakeholders as well as by building a good practice model for road safety management
investigation. Future versions of the European Road Safety Observatory
(ERSO, www.erso.eu) are envisaged to be built on the findings of this project.
This report describes the methodology and presents the first aggregated results of an
on-line stakeholder consultation carried out in Task 1.3. The survey was successfully
carried out among more than 3000 road safety stakeholders in Europe and beyond

Mapping innovation in the European transport sector : An assessment of R&D efforts and priorities, institutional capacities, drivers and barriers to innovation
The present document provides an overview of the innovation capacity of the European transport sectors. The analysis addresses transport-related innovation from three different angles. It identifies the drivers and barriers to innovation for the main transport sub-sectors; it assesses quantitative indicators through the detailed analysis of the main industrial R&D investors and public R&D priorities in transport; and it identifies the key actors for transport research and knowledge flows between them in order to detect shortcomings in the current institutional set-up of transport innovation. The analysis finds that despite the significant on-going research efforts in transport, largely driven by the automotive industry, the potential for systemic innovations that go beyond modal boundaries and leave the currently pre-dominant design are under-exploited due to prominent lock-in effects caused by infrastructure and the institutional set-up of the innovation systemsJRC.J.1-Economics of Climate Change, Energy and Transpor
Inspecciones de seguridad vial
El presente estudio busca profundizar en el tema de las Auditorías e Inspecciones de
Seguridad Vial (ASV/ISV) realizadas con gran éxito en varios países del mundo como
medidas preventivas para mejorar el desempeño y uso de las vías. Con tal fin, se realizó una revisión de la metodología para llevar a cabo una ASV/ ISV.
El primer capítulo introduce la problemática de la seguridad vial en el país y explica de
manera resumida las ASV así como también, los objetivos que guían el desarrollo del
estudio.
En el segundo capítulo se describe la importancia de la Seguridad Vial como herramienta para la prevención de accidentes, tanto en el Perú como en el mundo. Para ello, se define el significado de ASV (Auditorías de Seguridad Vial) y se presentan las diferentes experiencias internacionales desde que se introdujo el concepto, en dichos países. Así mismo, se resaltan los costos y beneficios que se generan al realizar ASV y los niveles de certificación que existen para convertirse en un Auditor o Inspector. Además, se explica el procedimiento para llevar a cabo ASV/ISV, así como los parámetros y conocimientos a tener en cuenta para realizarlas adecuadamente utilizando Listas de Chequeo como herramienta principal. Éstas permiten identificar de manera fácil los problemas de seguridad presentados en las vías para,
finalmente, elaborar el reporte final.
En el tercer capítulo, se aplica la metodología investigada a cuatro casos de estudio -dos vías rurales y dos vías urbanas- en la provincia de Lima; la aplicación de ISV a estas vías busca identificar y analizar los problemas de seguridad en éstas con el fin de plantear soluciones que permitan mejorar el desempeño de la vía y así, proveer un mayor nivel de seguridad para todos los usuarios.
En el cuarto capítulo, se presentan las conclusiones y recomendaciones basadas en los
resultados obtenidos al aplicar las metodologías a los casos estudio en el ámbito local.Tesi

This thesis aims to present a study on the development of a methodology for the
analysis and prediction of the quantity and severity of traffic accidents in Brazil, based
on the occurrences recorded by the Federal Highway Police on Brazilian federal highways
during 2009, from the mathematic treatment of the related factors, in the case the AADT
(Annual Average Daily Traffic) by lane and urban and / or rural range and / or extension
of the stretches.
In addition, criteria for parameterization of the severity of accidents was used, to
identify the opportunity to use them to identify the segments with the highest
concentration of occurrences, based on their social costs.
This set of information was worked from software with the use of data processing
tools, with the purpose of arriving at mathematical models that allowed to define the
relationships of the factors of greater relevance, in the analysed sections.
Geospatial studies were incorporated that will allow not only the geographic
location of the stretches but also their confrontation with socioeconomic information, to
understand if there is a direct correlation between these indicators in the Regions, States
and Metropolitan Regions of Brazil.Esta tese tem como propósito apresentar um estudo sobre o desenvolvimento de
uma metodologia de análise e previsão de quantidades e severidade dos acidentes de
trânsito para o Brasil, tomando como base as ocorrências registradas pela Polícia
Rodoviária Federal, nas rodovias federais brasileiras, no ano de 2009, a partir do
tratamento matemático dos fatores relacionados, no caso os Volumes Diários Médios
Anual (VDMA) por faixa e extensão urbana e/ou rural dos trechos.
Adicionalmente, foram utilizados critérios de parametrização da severidade dos
acidentes, de forma a identificar a sua oportunidade de utilização com vistas a conhecer
os trechos com maior concentração das ocorrências, a partir de seus custos sociais.
Esse conjunto de informações foi trabalhado a partir de software com o uso de
ferramentas de tratamento de dados, com a finalidade de se chegar a modelos matemáticos
que permitiram definir os relacionamentos dos fatores de maior relevância, nos trechos
analisados.
Foram incorporados ainda estudos geoespaciais que permitiram não só a
localização geográfica dos trechos, mas sua confrontação com informações
socioeconômicas, com vistas a entender se há correlação direta entre estes indicadores
nas Regiões, Estados e Regiões Metropolitanas do Brasil
