    Natural capital accounting perspectives: a pragmatic way forward

    Introduction: Recent debates surrounding the application of natural capital accounting (NCA) have produced several approaches to further develop this system, as well as highlighted a number of conceptual and methodological issues that need to be resolved before mainstreaming NCA into policy and decision making. We argue that prolonged debate over the value concepts (i.e., exchange versus other values) underpinning different modifications to NCA has slowed progress in experimentation and uptake by policymakers.Outcomes: Consequently we propose three broad approaches which can be progressed in parallel to reinvigorate experimentation with the NCA principles and practice, while at the same time generating policy relevant tools and evidence bases for decision support. The three approaches are; extended SNA accounting anchored to the use of exchange values; a complementary accounts network (CAN) that utilizes plural values as supplementary accounts to the SNA system; and wealth accounting that focuses on measures of welfare and wellbeing. The three approaches are complementary and data developed in any one can inform the other two.Conclusions: We contend that CAN offers the most flexibility and opportunities to progress short term support for decision making on environmental issues which are now becoming urgent

    Sustainable Agricultural Productivity Growth and Bridging the Gap for Small-Family Farms: Interagency Report to the Mexican G20 Presidency

    In 2011, G20 leaders committed to sustainably increase agricultural (production and) productivity (paragraph 43 of the Cannes Declaration). They "agree(d) to further invest in agriculture, in particular in the poorest countries, and bearing in mind the importance of smallholders, through responsible public and private investment," they "decide(d) to invest in research and development of agricultural productivity. Early in 2012 Mexico, as G20 President, invited international organisations to examine practical actions that could be undertaken to sustainably improve agricultural productivity growth, in particular on small family farms. The preparation of this report, co-ordinated by the FAO and the OECD, responds to this request. It is a collaborative undertaking by Bioversity, CGIAR Consortium, FAO, IFAD, IFPRI, IICA, OECD, UNCTAD, Coordination team of UN High Level Task Force on the Food Security Crisis, WFP, World Bank, and WTO. We, the international organisations, are pleased to provide you with this joint report and look forward to continuing collaboration within the G20 framework to further elaborate and, as appropriate, implement the recommendations that it contains

    Sex, gender, and health biotechnology: points to consider

    <p>Abstract</p> <p>Background</p> <p>Reproductive technologies have been extensively debated in the literature. As well, feminist economists, environmentalists, and agriculturalists have generated substantial debate and literature on gender. However, the implications for women of health biotechnologies have received relatively less attention. Surprisingly, while gender based frameworks have been proposed in the context of public health policy, practice, health research, and epidemiological research, we could identify no systematic framework for gender analysis of health biotechnology in the developing world.</p> <p>Discussion</p> <p>We propose sex and gender considerations at five critical stages of health biotechnology research and development: priority setting; technology design; clinical trials; commercialization, and health services delivery.</p> <p>Summary</p> <p>Applying a systematic sex and gender framework to five key process stages of health biotechnology research and development could be a first step towards unlocking the opportunities of this promising science for women in the developing world.</p

    The geography of yam cultivation in southern Nigeria:Exploring its social meanings and cultural functions

    Background: Yam (Dioscorea spp.) is a very important common food crop in West Africa. Beyond its food and nutritious values, the ownership and cultivation of yam have many cultural, religious, and social meanings, which may vary between specific ethnic groups and regional areas. This study explored the diverse social, cultural, and religious perspectives associated with yam and its cultivation in southeastern Nigeria. Methods: We used a comparative approach and utilized in-depth, semistructured interviews, local narratives, and our experiential background to understand the similarities and differences in the local notions of yam and their impacts on the general societal structure across three ethnic regions in southeastern Nigeria. We discussed the findings on a thematic basis to reflect the social and cultural issues associated with the ownership and cultivation of yam. The themes ranged from religious practices, impact on social status, and gender relations. Results: We found no significant differences in the incidence of local perceptions and practices between the study areas. Conclusion: This study has demonstrated the importance and functions of yam crop in structuring the social, economic, religious and cultural fabric of the society

    Environmental and resource burdens associated with world biofuel production out to 2050:footprint components from carbon emissions and land use to waste arisings and water consumption

    Environmental or ‘ecological’ footprints have been widely used in recent years as indicators of resource consumption and waste absorption presented in terms of biologically productive land area [in global hectares (gha)] required per capita with prevailing technology. In contrast, ‘carbon footprints’ are the amount of carbon (or carbon dioxide equivalent) emissions for such activities in units of mass or weight (like kilograms per functional unit), but can be translated into a component of the environmental footprint (on a gha basis). The carbon and environmental footprints associated with the world production of liquid biofuels have been computed for the period 2010–2050. Estimates of future global biofuel production were adopted from the 2011 International Energy Agency (IEA) ‘technology roadmap’ for transport biofuels. This suggests that, although first generation biofuels will dominate the market up to 2020, advanced or second generation biofuels might constitute some 75% of biofuel production by 2050. The overall environmental footprint was estimated to be 0.29 billion (bn) gha in 2010 and is likely to grow to around 2.57 bn gha by 2050. It was then disaggregated into various components: bioproductive land, built land, carbon emissions, embodied energy, materials and waste, transport, and water consumption. This component‐based approach has enabled the examination of the Manufactured and Natural Capital elements of the ‘four capitals’ model of sustainability quite broadly, along with specific issues (such as the linkages associated with the so‐called energy–land–water nexus). Bioproductive land use was found to exhibit the largest footprint component (a 48% share in 2050), followed by the carbon footprint (23%), embodied energy (16%), and then the water footprint (9%). Footprint components related to built land, transport and waste arisings were all found to account for an insignificant proportion to the overall environmental footprint, together amounting to only about 2
