    Prevalence of Child Welfare Services Involvement among Homeless and Low-Income Mothers: A Five-year Birth Cohort Study

    This paper investigates the five-year prevalence of child welfare services involvement and foster care placement among a population-based cohort of births in a large US city, by housing status of the mothers (mothers who have been homeless at least once, other low-income neighborhood residents, and all others), and by number of children. Children of mothers with at least one homeless episode have the greatest rate of involvement with child welfare services (37%),followed by other low-income residents (9.2%), and all others (4.0%). Involvement rates increase with number of children for all housing categories, with rates highest among women with four or more births (33 %), particularlyf or those mothers who have been homeless at least once (54%). Among families involved with child welfare services, the rate of placement in foster care is highest for the index children of women with at least one episode of homelessness (62%), followed by other low-income mothers (39%) and all others (39%). Half of the birth cohort eventually involved with child welfare services was among the group of women who have ever used the shelter system, as were 60% of the cohort placed in foster care. Multivariate logistic regression analyses reveal that mothers with one or more homeless episodes and mothers living in low-income neighborhoods have significantly greater risk of child welfare service involvement (OR = 5.67 and OR = 1.51, respectively) and foster care placement (OR = 8.82 and OR = 1.59, respectively). The implications forfurther research, and for child welfare risk assessment and prevention are discussed.     Eliciting Maternal Subjective Expectations about the Technology of Cognitive Skill Formation

    In this paper, we formulate a model of early childhood development in which mothers have subjective expectations about the technology of skill formation. The model is useful for understanding how maternal knowledge about child development affects the maternal choices of investments in the human capital of children. Unfortunately, the model is not identified from data that are usually available to econometricians. To solve this problem, we conduct a study where mothers were interviewed to elicit maternal expectations about the technology of skill formation. We interviewed a sample of socioeconomically disadvantaged African‐American women. We find that the median subjective expectation about the elasticity of child development with respect to investments is between 4% and 19%. In comparison, when we estimate the technology of skill formation from the CNLSY/79 data, we find that the elasticity is between 18% and 26%. We use the model and our unique data to answer a simple but important question: What would happen to investments and child development if we implemented a policy that moved expectations from the median to the objective estimates that we obtain from the CNLSY/79 data? According to our estimates, maternal investments would go up by between 4% and 24% and the stocks of cognitive skills at age 24 months would subsequently increase between 1% and 5%. Needless to say, the impacts of such a policy would be even higher for mothers whose expectations were below the median

    Climate change awareness and risk perceptions in the coastal marine ecosystem of Palawan, Philippines

    Understanding coastal communities’ awareness and risk perceptions of climate change impact is essential in developing effective risk communication tools and mitigation strategies to reduce the vulnerability of these communities. In this study, we examined coastal communities’ climate change awareness and risk perceptions of climate change impact on the coastal marine ecosystem, sea level rise impact on the mangrove ecosystem and as a factor affecting coral reefs and seagrass beds. The data were gathered by conducting face-to-face surveys with 291 respondents from the coastal areas of Taytay, Aborlan and Puerto Princesa in Palawan, Philippines. Results showed that most participants (82%) perceived that climate change is happening and a large majority (75%) perceived it as a risk to the coastal marine ecosystem. Local temperature rise and excessive rainfall were found to be significant predictors of climate change awareness. Sea level rise was perceived by most participants (60%) to cause coastal erosion and to affect the mangrove ecosystem. On coral reefs and seagrass ecosystems, anthropogenic drivers and climate change were perceived to have a high impact, while marine livelihoods had a low impact. In addition, we found that climate change risk perceptions were influenced by direct experiences of extreme weather events (i.e., temperature rise and excessive rainfall) and climate-related livelihood damages (i.e., declining income). Climate change risk perceptions were also found to vary with household income, education, age group and geographical location. The results suggest that addressing poverty and effectively communicating climate change risks can improve climate change awareness and risk perceptions

    Public Shelter Admission Rates in Philadelphia and New York City: The Implications of Turnover for Sheltered Population Counts

    Previous estimates of the size and composition of the U.S. homeless population have been based on cross-sectional survey methodologies. National enumeration efforts have yielded point-prevalence estimates ranging from 0.11 to 0.25 percent of the population. This study reports data from shelter databases in Philadelphia and New York City that record identifiers for all persons admitted and so make possible unduplicated counts of users. Unduplicated counts of shelter users yield annual rates for 1992 of about 1 percent for both cities and rates near 3 percent over three years in Philadelphia (1990–92) and over five years (1988–92) in New York City. The annual rates are three times greater than rates documented by point-prevalence studies. Shelter bed turnover rates are reported, as are average monthly first admission and readmission counts over a two-year period. Implications for future research and public policy are discussed

    Piezoelectric Rotary Tube Motor

    A custom rotary SQUIGGLE(Registered TradeMark) motor has been developed that sets new benchmarks for small motor size, high position resolution, and high torque without gear reduction. Its capabilities cannot be achieved with conventional electromagnetic motors. It consists of piezoelectric plates mounted on a square flexible tube. The plates are actuated via voltage waveforms 90 out of phase at the resonant frequency of the device to create rotary motion. The motors were incorporated into a two-axis postioner that was designed for fiber-fed spectroscopy for ground-based and space-based projects. The positioner enables large-scale celestial object surveys to take place in a practical amount of time

    How Can Active Region Plasma Escape into the Solar Wind from below a Closed Helmet Streamer?

    Recent studies show that active-region (AR) upflowing plasma, observed by the EUV-Imaging Spectrometer (EIS), onboard Hinode, can gain access to open field-lines and be released into the solar wind (SW) via magnetic-interchange reconnection at magnetic null-points in pseudo-streamer configurations. When only one bipolar AR is present on the Sun and it is fully covered by the separatrix of a streamer, such as AR 10978 in December 2007, it seems unlikely that the upflowing AR plasma can find its way into the slow SW. However, signatures of plasma with AR composition have been found at 1 AU by Culhane et al. (2014) apparently originating from the West of AR 10978. We present a detailed topology analysis of AR 10978 and the surrounding large-scale corona based on a potential-field source-surface (PFSS) model. Our study shows that it is possible for the AR plasma to get around the streamer separatrix and be released into the SW via magnetic reconnection, occurring in at least two main steps. We analyse data from the Nan\c{c}ay Radioheliograph (NRH) searching for evidence of the chain of magnetic reconnections proposed. We find a noise storm above the AR and several varying sources at 150.9 MHz. Their locations suggest that they could be associated with particles accelerated during the first-step reconnection process and at a null point well outside of the AR. However, we find no evidence of the second-step reconnection in the radio data. Our results demonstrate that even when it appears highly improbable for the AR plasma to reach the SW, indirect channels involving a sequence of reconnections can make it possible.Comment: 26 pages, 10 figures. appears in Solar Physics, 201

    ‘Discourses of climate delay’ pervade current debates on climate action. These discourses accept the existence of climate change, but justify inaction or inadequate efforts. In contemporary discussions on what actions should be taken, by whom and how fast, proponents of climate delay would argue for minimal action or action taken by others. They focus attention on the negative social effects of climate policies and raise doubt that mitigation is possible. Here, we outline the common features of climate delay discourses and provide a guide to identifying them

    Barriers to women's participation in inter-conceptional care: a cross-sectional analysis

    <p>Abstract</p> <p>Background</p> <p>We describe participation rates in a special interconceptional care program that addressed all commonly known barriers to care, and identify predictors of the observed levels of participation in this preventive care service.</p> <p>Methods</p> <p>A secondary analysis of data from women in the intervention arm of an interconceptional care clinical trial in Philadelphia (n = 442). Gelberg-Andersen Behavioral Model for Vulnerable Populations to Health Services (herein called Andersen model) was used as a theoretical base. We used a multinomial logit model to analyze the factors influencing women's level of participation in this enhanced interconceptional care program.</p> <p>Results</p> <p>Although common barriers were addressed, there was variable participation in the interconceptional interventions. The Andersen model did not explain the variation in interconceptional care participation (Wald ch sq = 49, <it>p = </it>0.45). <it>Enabling </it>factors <it>(p </it>= 0.058), <it>older maternal age (p = 0.03) </it>and <it>smoking (p = < 0.0001) </it>were independently associated with participation.</p> <p>Conclusions</p> <p>Actively removing common barriers to care does not guarantee the long-term and consistent participation of vulnerable women in preventive care. There are unknown factors beyond known barriers that affect participation in interconceptional care. New paradigms are needed to identify the additional factors that serve as barriers to participation in preventive care for vulnerable women.</p

    Response of a marine benthic invertebrate community and biotic indices to organic enrichment from sewage disposal

    Nutrient enrichment is a significant cause of ecosystem change in coastal habitats worldwide. This study focuses on the change in a benthic macroinvertebrate community and environmental quality as assessed through different biotic indices following the construction of a sewage outfall pipe in the west of Scotland, from first implementation to seven years after operation of the pipe. Benthic macroinvertebrates are an important part of marine ecosystems because they mediate ecosystem processes and functions, are a key part of food webs and they provide many ecosystem services. Results indicated a clear change in benthic communities over time with an increase in species richness and changes to benthic community composition (specifically feeding type, bioturbation mode and ecological group) towards those indicative of organic enrichment. No clear spatial zonation was observed because organic carbon content increased over the entire area. According to a suite of benthic indices calculated, some negative changes were detectable following the start of sewage disposal, but largely negative community changes, and a change from 'good' to 'moderate' quality, only occurred seven years after implementation. The increase in species richness in response to increasing disturbance reduced the utility of a multi-metric index, the Infaunal Quality Index, which, instead of amplifying the signal of negative impact, dampened it. We suggest that any change in communities, regardless of direction, should be heeded, and species richness is a particularly sensitive and early warning indicator for this, but a suite of approaches is required to understand benthic community changes
