    Successful results of all types of professional activities largely depend on the quality of training. At present, however, the acquired knowledge does not guarantee a university graduate stability of success throughout his/her career. Thus, the concept of lifelong education was gradually formed. From the previously established stereotype “education for life”, society is moving to the “education throughout life”. The traditional division of a person’s active life into the period of professional activity and study is blurring. There is a need for a transition to continuing professional education throughout life. One of the most important tasks for the management is to ensure the continuous development and survival of the organizations. Such a task is also vital for the institutions of additional professional education. With the transition to the newly established market relations, in the Russian Federation, the conditions for the operation of the system of additional professional education have changed significantly. First of all, a market for services in the field of additional professional education has emerged, where a large number of organizations of various forms of ownership operate, creating strong competition. In these conditions, the maximum consideration of different factors influencing on the additional professional education institutions, as well as the choice of a management strategy, is an important condition for their successful development and competitiveness. The demand of society for an effective system of additional vocational education determines its place and role in the state policy in relation to the development of human resources. At the same time, it is necessary to take into account the challenges of the labor market, the increasing needs of production, the real sector of the economy, the non-production sphere in qualified workers, specialists, managers, as well as training and re-training of unemployed citizens

    Apparent counter-rotation in the torus of NGC 1068: influence of an asymmetric wind

    The recent ALMA maps together with observations of H2_2O maser emission seem to suggest the presence of a counter-rotation in the obscuring torus of NGC 1068. We propose to explain this phenomenon as due to the influence of a wind, considered as radiation pressure, and the effects of torus orientation. In order to test this idea: 1. we make NN-body simulation of a clumpy torus taking into account mutual forces between particles (clouds); 2. we apply ray-tracing algorithm with the beams from the central engine to choose the clouds in the torus throat that can be under direct influence of the accretion disk emission; 3. we use semi-analytical model to simulate the influence of the asymmetrical radiation pressure (wind) forced on the clouds in the torus throat. An axis of such a wind is tilted with respect to the torus symmetry axis; 4. we orient the torus relative to an observer and again apply ray-tracing algorithm. In this step the beams go from an observer to the optically thick clouds that allows us to take into account the mutual obscuration of clouds; 5. after projecting on the picture plane, we impose a grid on the resulting cloud distribution and find the mean velocity of clouds in each cells to mimic the ALMA observational maps. By choosing the parameters corresponding to NGC 1068 we obtain the model velocity maps that emulate the effect of an apparent counter-rotation and can explain the discovery made by ALMA.Comment: 11 pages, 11 figures, Accepted for publication in MNRA

By choosing the AGN parameters corresponding to NGC1068 we obtain the model velocity maps that emulate the effect of an apparent counter-rotation and can explain the discovery made by ALMA

    Interlaboratory study on Sb2S3 interplay between structure, dielectric function, and morphous-to-crystalline phase change for photonics

    Antimony sulfide, Sb2S3, is interesting as the phase-change material for applications requiring high transmission from the visible to telecom wavelengths, with its band gap tunable from 2.2 to 1.6 eV, depending on the amorphous and crystalline phase. Here we present results from an interlaboratory study on the interplay between the structural change and resulting optical contrast during the amorphous-to-crystalline transformation triggered both thermally and optically. By statistical analysis of Raman and ellipsometric spectroscopic data, we have identified two regimes of crystallization, namely 250_C % T < 300_C, resulting in Type-I spherulitic crystallization yielding an optical contrast Dn _ 0.4, and 300 % T < 350 _ C, yielding Type-II crystallization bended spherulitic structure with different dielectric function and optical contrast Dn _ 0.2 below 1.5 eV. Based on our findings, applications of on-chip reconfigurable nanophotonic phase modulators and of a reconfigurable high-refractive-index core/phase-change shell nanoantenna are designed and proposed.The authors acknowledge the support from the European Union’s Horizon 2020 research and innovation program (No 899598 - PHEMTRONICS)

    Триботехнічні дослідження поверхонь тертя на основі полімерних композитних матеріалів

    The technique of controlling coefficients of friction and temperature was developed. As a result of application of a tribometer, which excludes misalignment of the sample and the counter sample, it was possible to avoid the macro-alignment. Applicability of the Euler’s formula for calculating friction coefficients was proved both when operating by the scheme «shaft – sleeve» and when operating with a flexible steel belt – the counter sample. The developed technique of controlling the mode of friction and lubrication by the character of oscillograms and by measuring temperature change rate ΔT/Δt allowed determining the region of boundary friction. This is the range of small velocities of up to 0.1 m/s, on which at an increase of sliding velocity V, temperature increase rate ΔT/Δt also grows.Comparative research into tribotechnical characteristics of the polymeric material «Moglice» and the developed new polymeric composite material DC-6 were conducted. Coefficients of sliding friction of the couples «cast iron – DC-6» and «cast iron – moglice» are close in magnitude and are within 0.050…0.058. Temperature of friction of materials «Moglice» and «DC-6» increases with an increase in sliding velocity up to 0.078 m/s and reaches 60 °C and 70 °C, respectively.Thus, to restore damaged or worn friction surfaces of metal-cutting machine tools, it is possible to apply such polymeric materials as «Moglice» and «DC-6». The composite polymeric material «DC-6» has friction coefficients and thermal resistance, which are similar to those of the polymer «Moglice» and can replace the more expensive repair material «Moglice».This result opens up broad prospects for the application of new polymeric material that would significantly reduce the cost of repairing and restoration work of the guides of machine tools. Выполнены сравнительные исследования триботехнических характеристик полимерного композитного материала «Moglice» и разработанного материала ДК-6. Испытания выполнялись на парах трения «чугун – моглайс» и «чугун – ДК-6». Исследования необходимы для практического применения материалов ДК-6 или «Moglice» при восстановлении изношенных поверхностей трения. Получены положительные результаты сравнительных испытаний полимерного композитного материала ДК-6 по сравнению с «Moglice»Виконано порівняльні дослідження триботехнічних характеристик полімерного композитного матеріалу «Moglice» і розробленого матеріалу ДК-6. Випробування виконувалися на парах тертя «чавун - моглайс» і «чавун - ДК-6». Дослідження необхідні для практичного застосування матеріалів ДК-6 або «Moglice» при відновленні зношених поверхонь тертя.     Economy of education: National and global aspects

    Our paper focuses on the national economy of education. We assume that under the current conditions of the globalized world, the economy of education reveals its two-fold nature: on the one hand, it represents an element of the national economic system, and on the other, it is also a structural component of the global education system. Therefore, national economy of education is shaped up by both internal and external factors represented by national and international influences. We analyze here the functional composition and the methods of legal regulation of the economy of education under the conditions and provisions of the global geopolitical transformations. In addition, we use the empirical model of returns to education for showing the factors that impact the employability of young graduates at the labor market. Our results confirm the importance of education for achieving higher levels of income, both nationally and internationally. Finally, we come to the conclusion that its target function consists of the global promotion of national education and consolidation of national competitive position within the world education space

    The article deals with the place occupied by physical health-improving practices in the system of ancient education. The preconditions are revealed, based on which the ancient Greeks considered it necessary to develop bodily qualities in addition to spiritual ones. Revealed the goals that the ancient Greeks pursued during the upbringing of the younger generation. The authors separately consider both the Spartan teaching system and the Athenian one. Using a comparison method, the authors identified differences as well as similarities in physical education in Sparta and Athens. In addition to youth education, the authors consider what the education of girls was like in antiquity. The article reveals the attitude of the ancient Greeks to sports competitions, in particular, to the Olympic Games. The authors also tell what educational system formed the basis of the ancient Roman teaching of young men
