Stuck in the slow lane: reconceptualising the links between gender, transport and social exclusion
This article draws upon primary research undertaken with over 3,000 women in the North East of England to explore the links between women, transport and the labour market. The research, funded by the ESF, advances the idea of spatiality as a social construction and builds on seminal studies relating to women and poverty to consider the way in which a gender division of transport constrains women's mobility and restricts their employment opportunities. It is likely to contribute to important debates, concerning strategies to tackle worklessness and the most effective spatial level at which to configure public transport networks

Using Geometry to Evaluate Strategic Road Proposals in Orbital-Radial Cities
This paper uses geometry to evaluate major road proposals in cities with road networks consisting of orbital and radial routes. The type of geometry used is a development of the Karlsruhe or Moscow metric after the cities where it was identified, although the results have wider applicability. The paper begins with a detailed consideration of the relationship between route speeds, junction access and service areas. New urban patterns are presented using optimal space filling techniques in which the aim is to maximise drive-time coverage with the minimum number of junctions. The method is then refined to allow for effects such as congestion and interstitial access. The results are then used in a case study to evaluate a well-known strategic road plan for London first proposed in the 1940s. There follows a general discussion about the policy and planning implications for London and further possible developments of the techniques presented
Growing old in England: economic and social issues
This paper examines the economic and social impact of changes in the duration of working life for the 80 per cent of older adults living in urban England. While some people are experiencing extended retirement because of moving out of paid work in their fifties, a growing minority of those beyond the state retirement age continue in paid employment. This paper highlights the considerable challenges for urban policy makers in addressing the economic and social inclusion of all older adults
The effect of motion and signalling on drivers’ ability to predict intentions of other road users
Failure in making the correct judgment about the intention of an approaching vehicle at a junction could lead to a collision. This paper investigated the impact of dynamic information on drivers' judgments about the intentions of approaching cars and motorcycles, and whether a valid or invalid signal was provided was also manipulated. Participants were presented with videoclips of vehicles approaching a junction which terminated immediately before the vehicle made any manoeuvre, or images of the final frame of each video. They were asked to judge whether or not the vehicle would turn. Drivers were better in judging the manoeuvre of approaching vehicles in dynamic than static stimuli, for both vehicle types. Drivers were better in judging the manoeuvre of cars than motorcycles for videos, but not for photographs. Drivers were also better in judging the manoeuvre of approaching vehicles when a valid signal was provided than an invalid signal, demonstrating the importance of providing a valid signal while driving. However, drivers were still somewhat successful in their judgments in most of the conditions with an invalid signal, suggesting that drivers were able to focus on other cues to intention. Finally, given that dynamic stimuli more closely reflect the demands of real-life driving there may be a need for drivers to adopt a more cautious approach while inferring a motorcyclist’s intentions
New East Manchester: urban renaissance or urban opportunism?
In this paper we ask how a shrinking city responds when faced with a
perforated urban fabric. Drawing on Manchester’s response to its perforated eastern flank - and informed by a parallel study of Leipzig - we use the city’s current
approach to critique urban regeneration policy in England. Urban renaissance holds out the promise of delivering more sustainable - that is more compact, more inclusive and more equitable - cities. However, the Manchester study demonstrated that the attempt to stem population loss from the city is at best fragile, despite a raft of policies now in place to support urban renaissance in England. It is argued here that Manchester like Leipzig is likely to face an ongoing battle to attract residents back from their suburban hinterlands. This is especially true of the family market that we identify as being an important element for long-term sustainable population growth in both cities. We use the case of New East Manchester to consider how discourses
linked to urban renaissance – particularly those that link urbanism with greater densities - rule out some of the options available to Leipzig, namely, managing the long-term perforation of the city. We demonstrate that while Manchester is inevitably committed to the urban renaissance agenda, in practice New East Manchester
demonstrates a far more pragmatic – but equally unavoidable – approach. This we
attribute to the gap between renaissance and regeneration described by Amin et al (2000) who define the former as urbanism for the middle class and the latter as
urbanism for the working class. While this opportunistic approach may ultimately succeed in producing development on the ground, it will not address the
fundamental, and chronic, problem; the combination of push and pull that sees
families relocating to suburban areas. Thus, if existing communities in East
Manchester are to have their area buoyed up – or sustained - by incomers, and
especially families, with greater levels of social capital and higher incomes urban policy in England will have to be challenged
Change in the political economy of land value capture in England
Variations in the character, performance and impact of policies and practices to capture land value for the community are usually examined by analysing experience in different countries. Such international comparative research is cross-sectional and does not cover the evolving relations between systems of land value capture and the economies, polities and societies within which they are set. This paper examines the relations in England between the extant political economy and supporting ideologies, and the distinctive forms of land value capture that they produced. It traces the shift from a top-down, strategic approach in an era of corporatist government before 1979 to the subsequent extension and consolidation of bottom-up practice set within the context of neo-liberalism. The analysis highlights the evolution of the idea of land value capture and the policies and practices associated with it, especially the contestation that informed such changes
Abolishing the Audit Commission:framing, discourse coalitions and administrative reform
The abolition of the Audit Commission in England raises questions about how a major reform was achieved with so little controversy, why the agency lacked the institutional stickiness commonly described in the literature on organisational reform and why it did not strategise to survive. In this paper, we apply argumentative discourse analysis to rich empirical data to reveal the pattern and evolution of storylines and discourse coalitions, and the ways in which these interact with and affect the practices of Parliament, the media and the Audit Commission itself. Our analysis shows that the politics of administrative reform are as much about discursive framing and the ability of pro-reformers to gain discursive structuration and institutionalisation as they are about the material resources available to a newly elected government and its ministers. Questions of technical feasibility are unlikely to derail a reform initiative once its promoters gain discursive ascendency
Is the ‘New Deal for Communities’ a New Deal for Equality? Getting Women on Board in Neighbourhood Governance
Across the EU, neighbourhoods have been the focus for achieving social cohesion and reducing social exclusion. Neighbourhood renewal and community involvement were central themes in the UK Labour government's urban policy. This article focuses on the challenge of community engagement given the heterogeneity of individuals and neighbourhoods. It uses the case study of a New Deal for Communities (NDC) partnership to explore the experiences of different women on an NDC board, including those from minority ethnic groups. The NDC in the case study provides optimism about the possibility of including diverse groups and people in neighbourhood governance, yet too little attention is still given at both national policy and neighbourhood levels to working politically and productively with concepts of ethnicity and gender

Financial viability appraisals for site-specific planning decisions in England
In England, appraisals of the financial viability of development schemes have become an integral part of planning policy-making, initially in determining the amount of planning obligations that might be obtained via legal agreements (known as Section 106 agreements) and latterly as a basis for establishing charging schedules for the Community Infrastructure Levy (CIL). Local planning authorities set these policies on an area-wide basis but ultimately development proposals require consent on a site-by-site basis. It is at this site-specific level that issues of viability are hotly contested.
This paper examines case documents, proofs of evidence and decisions from a sample of planning disputes in order to address major issues within development viability, the application of the models and the distribution of the development gain between the developer, landowner and community. The results have specific application to viability assessment in England and should impact on future policy and practice guidance in this field. They also have relevance to other countries that incorporate assessments of economic viability in their planning systems
Governing culture: legislators, interpreters and accountants
Cultural policy has become dominated by questions of how to account for the intangible value of government investments. This is as a result of longstanding developments within government’s approaches to policy making, most notably those influenced by practices of audit and accounting. This paper will outline these developments with reference to Peter Miller’s concept of calculative practices, and will argue two central points: first, that there are practical solutions to the problem of measuring the value of culture that connect central government discourses with the discourses of the cultural sector; and second, the paper will demonstrate how academic work has been central to this area of policy making. As a result of the centrality of accounting academics in cultural policy, for example in providing advice on the appropriate measurement tools and techniques, questions are raised about the role academia might take vis-à -vis public policy. Accounting professionals and academics not only provide technical expertise that informs state calculative practices, but also play a surveillance role through the audit and evaluation of government programmes, and act as interpreters in defining terms of performance measurement, success and failure. The paper therefore concludes by reflecting on recent work by Phillip Schlesinger to preserve academic integrity whilst allowing accounting scholars and academics influence and partnership in policy
