    Environmental deterioration in rapid urbanisation: evidence from assessment of ecosystem service values in Wujiang, Suzhou

    Land use change is the most prominent feature of Chinese urbanisation. In China, the expansion of land consumed for urban development is inevitable given the rapid increases in the urban economy and urban population, but also in meeting the population’s increasing demand for better quality of life. This paper is based on a research study of Wujiang district in Suzhou, which is considered representative of many of the rapid urbanisation areas within the nation. The objective is to develop an in-depth understanding of the characteristics of land use change and how this change contributes to environmental deterioration, as assessed by changes in the ecosystem service value (ESV). In this study, ESV is defined as the environmental products and functions provided for human well-being. Based on local planning documents, Landsat TM remote-sensing images and field surveys, the research analyses the cost to the environment when traditional land uses are transformed into urbanisation. The research demonstrates that conversion to urban land use which ignores the limit and capacity of the environment can generate significant environmental costs, as assessed by ESV, which in turn, can lead to a deterioration of quality of life for inhabitants, the exact opposite of the original intention. The research demonstrates that by mapping the spatial distribution of ecological service values, ESV can be used as a guide to urban sustainable development

    Liangshan Bank, A hybrid model of payment for ecosystem services governance in rural development: The case of Baofu, China

    This paper focuses on the operation of Value Realisation of Ecosystem Products and Services based on empirical research of the Liangshan Bank model in Baofu, China. It examines a new hybrid approach to ecosystem services governance to address the problems of idle rural land due to urbanisation. The study finds that operating this new model enhances governance efficiency by coordinating different institutional policies and reducing uncertainties and transaction costs through a mechanism which is guided by the government, dominated by the market and participated by communities. The model can increase rural villagers' income by using idle rural land as a market asset. The research outcomes show that the Liangshan Bank model, which provides a transparent trading platform for villagers and investors to effectively use rural land, protect the environment, and alleviate poverty, can exemplify other rural areas in China and developing countries. The paper highlights the academic debate on payment models for ecosystem services. It also offers an alternative model for governments and communities to achieve environmental protection, effective land use, and poverty alleviation in rural areas

    Analysis of the elderly’s preferences for choosing medical service facilities from the perspective of accessibility: A case study of tertiary general hospitals in Hefei, China

    The accessibility of medical service facilities is a vital influence on elderly people choosing medical treatment. Encouraging residents to seek nearby medical treatment can facilitate the rational layout and diversion of urban medical facilities and reduce health resource waste. However, due to accessibility factors, elderly people may not choose the nearest hospital. In order to investigate such factors, we conducted a questionnaire survey among the elderly from 10 tertiary general hospitals in Hefei, China. On the basis of the origin-destination (OD) cost matrix analysis and statistical analysis of 830 valid questionnaires, this paper analyzed the elders’ selection rules when choosing medical facilities and the factors considered when making a choice. The study found that although 85% of elderly participants valued a short distance to tertiary hospitals, only 31% of them attended the closest hospitals in reality, which correlated with regularity according to their education level, travel activity status, and place of residence. The elderly highlighted road congestion, convenience of public transport stations, and number of transfers as critical in determining whether they sought nearby medical treatment. According to the results, effective ways to encourage the elderly to attend their nearest hospital, from the perspective of accessibility, include easing road congestion, improving the layout of public transport stations, and optimizing urban public transport routes. In particular, when planning future medical facilities, attention should be paid to the elderly with primary school education or below, who cannot travel independently, and those who live far from the city center

    This article examines a collaborative approach to the relationship between heritage management and tourism development in Luang Prabang, Laos. The purpose is to examine stakeholder collaboration and management roles, heritage tourism development, as well as the interdependence of the heritage conservation and tourism relationship. The research examines a UNESCO/Norwegian government project, which aiming to promote collaboration between heritage conservation and tourism through stakeholder involvement. Five aspects are explored: channels of communication between the heritage and the tourism groups, generating income for heritage conservation and management, involving the local community in decisionmaking, involving the local community in tourism activities, and an assessment of the extent and success of stakeholder collaboration

    Long-Term Functionality of Rural Water Services in Developing Countries: A System Dynamics Approach to Understanding the Dynamic Interaction of Causal Factors

    Research has shown that sustainability of rural water infrastructure in developing countries is largely affected by the dynamic and systemic interactions of technical, social, financial, institutional, and environmental factors that can lead to premature water system failure. This research employs systems dynamic modeling, which uses feedback mechanisms to understand how these factors interact dynamically to influence long-term rural water system functionality. To do this, the research first identified and aggregated key factors from literature, then asked water sector experts to indicate the polarity and strength between factors through Delphi and cross impact survey questionnaires, and finally used system dynamics modeling to identify and prioritize feedback mechanisms. The resulting model identified 101 feedback mechanisms that were dominated primarily by three and four-factor loops that contained some combination of the factors: Water System Functionality, Community, Financial, Government, Management, and Technology. These feedback mechanisms were then scored and prioritized, with the most dominant feedback mechanism identified as Water System Functionality – Community – Finance – Management. This research offers insight into the dynamic interaction of factors impacting sustainability of rural water infrastructure through the identification of these feedback mechanisms and makes a compelling case for future research to longitudinally investigate the interaction of these factors in various contexts

    Tenure security and household investment decisions for urban sanitation: The case of Dakar, Senegal

When the sanitation norm is self-managed on-site systems, as is the case in many low-income areas of towns and cities, household investment decisions in sanitation are inherently linked to tenure security. Based on evidence gathered in Dakar, Senegal, it is de facto rather than de jure tenure rights that provide sufficient security for household investment in sanitation. We make a critical distinction between willingness to invest and willingness to pay for the capital investment costs and on-going operational servicing costs of sanitation. Whilst tenants and those with lower tenure security do not invest in capital infrastructure, they are willing to pay for the operational aspects of sanitation services. Current formal policy settings and strategies for urban sanitation tend not to cater for this group; this is a fundamental oversight as these constitute significant and growing segments of the population. Land tenure and sanitation issues need to be considered in an integrated way and the capital and operational costs need to be disaggregated in planning to respond more effectively to the spending decisions of the urban poor
