    Optimal Mix of Price and Quantity Regulation under Uncertainty

    This paper takes on the issue of ‘Prices vs. Quantities’, see Weitzman (1974), applied to environmental regulations under uncertainty. It is shown that, from an efficiency point of view, it is generally preferable to divide the economy into two parts, one regulated through a tax and the other through cap-and-trade, rather than letting it be subject to either of these regulation mechanisms. This may be so even when the latter alternatives are cost effective while the former is not. Particular interest is devoted to determining the optimal size of each sector. Generally, a steeper marginal abatement cost function relative to the marginal abatement benefit function implies that a larger part of the economy should be taxed.regulation; uncertainty; emissions tax; tradable permits

    Our project focussed on families who had been involved in services with child welfare and children’s mental health. Sixteen families were interviewed and asked to describe their experiences as clients, including positive and negative experiences, what they experienced as helpful and unhelpful, changes they identified as a result of their involvement, and characteristics and practices of the workers they liked most and least. We present their perspectives in order to build understanding of what contributes to making a positive difference in the lives of families in difficulty

    A Generalized Hybrid Approach to Controlling Emissions

    This paper examines the optimal instrument choice to control emissions under uncertainty. A hybrid regulation mechanism is developed that contains cap-and-trade, emissions taxes and socalled safety valves as special cases. This makes it possible to examine optimal policy choice and the resulting efficiency losses for each instrument. It is shown that the hybrid regulation mechanism in efficiency terms is weakly superior to the other instruments.     Surface interactions and high-voltage current collection

    Spacecraft of the future will be larger and have higher power requirements than any flown to date. For several reasons, it is desirable to operate a high power system at high voltage. While the optimal voltages for many future missions are in the range 500 to 5000 volts, the highest voltage yet flown is approximately 100 volts. The NASCAP/LEO code is being developed to embody the phenomenology needed to model the environmental interactions of high voltage spacecraft. Some plasma environment are discussed. The treatment of the surface conductivity associated with emitted electrons and some simulations by NASCAP/LEO of ground based high voltage interaction experiments are described

    Structural characteristics of high temperature composites

    A progress report is presented for research carried from March 1984 through February 1985. A tensile test method has been developed which should give tensile and simulated shear (+ or - 45 deg) data for fiber composites up to 1000 C. Longitudinal and some transverse stress-strain data have been obtained for a glass matrix/Nicalon fiber system up to the matrix limiting temperature of 600 C. This demonstrates the functioning of the test method and the high temperature test facility which has been established on this grant. Transverse and longitudinal compression tests have been run, mostly in an end loaded configuration. A more satisfactory compression test is still required, and is under development
